Bolivia: President Morales renews concernc over coup and asks to people be united

La Paz city, sep-05 (ABI).- The president Morales Evo denounced a civil coup is going up which pretends to take position in public institutions through shock-groups that prefects finances controlled for opposition and he asks to the united people and Armed Forces to defend the Bolivian democracy. He points out these attempts, only supported in the illegality and believing to claim the people representation, return the beginning of jul-17-1980 riot carried out by Garcia Meza Luis actually convicted criminal in Chonchocoro (prison).  The president, who returned on Thursday night after visiting Liberia and Iran, informed to ABI the right-wing carried out that subversive strategy for creating a conflictive situation and overthrew the government.    The actions of the called National cabinet of right-wing CONALDE in Cobija and Trinidad fit in with the carried up on july-17-1980 during the armed riot against to democracy. Actually they try to start a civil coup taking control of public institutions, Evo denounced.       In this context, the president said is obligation of the top elected Government to keep welfare state and use whole mechanisms gives the Constitution for guarantying its actual validity, and he asks to people be united for defending Bolivia.
The president denounced that the conservative groups, leaded by Santa Cruz, Pando, Beni, and Tarija prefects now attack against to Armed Forces and Police because both institutions represent itself the legal protection of welfare state that people make up 26 years ago. He said the new-liberal politics forget they were who in the past employ the Armed Forces for maintaining the particular interests.     As well as the strategy denounced, on Monday, a dozen of handicapped persons, helped for almost fifty "parents", invade violently the installations of Governmental representation in Santa Cruz, they hit the workers in and obligated to representative Agent Montaño Gabriela to sign a document in which indicated the pay a bonus pension.    On Tuesday, a herd of "civics" and members of the called UJB (Group of Benian young people) tried to take position of internal revenue tax, a public institution in Beni, in this action; they employ stones, sticks and even used firearms, according to Presidency Minister Ramón Quintana Juan.    The Military Police prevented vandals took position of this public institution and other publics in Trinidad, as revenge, the president of Benian Civic Committee, Melgar Alberto, established an "ultimatum" for 84 hours to Six Section Commandant Col. In this way, last Wednesday in Cobija farmers and people without property (syndicate "sin tierra") sponsored by the Prefect Fernandez Leopoldo, took position by sheer force the installations of INRA (National Entity for Land Reform) and ABC (National Administration for Road). The realization of its strategy followed last Thursday in Cobija where the same group took position of Public Forest Supervision and the offices of Texeira Nancy the Government representing. president Morales Evo assures some violent groups exceed the control of the called "media luna" civic leaders and prefects but now they act according to United States Embassy which finances its activities.  "I know some information given by authorities, important figures, especially from Santa Cruz that exist some people work with the United States Embassy who organize these groups", he said. ...  In this context, he indicated is insincere the argument used like regional demand stopping the roads, reestablishment of 30 percent of incomes generated by Direct Tax on Hydrocarbons (IDH) actually used by government to pay Dignidad Bonus.   "These actions are not IDH demands, nor are specifically policies which have others goals like attack and damage", condemned the President.

Also he lamented that disagreed prefects and civic leaders manipulate to "media luna’s" young people and teach them racism and discrimination only for defending its particular interests. The president reaffirmed that the trying of taking position of public institutions in Cobija, Trinidad, Tarija, and Santa Cruz, is an action leaded to disestablish the government and create anxiety to people. "When is trying to take position of public institutions is thinking to a coup, because in the past dictatorship firstly the public institutions were took" remembered the President.   "Those bloody coups begun in oriental area taking the Prefect’s head office and institutions for advancing and arrive to La Paz", said and named like dictatorship creatures.

He supported that the opposition government, with started racist violence, they want just a strong reaction of Public safety forces for justifying its attacks against to welfare state and country unity.
FINANCED BLOCKING ROADS

The president said the vandal groups put pressure on places where block the roads are organized by financed people with incomes of opposition government prefects. He indicated that documented information given the latest hours shows each blocker receives 100 Bs. everyday.   "Then how is possible to employ people’s money for blocking, I have been in many marches and demonstrations and didn’t employ the provincial or office of municipal mayor money instead the people volunteer decided a deep change", The President said.  In this context, he said that from Tarija received information about the prefect Cossio Mario who creates ultimately a strategy called "Programa Urgente" that employ to people for working with a remuneration alredy 600 and 700 Bs. but the "work" consists in blocking the roads. Jp/Dgav                 ABI
