Do over or done in state of Arizona
Every state in the USA has a personality of its own because the US states right system enables the people bound by arbitrary borders to declare their differences. Historically, states emerged not with any particular guidelines regarding population size, geography, resources or anything representing a sensible approach. They emerged from politics and power at the time of their creation. They are a creation of nuance, by and for nuance and gratitude for political allegiance.
George Washington advocated people should go westward to head off entrenchment by the French and Spanish out yonder. That is what motivated his creating the canal system and surveying that propelled them there. He and others rewarded generals and officers, war heroes, who were encouraged to take large chunks of land and apportion them to friends and loyalists.
As it developed, people with various ethnic backgrounds settled to put a cultural spin on communities: the Dutch in Pennsylvania, the Irish and Italians in mining communities, etc. The wildest of the bunch went as far west as they could get, like outlaws sailing to Australia I guess.
The outlaw states otherwise known as the “wild west” include Arizona. Newer settlers embraced the culture of freedom and independence, many of whom are retirees and people seeking second career. They are fixed income people wanting low-cost government. Many don’t move there to have children because they did that somewhere else.
Because Arizona is adjacent the border with Mexico, it is a transition state, a place for illegal Mexicans to hide out on their way to work in places like California and north and east where crops need tending and picking. If immigrants get stuck in Arizona look out, because there is a conflict in purposes here.

“Particularly for the people who've earned Arizona the nickname "the do-over state." This is the land of fresh starts. Get divorced, move to Arizona. Lose your job, move to Arizona. Get out of jail, move to Arizona.
We've got open spaces, but what we don't have is a decent social welfare system designed to help these folks, let alone help ourselves. The state regularly ranks near the bottom nationally in almost every important indicator - from public education funding to mental health services.”
