Complaints against Police in England/Wales at 31,259 (2008/2009)
News 24 09 2009: The Independent Police Complaints Commission (IPCC) has announced that 31,259 complaints were made against the Police in <?xml:namespace prefix = st1 />England and Wales (2008/09) which amounts to more than 600 complaints every week. Of those “one in every four” was for "neglect of duty", being slow or ineffective while “one in five” was about Police officers being rude towards the Public whom they serve!. The Home Office (HO) welcomed the report stating "We note the numbers of complaints and allegations have risen, which is likely to reflect in part greater public awareness about the role of the IPCC. "We also note only 10% of allegations were found to be substantiated, a proportion that has remained steady since the IPCC was established."
Its important to note the HO comment above which really says that much of the Public’s abuse goes unreported as awareness as to the IPCC role increases. The IPCC report only seemingly makes reference to reported abuse of and by the Public while matters of Police abuse within the confines of Police Stations go unreported. To be mentally ill, denied a Doctor for some 8 hours [whom prescribes medication but denies it] while being mentally tortured over some 11 hours into confessing to a crime not committed fully demonstrates the “Gutter level” that British Policing has become. That person was myself while the alleger to the Crime, a former Police Officer (ex-girlfriend), be litigating against me for a greater share of a jointly owned house. In being branded a child beater for that sole purpose even my own legal representative lied to a Judge in her favour while unknown was that my Law Firm be employing her son!.
As to the abuse of Children Mr Ball’s (Children’s Minister) is quite happy that almost an entire Nation be entered onto a vetting register all because of “Police Failure” brought about by the Soham Murders yet given the opportunity of “set-ups” by the Police for their own personal needs and that of meeting GOV targets what Mr Ball’s actions amount to is “another Tax” on top of Tax “already paid” for Policing which will not address issues as to its own failings. While the HO claim that only 10% of allegations be substantiated it doesn’t alter the fact that the other 90% now have little to no respect for Policing while such figures be building by the day!.
The big question is how far will standards be left to deteriorate before British Taxpayers themselves demand that standards either improve (value for money) or a Government be sent packing in its entirety?. Judging by “OLD NEWS 2” given below, it begs the question as to what right a Home Office has in dictating Public Standards given that its own standards fall well below that of Public Standards as to some.

Those behind the site claim they are merely "expressing [their] rights under Article 10 of the Human Rights Act 1998". Article 10 relates to freedom of speech. The overall majority of our colleagues on uniform police patrol share our fervency and zeal to remain loyal to the principle for which we became police officers; honesty, truth & justice. 07 Jun 2006 Police – disturbing failures in vetting allowing individuals to get access to jobs or sensitive buildings. Her Majesty's Inspectorate of Constabulary (HMIC) said research had exposed more than 40 "vetting failures" among police officers and support staff. The report - Raising the Standard - said staff vetting was important because police enjoyed "extraordinary powers" over citizens and had access to highly sensitive information. Failures could lead to terrorists or criminals infiltrating the police and to the "leakage" of sensitive information. The study -"The potential damage that can be caused by just one failure should not be underestimated." Forces are encouraged to look at the life-style and financial background of some recruits or aspirants to sensitive jobs, to identify possible vulnerability to corruption by criminals. The report also focused on the weakness of officers and others to corruption and blackmail because they are involved in "substance abuse" - mainly drugs. The three main corruption threats are said to be "information leakage, in particular using intelligence for personal gain or passing it on to associates; infiltration of the organisation, which is an increasing threat in the ever-widening 'police family' [community support officers and other ancillary staff]; and substance misuse''.
