Dear Neighbor:
The purpose of this letter is to inform and raise awareness that there's a large, well organized, network of people in NJ who stalk innocent, law abiding, and defenselss individuals, typically for years, with the goal of destroying their lives.
WHAT IS "ORGANIZED", "GROUP", "GANG" STALKING?
Organized stalking is a method of harassment perpetrated by a large group(s) of people against a sole individual. The lengthy process begins when the group selects a "target". Once the selection is made an expert campaign of character assassination begins with the intention of isolating the person from the community. (He's crazy; he's stupid; he steals; he smells; he's deviant, etc.). Simultaneously he or she is placed under surveillance and his photo image is distributed. Isolating the target renders him or her defenseless and income-less. Then groups of paid and unpaid stalkers begin a 24/7 harassment operation. The paid stalkers are full and part time professionals. They become the target's new shadow. The unpaid stalkers are usually neighbors who have been recruited as a result of a successful smear campaign. They naively think they are doing a good deed. (One woman in her early 50's confided to her target while stalking him in a store that she was a Christian). Harassment techniques are infinite. A common one is to sensitize the target to ordinary discordant sounds like coughning and car alarms and then harass him with those sounds continuosly and indefinitely.
WHO ARE THE TARGETED INDIVIDUALS (TI's)?
The competition/adversary is a favorite target; there's a combination of social, business, and political interests motivating the selection. Once the target has been selected the group will commit significant resources to destroying the target.
WHO ARE THESE GROUPS?
They're not foreign terrorists or anti-government extremists. The network consists of your next door neighbor, the mail carrier, the cable guy, the store clerk, the cop(s), the attorney, the judge, the priest, the dentist, the chiropractor, etc; etc; people that you would never ever suspect of harboring criminal intent. They are so well integrated and influential in the community that my best guess is that they are a perverted form of a community watch group policing with subterfuge and poisonous hate. They are slowly and surreptitiously destroying the moral, social, economic, and political fabric of this state and reconfiguring it in accordance with their criminal behavior. Whoever the organizers are, they are well financed, highly sophisticated, unscrupulous, deceptive, relentless, and merciless; -- they have cult and pack like attributes. They are also tech savy and capable of invading every inch of your privacy and destroying every minute of your day. Their specialty however is to inflict emotional harm by using subtle yet effective psychological terror techniques with sadistic accuracy. Their intention is to murder their target without getting their hands dirty. It's the perfect hate crime.

It has been my experience that the entire stalking apparatus relies heavily and primarily upon telecommunications devices, most usually cell phones, but also including vehicle navigation units and mobile internet-connected devices.
There are three basic components in the system:
- Surveillance Component
- Centralized Database/Storage Component
- Dispatch (Outgoing communications) Component
I - Surveillance Component
The first component allows those who operate the stalking apparatus to accumulate information about the selected targets, as listed in the databases associated with the apparatus. The information is analyzed and scanned for any elements that may potentially be useful within the framework of the personal destruction campaigns waged
by the operators of the apparatus. The effect of the surveillance is multiplied by many times via the use of GPS tracking units secreted onto the target's primary means of transportation. These tracking units prove invaluable to the operators of the apparatus in terms of providing for the accurate direction of harassment activities (see Dispatch Component, below)
II - Centralized Database Store
The information, often manipulated, modified, and/or appended with outright fabrication is subsequently cataloged within the system's database(s). Through the surveillance, a vast quantity of detail is accumulated about each individual target, especially as it concerns the patterns of the selected target's daily life and activities. This prodigious quantity of information lends itself to making the additional fabrications associated with the individual readily believable by consumers of the information, simply because so much else seems to be known.
III Dispatch Component
This is the component that provides for the operators most of the damage inflicted upon selected targets. Primarily using telecommunications devices (cell phones and automobile navigation units), the conspiracy to harass is automated by computerized linkages between the databases (described above), and the cell phone/auto nav-unit network.
The communications linkages are made automatically, and directed to those "program" members who carry "harassment network" nodes (cell, nav-units, etc), but only to those who are proximate to the selected target. The computerized communications linkages are made (automatically) to the proximate program members (those closest to the target) thanks to the GPS tracking of the target, (as described in "Surveillance Component", above). This automatic direction of communications to specific telecommunications nodes/devices facilitates the "swarming" of targets, as has been often described by same in contemporary accounts of gang stalking.
Information which has been taylored to the situation, and has been designed to provide for the ongoing emotional, financial, and psychological destruction of select targets, is (automatically) dispensed from the database system.
Analysis:
The operators of the apparatus use a deflection mechanism to diffuse the responsibility for slander committed by node carriers, simply by employing a large group (mob) of antagonists to effect a death of a thousand small cuts scenario. Many harassment laws are based upon the repeated harassments of a single individual. By using a conspiracy of many, the coordinators hope to diffuse individual responsibility for actions.
Legal Remedy:
The purveyors of this injustice do indeed effect a dilution of responsibility for individual node carriers. However; they do not deflect responsibility from themselves, IMHO.
Since the major enabler for all "stalking network" activities is the telecommunications system, the perpetrators are theoretically, possibly exposed to discovery by the natural routing and traffic logging features of the communications channels that they are using.
Several on-the-books laws may be applicable in the arraignment of these law breakers, as follows:

The aforementioned codes are general, but our specific circumstance is amplified by a conspiracy clause. The resultant case law is known as "Conspiracy to harass using a telecommunications device" See search engine results under those terms.
The operators of the stalking apparatus are initiating communications to communications devices for the sole purpose of engaging in the harassment of individuals. They are doing this on a vast scale, to many, many unfortunate victims. Due to the large scale of their operations, (as opposed to the acts of the individual node carriers), the operators of this stalking apparatus (Surveillance, Database & Dispatch) have neither immunized themselves to prosecutions, nor have they deflected responsibility for their actions.
In our pursuit of justice, communications is key.
The communications system that they use that is the underlying enabler for most of their nefarious activities. Fortunately for us, it is, with proper constitutionally valid investigation, traceable.

Organized criminals hiding behind community policing program.
The rights of United States citizens has been grossly abused by people who can afford to hire manipulator of community policing/watch group and/or hired credible confidential informants. Many have been abused to the point of suicide and have no recourse against fabricated crimes by hired confidential informants or corrupted community policing leaders/members.
Our broken confidential informant system and community policing invites abuse and indefinite covert investigation by private parties on an innocent individual.
1. How long does fabricated crime of informant covert investigation last for criminally clean law abiding citizens; 3, 5, 10 indefinitely?
2. Are real names used for investigations or codes-
a. are codes attached to a real ID; Driver licenses, Green card, SSN, Passport - to ensure the same individual would not be covertly investigation again by another
fabricated crime. If the fabricated crime is a different crime then the investigation should be shorter because nothing was found on the previous fabricated crime.
3. Who has oversight and safeguard on alleged crime that requires covert investigation?
4. The community policing/watch should have different undercover members reporting to different agencies and not just to the requesting person/agency to prevent abuse.
5. Do the informant even exist or is it also fabricated.
6. A small number of people can cause huge problems because of lack of oversights.
The purpose of community policing is to protect, unfortunately, you have been accused of some crime (unknown to you) which starts the harassment.
Many private detectives (former government employees; police, FBI etc. and those who have experience with CONFIDENT INFORMANT SYSTEM) have used "credible informants" to start the harassment on behalf of their clients to destroy their adversaries.
Is it becoming a huge organized criminal business where informants are paid well and enemies are destroyed using government funded anti-drug/terror program A.K.A. gang-stalking throughout the internet.
Google "Jiverly Wong letter to the news" this guy was set up by a confidential informant accusing him of crimes he never commit resulting in 13 innocent dead. In his letter, what he described as undercover cops are C.O.P. citizens on patrol in community base policing program. There were several fabricated crime against Mr. Wong, I wonder if this was the method to continue the harassment when one covert investigation expires another one takes over to continue the harassment.
The citizens of America should raise their voice to re investigate this mass murder case and charge the confidential informant, the person or persons and the police department that handled the C.I.'s case with wrongful death of the 13 innocent victims.
The victim's family should be informed of the organized harassment activities through (community policing) was the cause of death of their love ones and should file claims against all that were involved.
I am also a victim of these organized harassment by a mistress of a family member at CITY COLLEGE OF SAN FRANCISCO.

