Cook County Jail Drugs Inmates in Acts of Abuse - Violates Law

Cook County Department of Corrections, also known as Cook County Jail, in Illinois, medically batters and abuses inmates to shut them up, prevent them from writing grievances, and to retaliate against them for complaining or demanding their civil rights. The director of the psychiatry service, Dr. David Carrington, condones and encourages this practice. He shoulod lose his license. Usually officers ask the mental health aids or nurse to obtain an order from a physician, who has usually NOT examined the patient/inmate, may not know the inmate's medical history and allergies and prescribes forced medication, usually Haldol and/or Ativan over the phone. This is illegal in Illinois. The nurse and officers then gang up on an assault the inmate with a forced injection. There often is gratuitous violence against inmate in the form of beatings for resisting.




In Illinois an inmate can only be forcibly drugged per statute when he/she is an immediate danger to their own life or someone else's life.  A physician must examine the patient/inmate and verify that they do not suffer from any disorder that would contraindicate the use of these drugs. This is also true in the case of using four-point restraints. Restraints are also abused in this fashion, often in conjunction with the drugging.




To date, despiite complaints to the FBI, U.S. Attorney, Illinois State Police, and Illinois Human Rights Authority, a branch of the Illinois Advocacy and Guardianship Commission, no one has been fired, policies have not been changed, no one has been held accountable, and the practice of this abuse (and torture) continues unabated.
