The reality of domestic torture delivered by ideologically-driven, cold-hearted agents of government and their vigilante citizen operatives is finally gaining public exposure by way of first-hand accounts -- including that of this correspondent, a mainstream journalist who has been "community stalked" and tortured by means of silent, potentially deadly radiation weaponry for nearly five years.
In a matter of weeks, this correspondent believes, operatives who have been involved in the purposeful "dosing" of American citizens with various forms of pulsed radiation emitted from so-called "directed energy weapons" and devices will begin to come forward, confirming reports of what's been euphemistically labeled as "electronic harassment" by victims of so-called "community stalking" or "gang stalking."
The "gang stalking" moniker trivializes what is an extensive, multi-level government campaign of extrajudicial targeting and punishment that victims say extends into Canada, the United Kingdom and other industrialized nations.
After six months of reporting in this space, the first crack in an official wall of silence regarding the wholesale deployment of radiation weapons came on Christmas Eve, 2008 -- and went largely unnoticed by the mainstream media.
The magazine New Scientist reported: "The research arm of the U.S. Department of Justice is working on two portable non-lethal weapons that inflict pain from a distance using beams of laser light or microwaves, with the intention of putting them into the hands of police to subdue suspects."

A recent article on the Wired.com magazine "Danger Room" blog site discusses a court document said to indicate that the U.S. Secret Service is involved in the development of directed energy weapons technology. The article speculates that the agency may have deployed such devices in the course of its official duties.

In fact, say victims of government-inspired extrajudicial punishment, these "directed energy weapons," or "D.E.W.," have been covertly used as a weapon of harassment, torture, and infliction of pain and physical and mental incapacitation for years -- with the number of anecdotal reports surging in the wake of 9/11 and the advent of the "war on terror."
Official confirmation of radiation weapons deployment comes despite a substantial body of medical research which indicates that human exposure to microwave radiation can cause strokes, aneurysms, cancer, eye damage and degraded vision, and can induce symptoms that mimic serious brain ailments such as Alzheimer's Disease and schizophrenia. The science indicates that prolonged or intense exposure can induce cognitive impairment resulting in mental incapacitation and physical impairment, even death.

The "targets" of extrajudicial targeting and punishment apparently are not limited to "terrorists" or drug traffickers. They are said to include individuals who have been labeled by persons in positions of authority as "dissidents," "radicals," "whistle-blowers" or undesirables, perhaps due to their lifestyles, their ethnic heritage, or their religious or political beliefs.
Many find themselves slandered and unjustly accused of wrongdoing. Typically, they are not charged with any violation of the law -- yet they are condemned nonetheless to a lifetime sentence of being "community stalked" by citizen vigilantes, over-reaching uniformed officers, or undercover agents.
Some victims who are charged with crimes typically maintain that they were framed -- set up with fabricated or planted "evidence" or entrapped. Journalists are among targeted classes; but many don't realize they are subject to pervasive surveillance, physical harassment and career sabotage until they are already ruined, professionally and personally.
These targeted persons -- and their families -- are subject to relentless harassment and psychological intimidation, including surreptitious entry into their homes and vandalism of their property. Electronic surveillance devices are secreted in the homes and vehicles of the targets, including covertly implanted GPS tracking units. Surveillance data about their whereabouts and personal daily routines funneled to "community stalkers" who are recruited under the cover of government-funded community policing, town watch, and business-related anti-terrorism programs, even fire and rescue squads. Members of retired officers' and fraternal organizations also are said to participate in community stalking. The operations of these civilian vigilantes appear to be overseen by agents of government, ranging from local police personnel to federal intelligence and security agents under whose direction these programs have been institutionalized.
Under the guise of performing "surveillance," the "targets" are subject to electromagnetic radiation of various forms -- ranging from microwaves, lasers, sound waves, perhaps even particle beams, X-rays and gamma rays. The government publicly claims that these "directed energy weapons," or "D.E.W.", are still in the experimental stage, or that working equipment is large and bulky, such as the Army's recent demonstration of a microwave weapon tagged with an innocuous-sounding sobriquet, the "Active Denial System." The government describes these radiation weapons as "non-lethal" -- despite the scientifically proven fact that, depending on the dosage of radiated energy delivered, these instruments can stun, maim, burn, cause strokes or aneurysms, induce illness such as cancer, or kill.
These D.E.W. are being widely deployed, as noted in an article in the April 2008 FBI Law Enforcement Bulletin. The article discusses the potential adverse health effects of D.E.W. fire. The article also states that law enforcement personnel themselves may fall victim to these adverse effects, should criminals or terrorists obtain D.E.W.