None of the us TI are sure about the Motives for the TI stalking.
The motive of the gang-stalking for each Targeted Individual could be different. Hence the opinion of the motive for gang-stalking is different for each of the Targeted Individuals. But we can combine our knowledge and follow a process in which the motive for gang-stalking can be understood by studying each of our similarity and our differences. Following approach is an draft for the process to find the motive. I call upon TI to write your opinion or suggestion for the process. Kindly note that the understanding of the Motive of gang-stalking(mid control, DEW attack etc) is very important for us to liberate ourselves from the hell life as TI.
To avoid wrongly concluding the motive of the gang-stalking layered approach can be followed
Layered approach can be used to analyze the motives. In this approach we are going to analyze motives in step by step process. By analyzing so we are simplifying the analyzes of the motives and also isolate other possible motives so that the other motives are analyzed in different branch or layer. Each layer handles only a limited severity (or amplitude) for the motives. This model(Layered approach) can be shared with other TIs for comparisons of their models.
In this approach there will be multiple branches(branches of clues or reasons for stalking) emerging from each layer. As the Layered approach passes each layer the number of branches will increase to result shape similar to the triangle. In each layer we have to omit the branches of clues which we think may not be the possible stalking motive. As number of layer increases the number of branches in each layer increase.
A simple walk through of the Layered approach
Lowest level of motive of the gang-stalking is to harass the Targeted Individuals. And let this layer be one (the first layer). This layer of the motive for harassment for all the TI is the same (assume that in this layer the motive of perps is to just harass). The number of branch in this layer is one, which leads a single path to second layer.
Second layer of the motive would be the immediate cause of the gang-stalking harassment and that is to create panic, fear, anger etc. In this layered approach we are applying the objective reasoning to find the motives of the TI stalking. The number of branch in this layer can be five or six (reasons for stalking in this layer is cause fear, pain, panic, anger, disappointment etc). There are five branches in layer two namely : fear, pain, panic, anger and disappointment
The third layer of the motive would be the effect of the panic, fear, anger etc caused by the gang-stalking. This is trigger (NLP-Anchor) for the brain to enter the extreme state (as wanted by Stalking Perps).
The motive of Third layer is take advantage of the extreme state(created in Layer Two) of the TI and the advantages of the extreme state can be following:
1. Easy manipulation of the TI (TI being in the extreme state).
2. To drive the TI out of the place or environment
3. To pacify the TI and prevent the TI from influencing the place or environment
4. Make the TI prone to the extreme states (panic, fear, anger etc) for mood control or mood spoil.
5. Prevent the TI to get what they want from the place or environment
6. To Prevent the TI being efficient (pressure of stalking will affect the TI effectiveness)
Above six are the branches in layer three. The branches from layer two can converge to form a branch are branches in layer three so that the motives for them can be same.
For the sake of simplicity of the explanation for the layered approach, let us take only one branch of the layer three to form the layer four approach. Lets us take the branch number four from the layer three (Make the TI prone to the extreme states (panic, fear, anger etc) for mood control or mood spoil).
In layer four we can analyze the motive of the branch number four from the layer three (Make the TI prone to the extreme states (panic, fear, anger etc) for mood control or mood spoil). The motives to make the TI prone to mood spoil (eventually mood disorder) can be to disturb the Ego Identity(search "Erikson's theory" to understand the Ego Identity: Ego identity is the conscious sense of self that we develop through social interaction. According to Erikson, our ego identity is constantly changing due to new experience and information we acquire in our daily interactions with others. In addition to ego identity, Erikson also believed that a sense of competence also motivates behaviors and actions. Each stage in Erikson's theory is concerned with becoming competent in an area of life. If the stage is handled well, the person will feel a sense of mastery, which he sometimes referred to as ego strength or ego quality . If the stage is managed poorly, the person will emerge with a sense of inadequacy). This layer brings the vital information why "the stalking is performed" to light. Stalking is performed to spoil the Ego Identity of the TI so that the target becomes incompetent in the required aspect of life.
Layer five: Motive of making TI incompetent by spoiling the Ego Identity can be analyzed. The perps achieve total control of the TI by making them incompetent in required aspect of life.
Layer Six: Reason why the perps want to achieve total control of TIs life is the concern in layer six. The possible motive for perps to control the TI life is to avoid threat(assumed, may not be true) from the TI by making them incompetent and by disabling them from doing activities that might pose a threat to the perp organization.
Layer Seven: In layer seven we have to list the organizations which is related to us who (organization) might think us as a threat to them.
We can analyze the penultimate layers with process of objective reasoning and elimination. When the layer builds up the motive of the harassment will become very specific for each TI and in every higher layer of analysis we will near the answer for actual motive of the gang-stalking. And at the final level of the layer the actual motive of the gang-stalking will be clear for us.
When moving from layer three to four the branches from layer three is omitted to take only one layer for the analysis. Similarly we can analyze the branches of your interest to find out the ultimate motive.
Once the motive is clear the next step is to find the cause of the motive. The cause is the reason why we are Targeted Individual. This answer (the cause) will be the answer for the million dollar question WHY AM I A TI?

