MUSSOORIE, 17 Jan: It seemed like Christmas for Mussoorie as the Chief Secretary, IK Pande, in a Santa Claus act, opened a basket of gifts when he approved the major demands put forth by the Nagar Palika, here, today. The Nagar Palika Chairman, OP Uniyal, heaved a sigh of relief as the Chief Secretary approved the two proposed parking sites at Library and South Road, Landour Bazaar. The Chief Secretary also ordered that the soil inspection near Library ought to be completed soon, after which it would be approved. He also said that parking was a major problem for the town and other sites would also be inspected and the work would begin very soon. He added that ambiguity over the notified and de-notified areas ought to be solved soon so that development work was not hindered. He directed the forest department to complete the task before the coming season. The Chief Secretary also approved the housing scheme for LIG and MIG groups in Mussoorie. He directed the Palika president to identify de-notified land and initiate the work on a priority basis. Indu Kumar Pande also approved a separate drinking water supply line for Landour Bazaar in the summer season. Jot Singh Gunsola, MLA, who was angry initially on the issue of protocol, said that he was also an elected representative and ought not to be ignored. After a little persuasion, he also joined in announcing Rs 1.5 crores for the construction of the town hall. Palika President Uniyal told Garhwal Post that shopping complexes at Camel’s Back Road, Picture Palace and Mount Rose had also been approved by the Chief Secretary. He also said that all the major projects would be joint ventures with the MDDA and other executive bodies under PPP mode, on profit sharing basis. He added that the Chief Secretary also directed the officials to follow the path of MDDA for the street lighting in Mussoorie. He said that sources of alternate energy ought to be employed in Mussoorie thus saving the environment and conserving energy. IK Pande was particular about rain water harvesting and said that it was the answer to the drinking water crisis in Mussoorie. He directed the officials to remove all the hurdles regarding this. The officials from the Jal Sansthan suggested constructing a reservoir near Kempty so that the regular and unhindered supply was possible for the town. The problem of sewage was also discussed at the meeting at which the Secretary concerned disclosed that a project of Government of India was proposed that would begin after the documentation work was fulfilled. Indu Kumar Pande was not happy with the PWD department as the roads leading to LBSNAA and Spring Road were in bad shape. He also directed the officials to begin work in right earnest. Pande also inquired about Solid Waste Management in Mussoorie, to which the Urban Affairs Secretary, K Meenakshi Sundaram, replied that no proposal was sent by the Nagar Palika to them and if such a proposal did come, it could be considered under the UDESM scheme of the GoI. Gunsola requested the Chief Secretary to provide Mussoorie special status as it was a premier international tourist destination and a town of national and strategic importance. The Chief Secretary was surprised that Mussoorie has been left out of the ADB development projects for the townships. He said he would propose at the next ADB meeting to incorporate Mussoorie in the current project so that problems of finance did not arise. DM Amit Negi, Commissioner, Garhwal, Umakant Panwar, SDM GC Gunwant, various secretaries and heads of departments were present at the meeting. “Geo-thermal, Micro Hydel projects Govt priority” Speaking exclusively to Garhwal Post, Chief Secretary IK Pande said that Government was looking into avenues of alternate energy, among which geo-thermal energy and micro-hydel projects were high on the priority. He also stated that the micro-hydel project was being initiated in association with HESCO, an NGO working in the hilly terrain of the state. He said that this project would not only provide energy at the village level, but also generate employment at the source of migration of population, which was the village and thus help in curbing the exodus of youth. Talking about Mussoorie, he said this was oldest Palika in the country, therefore, it had heritage status and Government was keen on solving the problem of the Queen of the Hills on a priority basis. The Oak Grove-Rajpur trekking trail will be developed soon for bird watchers. The historic trek from Oakgrove-Jharipani to Rajpur will be developed as a Bird Watching and Environment Preservation trail. The project will be developed by the forest department and will coordinate the project to the delight of environmentalists of Mussoorie and Dehradun. This is the same trail on which the eminent Orinthologist Dr Salim Ali spent many years studying the avian families of Himalayas. |
