The idea is to get more cats into happy homes, and shelters have found that with careful screening, waiving the adoption fees doesn't affect the quality of homes they're able to find, or the rate of return.

People pay for cats? Every light post has offers of free cats where I live. I wouldn't dream of paying for a cat. Then again, I don't like cats.

This idea of getting a cat that has been examined is a better idea, better than taking one frome someone who does not want it.

It is not that no one wants these cats. they are usually new born kittens and the owners don't want to have, like, 8 cats so they give the kittens away to good homes for free.
