The reality of domestic torture delivered by ideologically-driven, cold-hearted agents of government and their vigilante citizen operatives is finally gaining public exposure by way of first-hand accounts -- including that of this correspondent, a mainstream journalist who has been "community stalked" and tortured by means of silent, potentially deadly radiation weaponry for nearly five years.
In a matter of weeks, this correspondent believes, operatives who have been involved in the purposeful "dosing" of American citizens with various forms of pulsed radiation emitted from so-called "directed energy weapons" and devices will begin to come forward, confirming reports of what's been euphemistically labeled as "electronic harassment" by victims of so-called "community stalking" or "gang stalking."
The "gang stalking" moniker trivializes what is an extensive, multi-level government campaign of extrajudicial targeting and punishment that victims say extends into Canada, the United Kingdom and other industrialized nations.
After six months of reporting in this space, the first crack in an official wall of silence regarding the wholesale deployment of radiation weapons came on Christmas Eve, 2008 -- and went largely unnoticed by the mainstream media.
The magazine New Scientist reported: "The research arm of the U.S. Department of Justice is working on two portable non-lethal weapons that inflict pain from a distance using beams of laser light or microwaves, with the intention of putting them into the hands of police to subdue suspects."

A recent article on the Wired.com magazine "Danger Room" blog site discusses a court document said to indicate that the U.S. Secret Service is involved in the development of directed energy weapons technology. The article speculates that the agency may have deployed such devices in the course of its official duties.

In fact, say victims of government-inspired extrajudicial punishment, these "directed energy weapons," or "D.E.W.," have been covertly used as a weapon of harassment, torture, and infliction of pain and physical and mental incapacitation for years -- with the number of anecdotal reports surging in the wake of 9/11 and the advent of the "war on terror."
Official confirmation of radiation weapons deployment comes despite a substantial body of medical research which indicates that human exposure to microwave radiation can cause strokes, aneurysms, cancer, eye damage and degraded vision, and can induce symptoms that mimic serious brain ailments such as Alzheimer's Disease and schizophrenia. The science indicates that prolonged or intense exposure can induce cognitive impairment resulting in mental incapacitation and physical impairment, even death.

The "targets" of extrajudicial targeting and punishment apparently are not limited to "terrorists" or drug traffickers. They are said to include individuals who have been labeled by persons in positions of authority as "dissidents," "radicals," "whistle-blowers" or undesirables, perhaps due to their lifestyles, their ethnic heritage, or their religious or political beliefs.
Many find themselves slandered and unjustly accused of wrongdoing. Typically, they are not charged with any violation of the law -- yet they are condemned nonetheless to a lifetime sentence of being "community stalked" by citizen vigilantes, over-reaching uniformed officers, or undercover agents.
Some victims who are charged with crimes typically maintain that they were framed -- set up with fabricated or planted "evidence" or entrapped. Journalists are among targeted classes; but many don't realize they are subject to pervasive surveillance, physical harassment and career sabotage until they are already ruined, professionally and personally.
These targeted persons -- and their families -- are subject to relentless harassment and psychological intimidation, including surreptitious entry into their homes and vandalism of their property. Electronic surveillance devices are secreted in the homes and vehicles of the targets, including covertly implanted GPS tracking units. Surveillance data about their whereabouts and personal daily routines funneled to "community stalkers" who are recruited under the cover of government-funded community policing, town watch, and business-related anti-terrorism programs, even fire and rescue squads. Members of retired officers' and fraternal organizations also are said to participate in community stalking. The operations of these civilian vigilantes appear to be overseen by agents of government, ranging from local police personnel to federal intelligence and security agents under whose direction these programs have been institutionalized.
Under the guise of performing "surveillance," the "targets" are subject to electromagnetic radiation of various forms -- ranging from microwaves, lasers, sound waves, perhaps even particle beams, X-rays and gamma rays. The government publicly claims that these "directed energy weapons," or "D.E.W.", are still in the experimental stage, or that working equipment is large and bulky, such as the Army's recent demonstration of a microwave weapon tagged with an innocuous-sounding sobriquet, the "Active Denial System." The government describes these radiation weapons as "non-lethal" -- despite the scientifically proven fact that, depending on the dosage of radiated energy delivered, these instruments can stun, maim, burn, cause strokes or aneurysms, induce illness such as cancer, or kill.
These D.E.W. are being widely deployed, as noted in an article in the April 2008 FBI Law Enforcement Bulletin. The article discusses the potential adverse health effects of D.E.W. fire. The article also states that law enforcement personnel themselves may fall victim to these adverse effects, should criminals or terrorists obtain D.E.W.

