This was mailed using official MP budgets by Conservative MPs. It acknowledges the Green Party as separate from the Liberals (which it of course is), contrary to Stephen Harper's more recent ridiculous claims. He's using his latest claim to dictate to the media who can participate in the important leaders debate on TV.

This is from a Conservative 10%er, received after the writ was dropped, and thus is questionably misuse of public funds, given that the Conservatives were aware an election was to be called at this time.

Have a look at http://www.stopsendingmecrap.ca and you'll see scans of 20 flyers from the 10-percenter campaign. 12 of them received in the past 2 months.
Apparently, according to Garth Turner (who looked into it), flyers that were in the mail before the writ was dropped are not violating election rules.
However I think they all violate the MP's privilege for sending 10-percenters because they're partisan campaign material.
