Coast Guard Fired on Potomac River near DC: a Training Exercise

It was reported that Coast Guard fired 10 rounds in the restricted area on a suspicious boat in Potomac River near Washington DC, which turned out to be a training exercise. Security is heightened today, the 8th year anniversary of the 9/11 attacks on the Pentagon and the World Trade Center. A Federal source confirmed that it was a training exercise, and not a real security incident. The exercise created a great deal of confusion despite the Coast Guard said they had notified the Federal law enforcement.
Potomac River is very close to the Pentagon accessible by civilian.

Who would have approved this for the same time the 9/11 Memorial was taking place, with the President in attendance? Sound fishy?
