These are actually completely different than Tool Kit 2008, though you may find them helpful. This is the first Black Box Voting Tool Kit, which contains actions that are not as time-sensitive as the stripped-down Tool Kit 2008. The difference: The 2008 kit contains emergency actions to be done during the last three months of the 2008 election year. The actions in the 2006 Tool Kit focus on more long range and permanent solutions.