What the article does not state is that victims of "community stalking" have complained for several years that they are being tortured by painful D.E.W. radiation attacks, and that their health has been degraded by the cumulative effects of exposure to silent and potentially lethal beams of radiated energy.
These weapons share a characteristic that explains why few people outside of law enforcement are aware of their widespread deployment and usage: The radiation energy the weapons emit is silent and invisible, making possible "the perfect crime" -- the covert application of potentially lethal force.
Victims of D.E.W. attack have tried to appeal to law enforcement for justice, but to no avail. Indeed, that's part of the "M.O." -- when victims complain, they are routinely written off as delusional or mentally ill. Victims say that health care workers also cooperate in this persecution. Targeted persons may even be subject to attempts to commit them to psychiatric facilities, a means of accomplishing the underlying goal of extrajudicial targeting and punishment -- the removal of "targeted individuals" (and by extension, their families) from mainstream society.
Victims of extrajudicial targeting also charge that their family finances are sabotaged and ultimately expropriated by secret government programs ostensibly implemented to disrupt the financial dealings of terrorists and drug traffickers. In effect, they say, they are victimized by a parallel system of transaction processing sold to lawmakers as a necessary component of the "war on terror" -- not as an ideologically-motivated tool of social control and political repression.
There is no rational or moral defense for this horrific domestic torture -- what could be termed a campaign of "slow genocide" -- which is happening right now in cities and towns across America. The "targets" typically pose no danger to society. They are victims of a political system that has institutionalized -- and has attempted to legalize -- extrajudicial punishment. The "war on terror" is the pretext that has been employed to effect a wholesale bypass of the judicial system, and of constitutionally protected rights.
This is the transformation of American democracy into a fascist police state -- an American Gestapo, a frontal assault on our constitutionally guaranteed civil rights and liberties.
When the pervasiveness of this officially sanctioned and funded domestic terrorism and torture is confirmed by "official sources" -- in recent times, the only sources that much of the mainstream media consider sufficiently credible -- any excuses for the excesses that heretofore have come to light will be exposed as evil sophistry.

Your identity was stolen by someone unqualified via the internet for lucrative intelligence jobs, giving your address, they then join US agencies and victim's believe they are targeted when in fact it's usually Russians, East Germans and greedy unqualified neighbours who make up gang stalking (in order to take over your real-estate address) because this is a lucrative, mafia-like chain business exploiting all subsidized or sponsored research either directly or as a "semi-legal" cover. They'll use CIA keys gained by identity theft not to freeze terrorist's accounts but to rob private accounts world-wide. You should aim at finding the original identity thief, find proof of that (contracts, etc), so that you can point out a motive for the crimes against you. It's pure crime and the FBI should help you because these are foreign agents entering the USA that way. I know, because they steal our identities in Germany in order to get to Britain (which I've warned) South Africa and the USA. They've been doing this for decades! Dear Scrivener,
I do have some evidence that this is going on. Can I post it to you? A victim sent me infra red camera recordings of the signal in the couples bedroom and lounge. He tried to get this analysed but no scientist would touch it. I also have implant pics of a victims foot (twin pinholes in her feet) and the pinholes are clearly seen on the foot and show as white blobs on the camera pics (normal digital camera). I also have pics of burns but was told that they would need analysing which could be pinned on a host of other reasons. I could email the feet and burn pics but the signal only shows as movng when viewed from the cd, not by email. Please let me know. linda@drew8891.fsbusiness.co.uk

I have used an oscilloscope and have "hard evidence" of pulsed and other frequencies.
The local cops know it and have acknowledged the same, but say they can do nothing because this is a "government program" of some kind that they have orders of how to comply.

You still have not provided any names or contact information from persons who have said they have been affected by DEW weapons..and it would have been nice to have the FBI journal article posted here since you have quoted it.
I hope you don't get zapped by a DEW weapon, lol..I mean if you say the government is targeting people, then my question is why haven't they targeted you for blogging about this "secret" torture so much?