31 Jul 2008 Wanted criminals who turn up at court are told to go their nearest police station. A report by a team of inspectors exposes farcical failures in the handling of wanted criminals. They expressed concern that there is no system to identify when a person wanted on a warrant enters or leaves the country. The report also revealed: Probation officers sometimes fail to notify police about offenders who turn up at their offices while wanted on a warrant because of "client confidentiality"; Police in three out of four areas which were inspected did not enforce warrants without a paper copy, even though this is no longer necessary; Some custody sergeants refuse to accept arrested suspects without a paper warrant, despite paper copies being obsolete; Computer problems mean information has to be re-keyed whenever it moves from one agency to another, slowing the process down and increasing the likelihood of mistakes being made. They reported finding "many examples of over-bureaucracy". Shadow justice secretary Nick Herbert said "While ministers have been moving the deckchairs around with departmental reorganisations, fundamental management problems remain with processes such as the execution of warrants that should be straightforward. "It is disturbing that the independent inspectorates are once again criticising the failure of law enforcement agencies to work together and admitting that offenders are escaping justice." 01 Aug 2008 Criminals walk free thanks to paperwork. No charges against a further nine officers recorded on the BBC documentary!. The infamous police statement of "insufficient evidence" from Greater Manchester Police on Monday said None of the nine officers who resigned were to face criminal charges because of "insufficient evidence" against them. There was no inquiry. It brings great shame on the Home Office for trying to conceal these failings from the public's scrutiny. 30 June 2006 XXXX played a supporting role in the murder of another prisoner by his best mate and other horrific behaviour, nobody was really asking what he would do next. Prison Officer HHHH denied that prison officers at the jail had organised cells to maximise the chances of fights taking place. Allegations of "gladiator" confrontations between white and black prisoners emerged. Prison Officer HHHH said she had no recollection of specific warnings about Stewart being dangerous. The governor at the Prison was headhunted to try and turn around the failing prison and shortly after the death he was promoted!. 26 02 2002 Police Complaints Authority deputy chairman, Ian Bynoe said "I can understand why individual complainants can have little or no confidence in a system, which from their perspective seems to be largely controlled and regulated by the police, and which has a tiny number of people who have to deal with thousands of cases a year." . The PCA -- police -- and CPS -- are like the 3 monkeys. I hear no evil ... I see no evil ... I say nothing to charge police 00 00 0000 The PCA do not question people who can prove that your complaint is correct. A Manchester Man complained to the PCA that he had been assaulted by a plain-clothed British Transport policeman at Euston station. After a two-year investigation his complaint was not upheld and he decided to sue the police in the civil courts. Only then did he discover that .... a witness who supported his allegations had not been questioned by the PCA officers investigating his complaint. Police Complaints Authority deputy chairman, Ian Bynoe admitted that the case "was a mistake". Margaret Thatcher 1979 - " No action will be taken against any Police Officer of the Metropolitan Police Force as a result of the (Operation Countryman) enquiry because to do so would damage the morale of the Metropolitan Police Force"
In 5 Years the Home Office has paid out almost ----£40 million in compensation ---- to miscarriage of justice victims The PCA was created in 1985 with the introduction of the Police and Criminal Evidence Act, in order to replace a system of 'Complaints against the police' that had lost the trust of the public. Lord Scarman said."on the basis of the evidence I have received, I find that there is a lack of public confidence in the existing system for considering complaints against the police. The PCA although it was an improvement on previous means of handling complaints. The PCA was also condemned for helping police escape charges. Police still investigated the police April 2000: Sir Alistair Graham. The new head of the Police Complaints Authority (PCA) has pledged to change perceptions that it is biased in favour of police officers. From April 2000 to Oct 2004 no police officer has been charged with killing innocent people in custody from any of the 100's of deathsSept 2000 Ex Chief Constable John Stalker ..... Talking about Police Corruption. Generally police corruption is for money in brown envelopes, and other prizes. Police can still retire to avoid investigation or retribution but not to the extent it used to be. 22 07 2005 Jean Charles D e Menezes (27) - The last innocent man shot and 'Murdered' as a terrorist by English police. Police officers are still leaving the police force with a pension . The case of Charles de Menezes is just one of so many where 3 officers retired before the IPCC could investigate their evidence, meaning they didn't have to say anything at the IPCC investigation. 22 June, 2004 CPS case collapsed which could cost the taxpayer £6.4 million because witnesses could not be found. Andrew Taylor, a barrister based in <?xml:namespace prefix = st1 />Cardiff, said every Crown Prosecutor should review evidence before the beginning of a case and keep it under constant review 9 June, 2004 Evidence was tampered with by police to back up the theory that XX killed himself. Two serving junior officers will be admonished. but seven others, including two of the most senior involved, face no action as they have left the force. (No doubt on full pensions)

January 13, 2000 - European watchdog on torture and degrading treatment gave details of four cases in which the Metropolitan police paid damages for injuries to suspects in police custody. Judge Crush returned to outline his reasons for stopping the case. His 42-page judgment was a scathing attack on the CPS and the police operation. Judge Crush's judgment identified five key issues, including: "Prosecution misbehaviour" symptomatic of "a culture of non disclosure". 1,700 pages of "significant" police documents not disclosed to the defence. Judge Gerald Butler has criticized the Crown Prosecution Service for failing to take action over a number of .... 'Deaths in police custody.' .... Judge Gerald Butler attacked the agency's decision making system. He also called for the CPS to give serious consideration to publishing its reasons for deciding not to prosecute police officers in cases involving deaths in custody, especially where an inquest jury had returned a verdict of unlawful killing Three times High Court judges have ruled that the CPS decision not to prosecute [police officers] is unsustainable in law, after an unlawful killing inquest verdict, and four times the CPS has refused to prosecute, most recently on 1 June 2001. Lord Justice Rose accused the CPS of taking a "flawed approach" in its decision not to prosecute four former members of the West Midlands Serious Crime Squad.