I understand the "why me" syndrome --- but why someone commits murder is not terribly important if you are dead! The why is also going to feed the victim mentality. After a time of emotional dysfunction and current disassociation -- I don't give a """flying _________" fill in the blank why"""
Organized Harassment IS ORGANIZED CRIME -- IT IS CRIMINAL -- it is illegal, unconstitutional and there is no justification -- TI's have not committed a crime or the true justice system would be called into play. I am a whistle blower, I am an outspoken single woman, I'm not easily intimidated, my skirt was too short, I wore too much lipstick -- rape victims of yesterday and even today -- that in some way the TI is responsible for this illegal activity is simply ridiculous and it also feeds into the guilt strategy indicated in the Psychological Harassment Information Association web site. It's like a victim of domestic abuse being blamed for the abuse.
It my case, thanks to the recommendation of ONE and only one person who was supportive when the harassment began, I did keep a time line. I'm not certain, but it is possible that my situation can be attributed to one of three probable sources and from there it grew as per the methodical strategy of this assault. Remember it's foundation is "THE LIE" smear.
This is criminal activity -- their is no justification on the part of law enforcement for a target's claims of criminal harassment not being properly investigated. If you're at this web site as a TI you are aware of the nature of the activity going on around you. It took me a long time to find information that actually presented the situation I was being subjected to. One of the factors that makes this strategy successful as a criminal tool is that it is "unbelievable" to the average person thus further damage to the TI .
I came back to this site to make a copy of the criminal codes presented above. I will supply a copy of this to the county's DA and my local police department with an updated time line of harassing activity. I do not believe this is hard to prove and it should be treated as a murder or bias crime investigation. It is a conspiracy, thus all participants are equally accountable under the law. Like most investigations of this nature, some of the Dodos will be given immunity and others will not want to face the consequence of perjury charges. Do not mitigate the damage that this creates.
Awareness is prevention. YOU are entitled to protection under the law. I'm getting to the point of being able to assert myself again. Unfortunately, my son and I became victims of gangstalking after my father died and his probate attorney took over. You can read our horrible experiences on Darien CT topix forum or Norwalk CT topix forum. I have not seen my daughter in 5 years, my son in almost 3, and have been "living" in a homeless shelter. Gangstalking is a way of slowly destroying your life. They even stole (and I am certain) killed our cat we had rescued from a Shelter in Westport CT. An attorney grievance went no where as he arranged for an intruder to steal 2 years of my work and supporting documents out of my locked locker in the "shelter". Management claimed to see nothing on the security tape, but 12 people of varying ages and races all saw the man enter, bypass the alarm, and leave about an hour later.