If you read various web sites posted by those who say they have been victims of DEW, you can assess for yourself their credibility. I can only speak to my personal experiences.
My articles are based on my personal experiences, and I have stated quite forthrightly that I have been, and continue to be, a victim of DEW.

I get impatient with these things that claim harm is being done to unnamed people by unknown agents, and devices and mechanisms that can't be seen and that are difficult to understand. By their nature, they leave no clear evidence.
So, if I am reluctant to believe this, I suppose it's to be my responsibility to prove that this is not happening. Sorry, I'm not going to play.
However, I do know that I myself am not being tortured by radiation or invisible devices, and I am about as subversive as a great number of other people. Or if I am, it is very ineffective.
In my work, I daily used scopes and specialized analyzers that were quite sensitive, and often too sensitive. There are always --- always --- spurious signals around that interfere with what you are trying to measure, unless you take steps to screen this out. Some of these are strong. It is ubiquitous, and just part of our environment that includes multiple radios, TV, transponders, cell phones, GPS and all sorts of other stuff. It is entirely possible that something sinister could hide in this jungle, but you can't identify it unless you already know pretty specifically the characteristics of what you are looking for. But "could be" is a long way from "is".

Yet the April 2008 edition of the FBI Law Enforcement Bulletin not only confirms their existence, but the fact that such weaponry is being widely deployed. The article pointedly warns of the dangers of the misuse of DEW, something that your post indicates you regard as something of a fantasy.

I said nothing that could be interpreted this way.
I expect there are some weapons that might be called directed-energy, in existence or in development. In fact, I have seen press articles giving some details of mechanism and application and of the specific type of energy employed.
I have seen nothing here or anywhere, that would cause me to believe that such things are regularly being used on our own population.

Please, you say in one paragraph that the devices or mechanisms are difficult to understand...... "can't be seen"..... (of course not, I cannot see inside my neighbor's house or a van parked on the street!) YET you go on to allude to a technical background and working knowledge of test equipment?
This stuff isn't even high tech. It's RF energy. The Soviets used it on our embassy staff in Moscow in the '60's. Over the decades the equipment has gotten smaller and the operating frequencies were raised. It's virtually impossible for the average person to buy detection equipment for anything above 12 ghz for less than about $1-2k, if you have around $3k you can get something that goes up to 18ghz.
The Active Denial System and all the related devices the DOJ/NIJ has been bragging about already producing handheld versions of, operates at 95ghz. Defense contractors and even gifted tinkerers with the right connections have been making prototypes and god knows what else, of DEW that could be operating anywhere in that 18ghz-95ghz range and if they're using them to sicken people nobody can catch them.
So doubters had better think about a reality check here. I know something is being used, controlled by a human, as it responds to my anger and actions, that matches the described effects of a HPM device. I have many other events happening around me which mirror what others describe as gangstalking. Brighting, Stasi Signals by strangers and a few neighbors who loiter WAY too long at weird hours.
I don't make up wild stories, lies, and have no documentable history of doing so.
To counter that I have doubters who don't know me and have never been to my neighborhood telling me I'm nuts or making it up. So they are questioning my personal credibility, with no basis whatsoever, and questioning my eyewitness account of events, they were not there to say did not occur. Usually they first scoff that such weapons even exist, then when shown they do, they back away and shift to another argument.
If someone were on trial for murder an eyewitness account means a lot. No other evidence will ever be possible. In my opnion, simply doubting me (or Vic) out of a person's own ignorance that these weapons exist, or not knowing vigilante groups have proliferated since 9/11, is far from a credible position itself. I am a person, who values his word, his integrity. Unless you can dig up a history of wild claims or lies, my eyewitness testimony, and Vic's, are valid as evidence in and amongst themselves. Simple disbelief, out of ignorance or otherwise, with nothing to impeach our credibility, is not a counter exhibit.

And persons who take ssri antidepressants may commit suicide and also murder...there are many other reasons persons may commit suicide...there just is no real evidence for your accusations.
If DEW weapons were being used, and you are constantly posting about them, I would think the people you are wanting to expose would have "finished the job."

IT IS SURMISED that High Power Microwave devices are just a part of the program to make a target miserable, suffer, and ruin him. It is meant for harassment, not to effect the death of a person by itself.
The operators believe they are doing something good for humanity or their country. They will never believe it was their responsibility if someone kills themself. So the weapon, by intent, is likely weak and takes years to actually kill.
And even then it would appear to be natural causes.