Lord Justice Rose and Mr Justice Jowitt quashed the DPP Dame Barbara's decision (not to charge police officers) and invited her to reconsider whether all or any of the police officers should be prosecuted. 9 October, 2003 Ms McKie former Strathclyde Police officer is seeking permission to sue the Scottish Executive which is responsible for the SCRO for £850,000 damages. Her lawyers said five experts disagreed with the fingerprint evidence but the difference in opinion was kept hidden. 7 March, 2002 - Michel Massey QC said Sir John's comments contradicted the assumption of innocence until proven guilty and were "hilarious" because of their inaccuracy. "The suggestion I find completely repulsive is the concept where a policeman decides to arrest and charge, therefore, ipso facto, this man is guilty," he told BBC Radio 4's Today programme July 24, 2001 - The official police watchdog condemned Scotland Yard for keeping secret the punishment it had imposed on an officer who destroyed two pages from his notebook relating to the death of Mr Sylvester in custody. January 1999 Roger Sylvester died after being restrained by eight officers outside his house so it is over 4 years for Roger's family to see someone held responsible for his death after the PCA and the CPS refused to bring any charges against the police officers. 26 July, 2001 David Calvert-Smith the DPP Director of Public Prosecutions, said he accepted charges that the Crown Prosecution Service (CPS) is "institutionally racist".Mr Calvert-Smith the was speaking after the publication on Thursday of two reports which highlighted widespread racial discrimination in the CPS. 13 January, 2000 - European Committee for the Prevention of Torture, says the existing (PCA) Police Complaints Authority appears ill-equipped to act as an independent watchdog. The Strasbourg-based committee claims there are "serious questions" about the independence and impartiality of the procedures used to process complaints about police misconduct.
The court found Dame Barbara Mills QC former DPP Director public prosecutions Head of the CPS former director of public prosecutions had acted unlawfully in deciding there was insufficient evidence to prosecute police officers in two cases of deaths in custody of XXXX and YYYY and ZZZZ, who confessed to robbery after being tortured by the police had been awarded £50,000 compensation by a high court judge who described his treatment as "nothing less than torture". 6 March, 2000 Last week, the CPS Inspectorate published a report entitled 'The Thematic Review of the Disclosure of Unused Material'. In a survey of 631 cases, the Inspectorate found that evidence written on 1 in 3 police forms was in insufficient detail or omitted. And a survey of barristers last year by the Criminal Bar Association and The British Academy of Forensic Sciences discovered over 200 cases involving problems of disclosure.
29 March, 2000 John Woodruff and William Hickson - Judge Geoffrey Grigson has ruled that their case was "permeated by the stench of police corruption"
England is a police state. In May 20, 1998 Ministers (MP's) were deeply embarrassed at the CPS's failure to launch prosecutions over deaths in police custody and MPs delivered a number of reports slamming the service's operation and bureaucracy. 2 YEARS later THE CPS WITH THE HELP OF THE POLICE continue to IGNORE THE MP's who make our laws. To be fair to the MP's the CPS also ignore Judge Gerald Butler and Lord Justice Rose and Judge Barrington Black and many others. 17 May 2000 In the Royal Courts of Justice the Lord Chief Justice ruled that the decision of the:
Director of Public Prosecutions David Calvert-Smith - NOT to commence any criminal proceedings against any of the prison officers involved in the restraint related death of black prisoner Alton Manning at the private Blakenhurst Prison on 8 December 1995 was unsustainable in law. 15 April, 1989: 96 Liverpool football football fans were crushed to death at Hillsborough Stadium. 13 June, 2000 - Chief Superintendent David Duckenfield - apologies for suggesting that Liverpool spectators caused the disaster. He lied when he told senior FA officials that the supporters had forced the gate open themselves. A private prosecution was brought by the Hillsborough Family Support Group, who have fought for 10 years for a prosecution over the disaster. Taxpayers paid the ex-police defence costs. The South Yorkshire Police Authority agreed to fund the defence of former Chief Superintendent David Duckenfield, and former Superintendent Bernard Murray the two former officers accused of manslaughter and wilful neglect over the Hillsborough Stadium disaster. The defence cost for the two former officers' legal bills were paid from taxpayers' money South Yorkshire Police Authority paid about £2m for the officers' defence. Hillsborough