North Dakota, The most corrupt state in the United States.

Dear Governor John Hoeven, and Attorney General Wayne Stenehjem,
I have a bunch of questions to ask you about the Phil Manning Case. I am wondering why you the most powerful person in the state of North Dakota refused and still refuse to acknowledge that two little children were beaten and sexually molested by their mother and her boyfriend for 4 years and you did nothing to help those children. I am sure that if it were your kids that were in this situation you would have done something about it. If you were on the way to work in Bismarck at your office and everyday for 4 years you drive down the street and see two kids being beaten up on the sidewalk by two adults would you stop and ask questions? Would you do an investigation?  Would you step in to help them? Would you take the kids away from the adults or do anything? Apparently not, because according to your testimony, you don’t like to get involved in cases that are in litigation! So you just ignore the problem and pretend that it didn’t happen.
If that is the way you think, then North Dakota needs a better Governor. One that will help kids when they get beat up because crooked judges give children to the abusers.
Phil Manning organized a protest in Cavalier, North Dakota in 2006 at the courthouse.  A TV reporter came from WDAZ and interviewed him about his custody case. Pictures were taken of the protest and I have copies of those pictures.  One picture is of extreme importance. It shows Liz Brocker from the Attorney Generals office and Monty Rauser from the Governors office.
They took the signatures and said, we are going to take these to the Governor and get some answers and find out what is going on and get an investigation started.  3 months later Phil Manning calls the Governors office and says, “what are you doing about my case” and the lady on the other end says, we have never heard of you or your case!  What are you talking about? He said we had a protest in Cavalier and the Pastor Don Schmid took the petition signatures to you demanding an investigation into the abuse of my kids and handling of my case. The lady said, that’s too bad, I will find out what is going on and will call you back.  Well she never called back and neither did anyone else. Why is that Mr Hoeven, Do both you and Wayne have alzheimers all of sudden?
Testimony from 20 doctors said that they were repeatedly beaten and molested for years, and friends, relatives, teachers, clergy members, church members, and babysitters said that they were beaten and molested by their mother and her boyfriend.  And the only one that said that weren’t being beaten was Judge Donovan Foughty who was a good acquaintance of the mother, and was friends with Judge Laurie Fontaine and States Attorney Barb Whelan.  Barb Whelan is now Walsh County States Attorney in Grafton, North Dakota.
This story is THE largest case of corruption, racketeering, obstruction of justice and witness tampering I have ever seen. The head of homeland security of North Dakota, Social Service Workers, and many, many other people too numerous to mention.  We allege that they all conspired to conceal the “fixing” of the Manning case.
If the judges decision was overturned in North Dakota, that would leave the state open to lawsuits that would reach hundreds of millions of dollars granted to Phil Manning, and open up a can of worms in Bismarck.
The kids said that mom hits me, and her boyfriend spanks me, then mom takes pictures of my butt, and then she puts them on the computer!  In case you didn’t know, that is called child pornography,  this is a fact of this case and you did nothing to stop it!  I suppose the 5 year old boy made that up, and he was lying.  But he gave the same story for 4 years. So we know its true.
How did this case get this far you ask? Here are some of the facts of how this transpired. Phils ex wife worked for social services for a while, then she went to school and became a lawyer. She was friends with many social workers, and with many judges.
I will relate one of the instances of the case.  One day when Phils ex wife returned the children to him at his farm, they had signs of being beaten up, bruises, cuts, hair missing out of their heads, and many other things.  He was fed up, this had happened many times before so he packed some clothes and put the kids in the car and drove them to Winnipeg, Manitoba to protect them from his ex. Pembina County States Attorney Barb Whelan found out that he had taken them to Canada, and she had him arrested in Winnipeg. The police took him into custody, and took the children and interviewed them separately. Phil was in jail for a while and then when the day for court came, they brought Evan and Madison into the courtroom and the police came with.  The police who didn’t know these children said to the magistrate that these two children are being beaten and molested by their mother. All of sudden little Evan who was about 4 years old at the time ran up to his dad in the courtroom and grabbed his dad around his leg and said, Dad, I love Winnipeg, I haven’t been beaten up in 5 days!  The police were amazed. The magistrate said, take those handcuffs off Mr. Manning and take him to his car and let him go.  