There's just one small detail the genocidal killers have forgotten: That part of the FBI shield that says, "Integrity."
The nation has been here before -- when excesses committed by private armies and their conscripts threatened the very essence of the American democracy. And, motivated by a combination of patriotism and by an over-riding need to maintain a "balance of power" among the security/intelligence forces, powers within the FBI stepped up to the plate in the '70s and saved the Republic from a descent into a fascistic Nixonian autocracy.
I believe we are at that point again. I also believe that a silent coup already has been thwarted, in part by certain seemingly unrelated revelations that have surfaced in recent weeks and months, culminating with Vice President Cheney's stark, honest admission that yes, he was in on the decision-making concerning waterboarding and other "enhanced interrogation techniques."
Only the would-be plotters would know if I am correct in this speculation. But in a "six degrees of separation" sort of way, I know in my heart and in my conscious mind that others in positions of power are being consumed by intimate knowledge of these "programs," and have set into motion a process by which the nation soon will wash its hands of domestic torture/death squads (a "slow death" squad is a death squad notwithstanding).
Just look at the responses to my articles in these web pages -- the extent to which certain posters go to deny, deride, slander, and cleverly attempt to marginalize me, a man with a solid record as a credible journalist. Soon these forces will further attempt to publicly sully my reputation, as they already have done in a slanderous whisper campaign. They will not succeed, because far too many editors, writers, associates and colleagues have knowledge of my work and of my character.
And I am not alone. Untold thousands of others have suffered, and are suffering similar affronts. The fact is, I was SILENCED for over three years by the stultifying effects of radiation weaponry TORTURE. I have not written in great detail about my personal agony (no reporter wants to jeopardize the semblance of objectivity to "become" the story) but I may do so now -- in part because "critical mass" has been achieved, and what I interpret as certain signals have been sent that the oft-mentioned "good people on the inside," in whom I have confided in recent years, have my back.
And there are few still left standing who have managed to emerge from the proverbial "full lid" of 24/7 surveillance and crippling D.E.W. attack to give testimony.
The cruel truth is that from a health and career standpoint, it may be too late for this correspondent. The disinformation artists who post here would love nothing more than for me to recite in detail each strange tumor, each visible, palpable sore, the destruction of much of my ability to see in dim light... all caused by devices and weaponry with which the medical community is not widely familiar, and which leave no traditional "markers."
That is all the sadistic satisfaction I will give my tormentors, at least for the moment. I still cannot seek medical treatment because the health care system has been infiltrated by the undercover stormtroopers of this genocidal "socio-political/ethnic cleansing" -- at least when so-called "targeted individuals" show up for treatment.
And so I await the "reinforcements" that my soul tells me are soon to come, to rescue whatever is left of my life, and the lives of untold thousands of others who have been similarly persecuted.
And to my journalistic colleagues who have heard the slanders and the lies and feel the political and economic pressure not to follow the substantial leads I have left you:
It is time to reclaim the honor of our profession and expose these monstrous acts being committed in YOUR cities, YOUR towns, from Manhattan and Philadelphia and Bucks County, PA (a proverbial "ground zero" for community gang stalking) to the San Francisco Bay and virtually all points in between. I am more than willing to give testimony, when you realize that our democracy is slipping away, and that you must begin to LISTEN.
And to John Miller, assistant director for public affairs of the FBI:
We are cut from the same cloth. We have traveled many of the same paths. You have the resources to do an independent investigation that will reveal the truth of my reporting, as well as the possible motives for a campaign of character assassination which began many years ago... well before I realized that I have been a target of covert, ideologically-driven programs of personal destruction.
Your agency knows the truth. Now it must act -- not to save just me and untold thousands like me, but to preserve, protect and defend the Constitution and the rights it guarantees to all Americans -- including those who have been subject to unjust, inhumane extrajudicial targeting by rogue elements within the bowels of the security/intelligence/law enforcement complex.

