Panic on the Potomac

President Obama was at an event at the Pentagon commemorating the September 11, 2001 attacks. 

The Coast Guard tried to prevent a boat from entering the Pentagon Security Zone on teh Potomac River, apparently 10 warning shots were fired, although it was not clear from police scanners that they were in fact warning shots.

The incident took place between the Memorial and 14th Street bridges.

It has now been confirmed that this was a training exercise on CNN.  The Coast Guard gave that confirmation quickly.  Apparently local operations centers and the Security Service had not been notified.

CNN heard on the radio that 10 shots had been  fired. No shots were fired. 

This was a bad idea for 9/11.   Someone will have to provide a lot of answers.

Update:

Kira Phillips of CNN has talked to her sources in the Coast Guard and as it turned out, there were no shots fired, not even blanks.  The media heard the keywords, warning shots, etc on the radio scanner and went forward without contacting the Coast Guard.

The reason this was not reported up the channels of communications due to it being a training evolution rather than a major exercise.  As all of it was being conducted by radio the need to report it was deemed unnecessary.

There are a few lessons to be learned from all of this:

1.  Media should confirm that this is in fact the real thing, especially if they can't hear shot fired.

2.  The location for this training could have been moved elsewhere if it had to be done on 9/11.

3.  At the very least, even if it's not necessary to inform the Chain of Command, the media should be consulted.

4.  Even when no shots are fired, blank or life, make sure that the radio traffic is prefixed by Exercise Exercise Exercise.

This incident has a lot of people scrambling now over nothing.

WASHINGTON (CNN) -- The U.S. Coast Guard tried Friday to prevent a boat from entering a security zone on the Potomac River not far from the Pentagon, where President Obama was at an event commemorating the September 11 attacks.

There were reports on police scanners that the Coast Guard fired 10 rounds of ammunition, but those reports could not immediately be confirmed. It was not immediately clear from the reports whether they referred to warning shots.

The incident took place between the Memorial and 14th Street bridges, in a zone that had been blocked off because of the ceremonies.

Obama had departed the Pentagon shortly after 10 a.m. ET. Reports of the incident came in shortly after 10 a.m. ET.

I will indeed.  Seems like CNN is trying to figure it out.  They don.t know if there were real rounds fired.  There is still a question as to whether or not the suspicious boat was there.  It was a training exercise.  Apparently the Secret Service did not know what was going on.

President Obama was already back at the White House.  The Pentagon advised them that it was indeed a training exercise.

A training exercise on September 11th, 2009, the noted anniversary of the horrific event that took place in NYC on September 11th, 2001, and the Secret Service did not know what was going on! If this isn't an insult to any intelligent mind, I don't know what is!??? Of course, IMO!

I can't wait for an explanation from the PENTAGON!

The US claims that they are the best, how can this happen?

With their weapon arsenal that should scare the hell out of any one around the Globe.

A few years back they lost a Nuclear war head... fortunately it was fund again but not where it belonged.

People screw up.  Notification was the key here.  I'm sure they're scrambling in Homeland Security, the Pentagon and the Coast Guard right now.  The stress level will be high and I'm sure the Secret Service and President Obama will want some answers.

Thanks for  updating us, albertacowpoke! And I agree, Communication Communication Communication!:) However, what does the fact that this exercise was being conducted 'by radio' have to do with 'deeming it unnecessary to report it'?

(sorry for the bold, my icon won't click off).

But after half an hour of anxiety, the Coast Guard and local police said the whole thing was a training exercise, and no shots were fired at all.

Network news programs broke into regular morning shows to report the incident, and CNN went to blanket coverage.

Departures from Washington's Reagain National Airport were halted from 10:08 a.m. to 10:30. FBI agents scrambled to the scene near the river. A law enforcement official, asking not to be identified, told the Associated Press the local FBI office had not been told ahead of time about the exercise.

As word spread of the false alarm, Frances Townsend, former Homeland Security adviser in the Bush administration, got angry -- calling the exercise "felony stupidity" in a CNN interview.

Thanks for the additional information, albertacowpoke. I have watched the MSNBC report again. Evidently, a 'citizen' overheard the radio transmission and called a news station. I trust that someone is attempting to locate this 'citizen'.

Interesting because CNN said they heard it on their scanner and the coast guard said they had a discreet frequency.  Obviously not discreet enough.

They left their heads at home today:)  The other problem was that the radio traffic should have been preceded by Exercise, Exercise, Exercise.
