Does leaders resignation imply responsiveness?

I read, listen and observe leaders in the Western countries resigning from their power and authority at their will for the faults they commit. This implies that leaders leave their power and authority to a most a responsible person admitting they are incapable. I think this a symbol of civilization! In Africa, if people demand a leader to resign, it will be a big laugh for the leader. The normal resignation process of a top leader from power is through violence or coercive means. In fact, these days we are observing green lights for peaceful power transfer as observed in Ghana and South Africa. This again is only during the legislated power transfer or electoral period. I think the Western values of admittance of own fault and resignation leaving power to others better responsible need to be spread to the rest of the world. Admitting own fault and resigning is wisdom, not guilt. The problem in Africa is, however, power is perceived as own property. It is also taken as a means of self-survival instead of responsiveness to serve own society.
