Defying Diplomacy

State of Texas executed a Mexican citizen, who didn't get the chance to get help from the consulate. President Barack Obama asked governor Rick Perry to stop the process, because it's a violation of international laws namely: the Vienna Convention, which is the base of diplomacy and protocol.
Now after Texas just ignored the Convention, any country has the right to deny consulate help from a US citizen and/or to follow the state of Texas and defy the Vienna Convention.