He went back to the border at the Pembina/Emerson crossing and the Sheriff and Police were waiting for him. They took him into custody and gave the children back to the mother.  States Attorney Barb Whelan then put a $40,000 bond on him. Phils employers father at the time found out, and went to the bank the next day and got $40,000 and brought it to the jail and said get him out of jail right now!
One time Evan was at Meritcare Hospital in Fargo being evaluated for 30 days. On the 30th day Evan was interviewed by one of the people that work at the hospital that is trained to work with children. This session was filmed by a surrvillance video camera in the corner of the room. On the video, Evan tells the lady that his mother hits him with a stick, and then Branden spanks me and mom takes pictures of my butt and then she puts them on the computer. Its funny how this video was never made accessible to the judge because the guardian ad litem saw it and didn’t hand it over.  It was later viewed by the FBI and they decided that there was child abuse but they said that the judge just didn’t make the right decision. The FBI decided they didn’t want to get involved because that would cause problems in Bismarck with Judge Foughty
Over 20 abuse reports were filed with Social Services and nobody at social services did any checking on the children.  I know of cases where if one abuse report is done, social services is at the door in a minute.
Another incident that happened is Phil got a phone call from a person in another town close to where Phil lives.  The man said Phil, I need to talk to you. Phil called me up and said I want to come and get you, somebody has something important to tell me and I want you there. He picked me up and we drove to the mans place. He said he was in the bar yesterday at noon having a Coke and a woman sat down beside him that he knows, and she said, you won’t believe who came to visit us today at work at the Pembina Border Crossing. He said who was it, she said _____ ______ the head of homeland security. He told everyone at the border that if the FBI comes around asking questions about the Phil Manning case don’t say a word to anyone, just tell them you don’t know anything! The last time I checked that’s called witness tampering, and obstruction of justice, also known as racketeering!
Todd Morgan from the Walsh County Record went to interview the woman who said that and she was terrified and wouldn’t say a word, about it and said she never said that.  I guess she figured she would get the same treatment as the whistleblowers at WSI.  That was a great protection program wasn’t it? All the whistleblowers got fired for talking about wrongdoing at Workforce safety.  Isn’t there a federal law that whistleblowers can’t get fired? But they forgot we don’t abide by laws in North Dakota do we.  
Who sent the head of homeland security up to the border to tell the employees not to talk? Did he wake up one day and do it or was he sent up there by US Attorney Drew Wrigley or his Assistant Lynn Jordheim. We are all curious as to who sent him up there to say that.
I am sure you would like to defend your judges that handled this case, and I will meet you and the AG, anyplace, any day,  any time of the week. We will make it an all day debate and we will have all the media there. All the TV stations, from the national press, the AP, Brian Ross from ABC News in New York, Nightline, Fox, CBS, 60 minutes, and all the newspapers, and radio will be there, and you can tell us why the entire state of North Dakota decided to let those two helpless little kids get beat up continuously for 4 or 5 years.  
We are demanding a Federal Grand Jury investigation into this entire case and all the people that handled it.  After all we have Grand Jury investigations for baseball players because someone thinks they got one too many homeruns and someone thinks they might be on steroids, we should be able to have a Grand Jury investigate the sexual and physical abuse of two helpless kids shouldn’t we?

Do you know where these two kids are right now? They are in Gunnison Colorado living in a trailer and going to therapy!  Now why would two little kids need therapy Mr Hoeven?  Is it because Judge Donovan Foughty gave custody of the kids to the mother who was abusing them?  Its no wonder the social services programs in the state of North Dakota are flooded with cases when we have judges that are criminals running the show.
One day Phils Pastor from Cavalier drove Phil to Bismarck. They had pictures of his kids taken after being abused by their mother. They drove to the office of child protective services.  They showed the pictures of abuse to her and do you know what she said, “you shouldn’t take pictures of your children with their shirts off Mr. Manning!
Guess where Phils ex wife’s lawyer is from, Cavalier, Jay Fiedler, Judge Laurie Fontaine is from Cavalier, Judge Richard Geiger is from Cavalier,  Carol Olson, the head of Social Services is from Cavalier, and guess what? They are all close friends. It used to be said in Grafton that if you had Jay Fiedler for a lawyer and Richard Geiger for the judge, it wouldn’t make any difference what evidence was presented in the case, because Fieldler would win everytime.  Isn’t that strange?