1. These individuals are as described but they are recruited as watch groups with good intentions. It is not clear who what part of law enforcement or? has bastardized their good intentions and it may be that watch lists (1M) are used to find members of the community to terrorize. It appears some individuals believe they are helping and others are terrorizing so there has to be some sort of problem within the "cells" of these groups in the same county. They also use hand signals which sensitize the target but the fact that this is the outcome of the signals may be unintentional. When the local police take on the hand signals then something is very wrong especially if the local police have heard from the target, know that the target has been terrorized by these activities, know about the photo taking, job loss, and the emotional breakdown that the target is about to experience. How can anyone be considered a professional to protect the community if they engage in supporting ignorance like these local misguided groups? It seems there is a real problem in NJ and it seems that when a target (and I speak from experience) goes from one town to the next to shop, see friends, etc., there are participants in those towns ready to take up the watch. My guess they are using the fire company networks to do this, that form town to town they have no idea what the issue is but believe that the person is some sort of problem, enemy, criminal, pedophile, or? Who in the hell is reponsible for turning NJ into a fascistic, terrified, mindless, and literally horrible place to live?

I agree that many things are not yet clear.
The pertinent question is, "does government as a [whole] entity administer this as an executive and judicial dereliction, or is government being misused by a corps of rogue miscreants who are destroying the public trust and our country at the same time?"
I certainly favor the belief that the responsibility lies with certain rogue elements, and when they are exposed, the scale of justice will swing back to it's normal place.
We are working very hard to find the answer to that question.

Congratulations on your recovery from the initial "stalker's victim shock", a condition from which the recovery, I must agree (via personal experience), takes a minimum of a few years for most people.
Now I know what a rape victim feels like (even though I am male).
In any case, I must point out that I am not a lawyer, so the aforementioned codes should be verified with appropriate legal gurus ...

Much as I value information and speculation as to the causes of organized stalking, I cannot help wondering why I do not see wide postings of survival strategies.
If criminals are entering your premises at night whenever you sleep for even half an hour in order to fumigate you causing incapacitating effects of poisoning, there must be strategies. If your food is being poisoned and perps have contaminated your drinking water and also bottled water, there must be strategies. If you are trying to connect with others who are TI helpers or TIs, not criminals there must be strategies. I would like to see such strategies outlined and ways of networking shared.

