The British economy has become a dreadful economy, the opposite of what David Cameron expected.
Andrew Tyrie Conservative MP for Chichester writes in his Centre for Policy Studies pamphlet that the government's plans for economic growth are "inconsistent, even incoherent". and these words sting David Cameron because they are true.
Telling people you share their pain is not enough if they come to believe that you are also responsible for inflicting or failing to alleviate it.

Truly without much excuse, in my opinion. There is little excuse anywhere in the world when there is high demand and necessity to reinvent the world to live with greater frugality and more optimal use of scare natural resources.
The problem, to me, is that the current economic models are unsustainable. We must create new rules to guide more responsible behavior for humanity's sake.
