Venezuelan President Hugo Chavez has suspended his trip to the 18th Ibero-American summit in El Salvador next week for security reasons.  Chavez said intelligence indicated that several armed groups were trying to murder him. He noted that Manuel Rosales, one of Venezuela's four opposition governors, is also plotting to assassinate him.   "I have decided to imprison Rosales... He cannot continue in office," Chavez said.  The Ibero-American summit, slated for October 29-31, will be attended by heads of state from Spain, Portugal, Andorra and 19 Spanish and Portuguese-speaking countries in Latin America. Venezuelan authorities arrested six suspects last month, including several military officers and ex-officers on accusations of being involved in a murder plot of Chavez.  HSH/RA.