It's not just NJ, but it's also not nationwide. It seems to be rampant in "pockets" of the country. I'm in San Diego and it seems to have a long history here dating back to COINTELPRO where there was something called the "Secret Army Organization" or SAO, and they were involved with some really ugly crimes, including bombings.
Other "pockets:" of repeated mention seem to be: Vancouver, Dallas, the East Bay of SF, Ohio, Florida, NJ, Orange County (south of LA) and a lot of action in the UK.
This makes it hard to convince doubters who haven't seen it in their area yet, and I do find the rationale for doubt fairly annoying. They don't believe in the concept at all first. So you show them COINTELPRO, it was systemic and really ruined some people. You show them the programs enacted by the gov't after 9/11, the recruiting of a Stasi volunteer police. So they finally accept that it has happened before and history repeats, or never stopped. They have to backpedal from their original stance.
Then you get "okay but can you prove this is really happening to YOU" as if they now begrudgingly know bad things happen to people- but these people must be far too busy and important for them to actually be posting in their boring little corner of the internet. Or maybe we read about gangstalking and we thought we'd pretend it was happening to us because we enjoy spending hours of time trying to convince stubborn doubters that there is a whole world out there they have not yet seen, or we do this just because we like being ridiculed as being crazy.
The worst may be the ones who feign some educated analysis "paranoid delusions" as if any qualified professional would or even could make such a diagnosis on the internet of an individual they have not examined. I tell them I think the one who has delusions is the one who thinks he can make such a diagnosis of strangers on the internet- but tell me this website where you got your credntials, I'm sure the entire industry of mental health professsionals will be eager to learn how too so they can stop leasing offices and stay home working in their robe and slippers.
Mostly I'd like to remind any perps who might be reading this..... if we're dirtbags, if we're scum you need to put down... what does that make you for having no greater purpose in life but to spend time watching us? A step beneath us, that's for sure. You probably wanted to do this because you see America's future, your hopes, your dreams, slipping away, and wanted to contribute something to your community after 9/11. Fight them terrorists, huh Sparky?
Well there aren't any homegrown terrorists, unless you count yourselves. The DHS filed over 800,000 criminal cases from 2004-2007, and just 12 of them, or .0015% were related to terrorism. It's all a big scam, you're a participant in a command and control scheme, the architects of which are the same corporate elite who sold off America's patents, copyrights and financial assets (including factories) in the '90's and live behind the walls of gated communities, and need you to be their secret police to prevent wide spread civil unrest as it gets much worse economically.
That's right, you aren't saving America from terrorists, you're the last nails in the coffin. You aren't better than us, it's quite the opposite- you could be counted on to follow orders and not question whether they were right or wrong. You aren't the type to take it all in and see the big picture that isn't usually shown to the people. You do your job well because you lack a solid moral compass, are of below average intelligence, and easily fall for faulty ideological mantras.
Above all, you are too timid to stand up and challenge authority when it needs to be challenged. You need to join a group of other like minded twits to indulge your desire to bully and control people. A complete morally decrepit, dimwitted, cowardly pathetic wretch. It takes what, 50, 100 of you to keep one TI down? I'd call that a mismatch. In our favor.
So you may cause our demise, I can't seem to stop that. I've made my situation worse with defiance but I have no regrets, and I will defy you even as your jackboot crushes my skull to the ground, as it will have my teeth marks in it.
And you and yours, despite your feigned attitudes of disgust as you rid your neighborhoods of another "undesirable" from your midst, will be too dense to recognize the subconscious feelings of envy that you'd been born with as much courage, intestinal fortitude and love for humanity in your whole body as each of us has in a finger. You deserve to live in the world you are creating, one of hatred, conformity, suspicion, and mediocrity, if you are indicative of it maybe it's best to leave it.
I just have one thing left- when they trained you people to do this, which of these came first in the program- was it the castration, or the lobotomy? Maybe a two-fer?

This is a growing problem and I've been swarmed by these goons in Iowa, Florida and now, New York. Some in law enforcement seem to be involved, but I can't prove this, of course.
If this madness isn't stopped, we're doomed at a country.

One thing you might have bassackwards is that their activities will doom the country, I would offer that such activities are the normal but unfortunate symptoms of every "great" society which falls into a rather sudden decline. The cowardly simpletons are so fearful of their bleak future, they try to secure the little world around them hoping to stave off the inevitable, of course they will think they are saving America by trampling the constitution, waving the flag as they denounce immigrants and anyone else different from them as the cause of all their problems.
They are too myopic to realize that those they do the bidding of, (IMO) the corporate elite who with their upper level gov't conspirators, need command and control over communities, are the cause of their problems.
We were doomed as a country in the early '90's when we transferred all of our patents and manufacturing knowledge to China, while at the same time fighting for their human rights. Oh, they had factories before, but there was always a clear difference in quality in what American companies could produce vs. such third world producers. (actually most of China wasn't technically "third world" by definition) Before the '90's maybe a half dozen nations knew how to make good tool steel, for instance, the kind that machines that make other products need. Same with automobile glass, these are fairly complex processes you don't just get into without a lot of costly mistakes. Other nations still found reason to purchase a better quality US product, now that the playing field is levelled by us teaching the Chinese these processes there is little reason to buy US and the dollar will continue to slide, diminishing our purchase power and in the next decade the world will begin to call in its debts. THAT is "doomed" because we've no assets to back our fiat currency.
If I had investments they'd be in precious metals and that's about it.

On that SPL piece, its relationship with gangstalking is iffy, IMO, which depends on how much we are willing to believe the federal gov't is involved.

Thank you for your necessary and courageous work. There is no such thing as bad publicity and the vcgtimes article is good for the cause. Your work is as good as someone who attempted to hand out pamphlets in 1932 Germany, and, as necessary. One of the reasons the police took notice is that you were disseminating outside of what has become, for them, a controlled environment, the internet.