What the article does not state is that victims of "community stalking" have complained for several years that they are being tortured by painful D.E.W. radiation attacks, and that their health has been degraded by the cumulative effects of exposure to silent and potentially lethal beams of radiated energy.
These weapons share a characteristic that explains why few people outside of law enforcement are aware of their widespread deployment and usage: The radiation energy the weapons emit is silent and invisible, making possible "the perfect crime" -- the covert application of potentially lethal force.
Victims of D.E.W. attack have tried to appeal to law enforcement for justice, but to no avail. Indeed, that's part of the "M.O." -- when victims complain, they are routinely written off as delusional or mentally ill. Victims say that health care workers also cooperate in this persecution. Targeted persons may even be subject to attempts to commit them to psychiatric facilities, a means of accomplishing the underlying goal of extrajudicial targeting and punishment -- the removal of "targeted individuals" (and by extension, their families) from mainstream society.
Victims of extrajudicial targeting also charge that their family finances are sabotaged and ultimately expropriated by secret government programs ostensibly implemented to disrupt the financial dealings of terrorists and drug traffickers. In effect, they say, they are victimized by a parallel system of transaction processing sold to lawmakers as a necessary component of the "war on terror" -- not as an ideologically-motivated tool of social control and political repression.
There is no rational or moral defense for this horrific domestic torture -- what could be termed a campaign of "slow genocide" -- which is happening right now in cities and towns across America. The "targets" typically pose no danger to society. They are victims of a political system that has institutionalized -- and has attempted to legalize -- extrajudicial punishment. The "war on terror" is the pretext that has been employed to effect a wholesale bypass of the judicial system, and of constitutionally protected rights.
This is the transformation of American democracy into a fascist police state -- an American Gestapo, a frontal assault on our constitutionally guaranteed civil rights and liberties.
When the pervasiveness of this officially sanctioned and funded domestic terrorism and torture is confirmed by "official sources" -- in recent times, the only sources that much of the mainstream media consider sufficiently credible -- any excuses for the excesses that heretofore have come to light will be exposed as evil sophistry.

As a former Intelligence community worker working for Science Applications International Corporation I've come under covert-overt attack by the National Security Apparatus for whistle-blowing that the office I worked in located at Dulles, VA right beside the airport for Science Applications International Corporation was empty on the morning of the 11th of September 2001.
Since leaving Science Applications International Corporation I've been under constant surveillance, constant harassment by the U.S. Government, its agency's and Science Application International Corporation.
The Ominous Parallels website discusses the specifics concerning these covert types of harassment - active measures that I've been exposed to and have experienced; moreover, the specifics of how these operations work.
For emphasis, this includes methodologies of psychological torture via direct energy weapons and covert operations. Philippe Sands book titled "The Torture Team" is profound as it speaks to these methodologies that I have experienced as a TI.
As a TI I know that the torture at Guantanamo Bay and Abu Ghraib are a "by-product" of something much more sinister that is going on in our world. My hope is that one day these programs will be exposed and to that end The Ominous Parallels website seeks to educate the public about these kinds of weapons, operations, players and the effect it is having on our world.
More important is how the inhumane actions of our government parallels that of Nazi Germany between 1933 - 1945.

That is correct during the STALKING phase -- during which the targets often are framed, set-up, entrapped, or otherwise placed unjustly in legal jeopardy. But many smart prosecutors recognize what has been going on, and thus do not find sufficient, legitimate cause to file charges.
I believe some prosecutors may feel powerless to stop powerful, secretive agencies from engineering endless investigations that are the mechanism and justification for extrajudicial punishment -- often involving the use of radiation devices under the guise of "surveillance."
So I am revising that sentence to read, after the word "wrongdoing":
Typically, they are not charged with any violation of the law -- yet they are condemned nonetheless to a lifetime sentence of being "community stalked" by citizen vigilantes, over-reaching uniformed officers, or undercover agents.