I take issue with your statement that the weapon "is likely weak..." These DEW, as the FBI Bulletin article explains, have the capability of a variable "rheostat." In other words, the amount of radiated energy directed at a target can be raised or lowered at will by the operator. But you are probably correct in stating that it may take years for death to occur. That does not alter the fact that this constitutes homicide.
In my experience, I have suffered extreme pain, disorientation, scarring, and even more serious symptoms such as internal bleeding, degraded vision, and slurring of words. Fortunately, I have recovered from most of the serious overt physical effects (although my night vision is seriously impaired and other disturbing symptoms remain). Even though I am not a cop, I'll tell anyone who will listen that I am the biggest emergency to have hit NYPD since Serpico.(see the movie, if you can get an original, unedited version)
That makes me a potential target.
I cannot say much about DEW except that several times I have felt a burning sensation in my skull while I have been in the sun (magnification of the rays?) which so far has not produced any significant ill effects.
Lingering way too long? they've done it to me.
I propose that the main reason I am a target is that I often talk about government waste and I have posted messages which I am hoping will convince other people who the enemy is

A big off-topic... but readers who visit these pages may wonder why the posts here often sound a bit disingenuous. I believe that certain commentators are not getting through.... that, in effect, the comments section to my own blog is being censored by a third-party hacker with an ideological agenda. Can I prove it? No. Do I believe that is what is happening? From intuitive experience, yes I do.
So let me direct you to another NP contributor, Mary Neal, who goes by the handle of "duo" (http://Members.NowPublic.com/duo). Her brother died under horrific circumstances that she believes could be related to her extrajudicial targeting by community gang stalkers.
She's having computer problems tonight, as she (and I) do every day. I posted this response to her on the NP Forum page (as I am posting this just before midnight on New Year's Eve, sitting in front of a window facing the street, the back of my head is burning up, due to what I am sure is another radiation weapon attack. Mary, so good to read your post, because virtually all of the posts to my articles are from the paid disinfo brigade that is cyber-stalking us, the internet complement to the community gang stalking. PLEASE read my latest story, "Domestic Torture via Radiation Weaponry" and please re-post the above post on my pages so the many readers who are checking in can hear from a REAL victim of the American Gestapo. (As I explain below, it appears that "real" posters aren't getting through the "filter").
I'm still stalked every day, but they are not invading my personal space in public quite as closely since I laid it on the line to chief of the county detectives. (But I know from tell-tale signs they are still entering my home, gaslighting, vandalizing, even tainting food and, I believe, even the air). Let your local cops subtly know that you know how this works, how the stalkers are locals recruited from the ranks of government sponsored fire companies, EMT units, community policing and "anti-terrorism" patrols and "citizen corps", and that THEY are legally responsible for your safety and let them know, between the lines, that you will hold them responsible.
You also might remind them that as the public becomes aware of this unconstitutional "extrajudicial targeting and punishment" (that's more accurate than "gang stalking" to describe this fascism), it's possible that the locals who sheepishly go along with this domestic terrorism may be the first to be scapegoated, as Congress opens a new round of "Church Committee" hearings. Mark my words, it's going to happen. This year. Soon.
The new sheriff in D.C. knows what's going on. They know that this activity threatens American democracy and already has diminished it. Obama cannot compromise on this -- because these citizen vigilantes and operatives, with their portable radiation weaponry in the back hatches of their SUVs, are just the types who feel emboldened enough to try something horrific. They're in D.C., too. I know from personal experience. I wonder what other Americans, more prominent that we, have been in their sights. I bet the FBI is wondering, too. Just a hunch...
This is the terrorism that poses the greatest threat to America... the terrorism that's officially sanctioned and funded. I have put everything on the line. Even tonight, I am being assaulted in my home with radiation... perhaps from devices secreted in my attic, perhaps from D.E.W. troopers in adjacent homes. I believe that there are many "good people on the inside" who go to bed each night with much psychic pain, carrying the knowledge that thousands of their fellow citizens, never charged with any crime, are being terrorized and SLOWLY MURDERED with radiation.
I happened upon this post when I came here to ask about the many anomalies I am experiencing on the site. But Mary, it's not all NP bugs and glitches... I will bet you that your internet connection is being intercepted and controlled by remote computing software and the malicious insertion of "spoofed pages" that allow your government-sanctioned cyber-stalkers to disable page functions at will, tamper, alter, do anything they want -- maybe even FRAME you for additional "offenses" without your knowledge, only to spring it on you later.
I fear that's happening to me. But I also know that some good people on the inside have had enough with the radiation torture (they call it "slow kill"), the gang stalking, the gaslighting, the sadism, the FASCISM... and starting in a few weeks, dozens of them, maybe more, will use the transfer of power in Washington to show "strength in numbers" and go very public about what has tormented us in the wake of 9/11, as these "programs of personal destruction" -- sold to Congress as "tools" in the "war on terror" began to be used on average citizens to devastating effect.
But keep complaining to NP, because I believe that the same operatives frustrating your computing may be so brazen as to attack NP computers and not just NP users.
I do know that 29 of my recent posts to Politico.com were taken down at 6:15 a.m., and I doubt that the site itself would have done this. (It could be an automated process triggered by a malicious "report abuse" campaign by the paid disinfo trolls).
Keep fighting, and let your local cops know that you expect them to protect you and defend your rights, and not be a party to your victimization at the hands of brazen cowards who are committing crimes against humanity in cities and towns across America.

