I was in Utila about 4 years ago in an official capacity with the US gov. Utila has always been reputed as having a low crime rate as compared to Roatan or the mainland. Diving is the big reason people come there. Reportably the cheapest place in the world to get certified. The tourist crowd seemed to be mostly European.