We all know that the computer issues are being created by the government agencies e.g. NSA, CIA, FBI, DHS and SAIC. These operations are being perpetrated from the "Fusion Centers" that a large part of the electronic backbone. For emphasis, your experience on Alex Jones web site is a common experience; especially a TI :(
With respect to the slandering etc this is a "Cloud Making" operation and its purpose is to "enroll" the collective against (1) person as to keep the real perpetrators hands clean. Read the report on my web site titled "The Ominous Parallels" that goes into the specifics of these operations and "their proxy's" in exercising them.
In closing, to answer your request in stepping up to the plate, I've never stepped down! The record will show that I've constantly pursued legal counsel that would take my case and was "told" to leave the country or "we can't help" or "I'm trying to stay off the list".
Scrivener...I don't fear them or their "PeRp" operations and have sacrifice everything I’ve ever had in fighting them; moreover, to bring the truth to the public.

This is every bit as evil as Nazi Germany and it's happening below the radar in the U.S.A., in communities nationwide.
Correction:
It is a "worse" evil and here's why. The United States government fought the Nazi's in Germany and "have taken" the "data" for the experiments from the Nazi death camps in developing this system of torture. Moreover, the United States having fought the Nazi's and exposed their evil "knows" better.
With respect to finding a law firm, it needs to be one that "understands" the methodologies, tactics and science to present the case in an understanding way to any potential jury.

Last night, less than 48 hours after George Bush left office, whistleblower and former NSA analyst Russell Tice revealed new information about the NSA's warrantless wiretapping program:
Countdown begins the segment with an appropriate clip of Ex-President Bush's December 2005 talk on wiretapping, in which he claimed that the only communications being intercepted were those with "a clear link to terrorist networks."
Tice, in his role as an NSA analyst, quickly came to understand that this just wasn't true:
I don't know what our former president knew or didn't know. I'm sort of down in the weeds. But the National Security Agency had access to all Americans' communications, faxes, phone calls, and their computer communications. And that doesn't -- it didn't matter whether you were in Kansas, you know, in the middle of the country, and you never made a communication -- foreign communications at all. They monitored all communications.
Tice also reveals how NSA officials lied to Congress and others in order to avoid oversight:
TICE: One of the things that could be done was you could take something that was part of the Department of Defense, make it part of the intelligence community, and put a caveat to that, and make that whatever the intelligence community is doing for support will ultimately be given a different caveat. So when the defense committees on the Hill come calling, you say, you can't look at that because that's an intelligence program.
OLBERMANN: Right.
TICE: But when the intelligence program comes calling, you say you can't look at that because it is a Department of Defense program.
OLBERMANN: Right.
TICE: So you basically have a little shell game that you are playing back and forth.

On Thursday, he returned to the airwaves with expanded allegations against the NSA, claiming the agency collected Americans' credit card records, and adding that he believes the massive, warrantless data vacuum to be the remnants of the Total Information Awareness program, shut down by Congress in 2003.
Asked for comment by Olbermann's staff, the agency responded, "NSA considers the constitutional rights of US citizens to be sacrosanct. The intelligence community faces immense challenges in protecting our nation. No matter the challenges, NSA remains dedicated to performing its mission under the rule of law."
Olbermann ran the quote under a banner which read, "Non-denial denial."
"As far as the wiretap information that made it though NSA, there was also data-mining that was involved," Tice told Olbermann during the pair's second interview. "At some point, information from credit card records and financial transactions was married in with that information."
At this point on the audio track, Olbermann can be heard taking a deep breath.
"So, lucky American citizens, tens of thousands of whom are now on digital databases at NSA, who have no idea of this, also have that information included in those digital files that have been warehoused," said Tice.
"... Do you have any idea what all this stuff was used for?" asked the stunned host.
"The obvious explanation would be, if you did have a potential terrorist, you'd want to know where they're spending money, whether they purchased an airline ticket, that sort of thing," said Tice. "But, once again, we're talking about tens of thousands of innocent US citizens that have been caught up into this trap. They have no clue.
GUESS WHO DOES HAVE A CLUE....TIs all over the world know what the NSA and SAIC are doing with the data. "THEY" are using the said date to build and maintain the torture matrix.
Also, please keep in mind that the NSA tried to commit Mr. Tice to a mental institution, which, as all TIs know is their standard SOP.

I understand, buit, as Linda Kennedy said your only recourse is to "GET THE WORD OUT". It may be your only safty net. Also, as a TI my situation has reached what is known as operational end....total destruction of the target.
I'm still alive, but, my life is forever changed and yes destroyed as I once knew it.
Please know I have no regrets and will quote Russ Tice:
"I've done my constitutional duty. I've done what I had to do. That's all I'll say. Let the chips fall where they may. I'm out of the game. I've fallen on my sword."