You can be the "Deep Throat" of 2009. You know how he changed the course of history. Just as today's American Gestapo is following the Goebbels-Hitlerian playbook, you know the players who can finally bust this open into the mainstream media.
But I believe the time must be now, for certain things are happening that tell me that desperate men are planning and executing desperate measures.
In today's surveillance society, there are no anonymous sources. So the very FACT that this message is getting out tells me that the "good people on the inside" are saying, "Yes, it's time."
The radiation assaults on me have escalated in the hours and days since my articles have gotten global attention. People like you must come forward and command the attention of the mainstream media... because too many decision-makers looking for the easy way out are prone to dismiss this imminent danger as "internet mass hysteria," as one (disinfo-inclined) poster here called it.
I was literally knocked out of commission for more than three years. Finally, my personal efforts motivated some "good people on the inside" to take steps that have resulted in the reversal of my incapacitation.
But, as you know, it would only take one prolonged pulsed beam to knock me, or you, or anyone, out of commission.
You must act now. I believe the recent torrent of media reports on this subject have "softened the battlefield," to co-opt a phrase.
Bob Woodward of The Washington Post knows all about D.E.W. There is a nexus between the tactical methods and strategies that have been deployed in Iraq and the government-supported "community stalking" that fronts for The American Gestapo.

That is correct during the STALKING phase -- during which the targets often are framed, set-up, entrapped, or otherwise placed unjustly in legal jeopardy. But many smart prosecutors recognize what has been going on, and thus do not find sufficient, legitimate cause to file charges.
I believe some prosecutors may feel powerless to stop powerful, secretive agencies from engineering endless investigations that are the mechanism and justification for extrajudicial punishment -- often involving the use of radiation devices under the guise of "surveillance."
So I am revising that sentence to read, after the word "wrongdoing":
Typically, they are not charged with any violation of the law -- yet they are condemned nonetheless to a lifetime sentence of being "community stalked" by citizen vigilantes, over-reaching uniformed officers, or undercover agents.
Some victims who are charged with crimes typically maintain that they were framed -- set up with fabricated or planted "evidence" or entrapped. "
We all know that the computer issues are being created by the government agencies e.g. NSA, CIA, FBI, DHS and SAIC. These operations are being perpetrated from the "Fusion Centers" that a large part of the electronic backbone. For emphasis, your experience on Alex Jones web site is a common experience; especially a TI :(
With respect to the slandering etc this is a "Cloud Making" operation and its purpose is to "enroll" the collective against (1) person as to keep the real perpetrators hands clean. Read the report on my web site titled "The Ominous Parallels" that goes into the specifics of these operations and "their proxy's" in exercising them.
In closing, to answer your request in stepping up to the plate, I've never stepped down! The record will show that I've constantly pursued legal counsel that would take my case and was "told" to leave the country or "we can't help" or "I'm trying to stay off the list".

Now it appears that my attempts to post to the comments section of Infowars.com (which also published this article (with the permission of NowPublic) are being BLOCKED.
Typically, I find that my "cookies" page has been hacked, and that sites I have allowed to set cookies are blocked. Usually, I set the cookie and then the post will go through -- only to have the cookie again show up as blocked.
This time, the post STILL won't go through. I am not getting the authentication pages, where you must type in a visual rendering, usually a series of numbers.
And as usual, my computer is running and typing slow, giving me the "endless beach ball" quite often. I believe this is no random event, but a calculated third party remote computing harassment campaign that is aimed at thousands of Americans subject to unjust warrantless surveillance.
