Government asks to sign the agreement to pacify the country but CONALDE delays a month. Cochabamba, sept 21(ABI).- The Executive Power posed this Sunday to sign the agreement that permit pacify the country and to guarantee the constitutional referendum assembly on October 1st but National Counsel for Democracy CONALDE spanish acronym) rejected the proposal and suggested the same must be considered after 30 days, delaying the dialogue.   Fidel Surco president of National Organization for Change (CONALCAM spanish acronym)  considered the refusal to sign the agreement and delaying of time as opportunism for consolidate and restructure a civil coup d'etat encouraged by the civic and prefects of so called "media luna". "If opposition prefects do not sign today (Sunday) the agreement posed by the Government. CONALCAM will radicalize its measures of pressure against Sta.Cruz city for tomorrow (Monday). We are not going to accept more excuses refusing to approve the new Political State Constitution" stated the leader.  In press conference Fabián Yaksic vice minister of Decentralization said that Álvaro Garcia Linera vice president posed another flexible proposal for its immediate approval with the goal to pacify and re-establish the constitutional state that was not accepted by  prefects of CONALDE either. The agreement establishes three aspects and the structure of two commissions. Direct Tax on Hydrocarbons (IDH spanish acronym), new Political State Constitution and Departmental Autonomies.  Restitution of the public institutions as well as petroleum companies in the presence of a notary public and to make viable the referendum constitutional projected by the new Political State Constitution on October 1st.
To do the necessary improvements in the new Political State Constitution project especially in the autonomies chapter in order to overcome the contradictions of the text  preserving the main content of the constitutional project ideas.

COSSÍO:  Mario Cossío Tarija’s prefect representing to CONALDE said that they are for the continuity of the dialogue within the framework and term-time established in the basis of the document in order to arrange a dialogue and arrive at a great national agreement that does not consider go over the constitutional referendum for being proposed to the National Congress until the dialogue concludes about a month.  He stated that his goal is to encourage the approval of a new Political State Constitution but it is not possible to sign an agreement without considering all the provisions of a treaty and without ending the work of the commissions".  "Our prior agreement says that we have a time of 30 days, we will try to cover less than 30 days but it happens difficult today (Sunday) set a date to convoke to a referendum because it could pretend to close the possibility to discuss other subjects of highest importance for the country in the constitutional text that not only touch the autonomy issue" he said.  Lcr/Pta            ABI