Thanks for the reply, I didn't know that the term "perps" is commonly used by disinformation agents, I commonly hear it used while researching "gang stalking". But I am by no means an insider, and very much an outsider. Nor did my industry have any involvement at least my knowlegde, in these activities.
It wasn't until I filed a complain through a government agency that I came under constant surveillance, at first I did not notice it I thought thing were just happening by coincidence. But on one particular day thing were just so odd it became apparent that something was wrong.
I don’t doubt your “ground war” theory, but am only going to speak of the events that I witnessed. And how I perceived these events. It is my belief also that the government is involved in by some degree, but I’m not a government employee so it would be impossible for me to be an agent who could expose what is really happening form the inside out.
I guess the severity of “gang stalking” happens at varying degrees and I do not doubt that others have been attacked by advanced weapons as well. Some of the things I commonly hear about are voice-2-skull, lasers, and microwave weapons. These are a particular concern to me, because even though I’m not being harassed by these now, some TI’s have suggested that “gang stalking” is a precursor to the uses of {DEW’s) and GS again, that these could be used on me at a later date especially if my activism continues. I originally thought these were disinformation tactics used to frighten GS victims from speaking out. To make me think…”well I’m at least lucky that they didn’t use DEW’s against me”. But in my research I’ve found the threat to be credible and likely.

Here in North Dallas (Plano, Richardson...), microwave torture is used sometimes, but much more common is "cold-cell" torture, where a person's residence is converted into a refrigerator-like environment. Similarly, mobile HVAC specialists are employed to propell freon-like chemicals (by use of a mobile generator) and sub-freezing air through drywall or metal, delivering a cold stabbing sensation whether the person is in a room or driving down the road in a car. Guantanamo technology is actually quite primitive compared to that used here in North Texas, the state which specializes in prison-economics (i.e. forced cheap labor, either in prisons, or else on probation, where building contractors rake in millions off of this type of cheap labor...). Texas, according to the most recent Pew Center report, has 1 out of every 22 citizens either locked up or on parole / probation...once you are in the system, torture and gangstalking are virtually gauranteed. Of course, the best way to shut up a political dissident is to set him up on false charges...
Oh, and I should mention, the cold-torture is used in conjuction with sleep deprivation. Many of the area temp agencies (day-labor) employ these type of tactics. They are populated with 2 types of people which use these tactics: (1) those who are simply playing dirty to get the best-paying jobs that come up, usually at night, by incapacitating the competition, and (2) undercover operatives and bounty hunters who track people for a living...the day-labor thing is just a cover for them, and they know that since nobody else will hire those with a mark on their record, they camp out in the day-labor temp agencies as a means of hunting for contracts...

Notice the temperature extremes torture and finishers in this game. This is what the "muscle" (black ops, police, fbi, mob ?) uses in Plano. "Muscle"? Yeah, "muscle". The people who rent rooms on craigslist, fishing for contracts to work by renting to desperate people, knowing that probably they are in trouble with the law, and can't rent anywhere else. The motels / hotels that run your license...once they identify that you are in trouble with the law, they call the "muscle", who uses various methods such as temperature extremes, microwave zappers, etc... temperature extremes can effect the entire room, or a specific bodypart, almost to the point of knife-like stabbing and intensity...
It doesn't have bugs in the game, or various gases introduced into the room through the ventilation system, between space in drywall, down the fireplace, etc...

I looked it up on wiki, radiodermatitis is caused by ionizimg radiation and is a symptom reported by cancer patients. It has nothing to do with directed energy weapons like what Vic purports to be attacked by.
This is torture -- but it is also ATTEMPTED HOMICIDE, because the microwave radiation is degrading my entire body. I may already have some dreaded disease and not know it. I sure can feel many tumors and I am constantly weak.