Family Support Group, said he was "totally devastated" but "not surprised" by the authority's decision. Hillsborough Family Support Group had to fund there own private prosecution when the CPS refused to charge former Chief Superintendent David Duckenfield, and former Superintendent Bernard Murray for any criminal offence 24 July, 2000 The jury in the Hillsborough disaster trial were discharged after failing to reach a verdict on charges against former chief superintendent David Duckenfield. November 6 2000 - Drugs and police corruption trial which collapsed after Judge Crush identified serious improprieties of senior 'Crown prosecution service officials'. It emerged during 11 weeks of legal argument - mainly about XXXX (drug trafficker)- that the police had offered him a "sweetening deal" worth £37,000 which they kept secret 2000 CPS Want to convict the innocent man XXXX knocked off his motor cycle by a van. Police recommendation to prosecute the van driver but the CPS prosecuted XXXX [the motor cyclist] Then withdrew the charges. When the police said they would give evidence against the van driver, who the police report of the accident indicated was at fault, not XXXX.
WHEN THE DPP is criticized in any way then you know why the police have no fear of being charged for any 'Deaths in custody.' August 11, 1999 Judge Gerald Butler report published on Wednesday, attacked the Crown Prosecution Service (CPS) agency's decision making system, and made several recommendations to improve accountability. The role of the former Director of Public Prosecutions, Dame Barbara Mills, also came in for criticism, with Judge Butler saying confusion over who was actually responsible for taking decisions whether to prosecute police officers had led to a "thoroughly unsatisfactory situation". 15 Jan 1998 Home Affairs Select Committee's recommendations, major changes in the police complaints procedure are likely. Allegations of corruption and dishonesty against police will be handled more quickly under proposals announced by MPs. The committee also wants rules to be tightened to stop officers under suspicion from wriggling out of hearings by claiming illness. 31 Aug 1998 Police and CPS withheld video evidence that proved XXXX an innocent man was convicted and jailed. XXXX was released when specialist solicitor proved corrupt 'West Mercia police' withheld the evidence. The CPS has also never forwarded the video tape to Mr YYYY only told the solicitor what was on the video which did prove XXXX was innocent of the false police charges . 16 October 1998 Speaking at a Police Complaints Authority conference in London

Altogether 105 police officers in 19 out of 43 forces are under investigation. They include high-ranking officers such as superintendents and detective chief inspectors. London's Metropolitan Police has by far the greatest problem with 51 officers suspended. 15 December 1998 Sir Paul Condon, believes that up to 250 of his officers are corrupt. Fifty officers have already been suspended and 20 charged as part of Sir Paul's purge against dishonest or "bent" officers. July 1997 the then DPP, Dame Barbara Mills QC, suffered acute embarrassment in the High Court when she was unable to justify refusal to prosecute police officers in 3 separate cases. When the DPP is criticized in any way then you know why the police have no fear of being charged for any 'Deaths in custody.' Deborah Coles, director of the pressure group Inquest, which monitors deaths in police custody, told Radio 4's World at One that Dame Barbara's position had become untenable. Dame Barbara Mills QC was allowed to resigned in May 1998, following the delivery of the Judge Gerald Butler Inquiry report in February 1998, but ahead of its publication and the acceptance of its recommendations by the present DPP in August 1999. She should have been charged with'perverting the course of justice.' For example news release 15 March 1996 - A Greater Manchester Police sergeant is to face a disciplinary charge after the arrest of a Bolton man last year . The independent Police Complaints Authority proposed and Greater Manchester Police accepted that the officer should face a disciplinary charge of abuse of authority. The charge arose from an incident last year on 29 January 1995 when the complainant alleged that he was arrested without reason and was also assaulted. PCA Police Complaints Authority news reports from 1996 to 2002. No police names are given and very often no names of the people killed ... for deaths in custody from the ... 'Infamous Heart Attacks' ... or injured. Making it difficult or impossible to continue with the report to check what happened and if any action is taken. But to be honest no police officer will ever be charged with the death of innocent people so it doesn't really doesn't matter.