Well if I was open to the subject of space based Directed Energy Weapons before, and to a degree I was, (and I'm only speaking for myself) that just got a little less plausible coming from this guy:
the NSA's SIGNALS INTELLIGENCE Program - a covert operation which uses the infrared spectrum in which to perpetrate crimes of satellite predation against Americans. Through "Computer To Brain Link" monitoring via NSA artificial intelligence computers, NSA has accessed my brainwaves for decades. As such, NSA sees what I see through my own eyes by electronically intercepting & decoding images stored in the visual cortex region of my brain. As such, without my consent the NSA has used me to spy on other people. The NSA can do the same to any of you. Remote Neural Monitoring of the brain is how the NSA remotely monitors and manipulates the thoughts of American citizens without their knowledge or consent, since all Americans are catalogued into the NSA's database by way of their own unique EMF fields.
I don't doubt that if one looks long enough one can find that some research has taken place in some of the technologies he mentions. His statement that the NSA has accessed his brainwaves for decades is evidence he's got a screw loose.
Providing this is a still constructive as it's a lesson relevant to a pitfall we need to avoid. You, and even I and others here, have something going on, something happening to us, that we cannot explain within what is expected in the normal events most people experience in life. We need to avoid spinning it up into grand conspiratorial tales involving national entities and star wars technology just because that explains the unexplainable, especially if many symptoms of what we find "unexplainable" have more rational explanations. In your case, Vic, a lot of the physical maladies you immediately attribute to prolonged DEW attacks sound to me alot like the health issues one can expect a 59 year old man faces. This is not to say you are not being attacked by a DEW, you're just taking the same leaps from factual reality as James is, you just don't have such a far out imagination.
I would also ask you, as someone whose purported story is nowhere as wild as that of James Marino, do you see a problem with people you'd like to believe your story, going to his site and assuming his claims as your own?
Back to the technical question, I don't think anyone reading this blog has access to the classified technology to determine whether space vehicle based attacks by DEW are possible today. My research and technical background working with radar in the navy, which still admittedly is just a short rung above the layman, says not yet for several reasons. First is a satellite in geosynchronous orbit is around 22,000 miles in altitude- unlike orbiters used for imaging which are a few hundred to a thousand miles. It would take a helluva power source to generate enough juice to provide a beam of significant heating capability- doable, but not at such ease we've got hundreds of such vehicles zapping us each at home. We think because we can beam MTV from space by microwave we can zap Vic? No, we're talking thousands of times the power. (edit- I should say relay MTV off satellites, the source of power is earthbound, though I think the limitations would still apply) Also the resolution of focus at such a distance- well it's still a "projection" of sorts. I think you'd have while city blocks lit up, since radio wave frequencies are not as easy to tightly control as visible (and invisible) light. (meaning lasers)
Cell phone towers? Technology is there, but that's just speculating. They could just as easily have it in a van down your street. I would hesitate to declare it a fact just because it could be. (edit: I could add HAARP and a whole list of government programs such as Star Wars programs beginning in the Reagan years where all sorts of things COULD be going on. It's not really helpful to do anything but file them in the back of our minds as a distant possiblilty until we've got some tangible evidence to make them relevant)
It might be of note that the NRO which is the satellite keeper of the gubmint has since a few years ago been embarked on an ambitious project costing $25 billion dollars plus, the largest single defense contract since the Manhatten project, to launch new satellites for space "imaging". (I used the quotation marks because they call synthetic aperature radar detection, with the ability to penetrate ground, water and building materials, "imaging") This program has seen quite a few problems including dropping its primary contractor completely, awarding the contract to a new one with little to no satellite experience, losing a vehicle (satellite) in a mishap, etc. Several years behind schedule, but the gist of it is that by 2011 expect the government to get kind of nasty about people lining their roofs with metal sheets. Without it they WILL be seeing inside your home with incredible detail, if they have not before. With RFID chips enbedded or carried in our wallets the idea of central control office knowing the whereabouts of every citizen at all times is going to be reality.
That is still light years from saying "the NSA has manipulated and monitored ny thoughts for decades".

We had hoped this would go differently.
Friday evening, in a motion to dismiss Jewel v. NSA, EFF's litigation against the National Security Agency for the warrantless wiretapping of countless Americans, the Obama Administration's made two deeply troubling arguments.
First, they argued, exactly as the Bush Administration did on countless occasions, that the state secrets privilege requires the court to dismiss the issue out of hand. They argue that simply allowing the case to continue "would cause exceptionally grave harm to national security." As in the past, this is a blatant ploy to dismiss the litigation without allowing the courts to consider the evidence.
It's an especially disappointing argument to hear from the Obama Administration. As a candidate, Senator Obama lamented that the Bush Administration "invoked a legal tool known as the 'state secrets' privilege more than any other previous administration to get cases thrown out of civil court." He was right then, and we're dismayed that he and his team seem to have forgotten.
Sad as that is, it's the Department Of Justice's second argument that is the most pernicious. The DOJ claims that the U.S. Government is completely immune from litigation for illegal spying — that the Government can never be sued for surveillance that violates federal privacy statutes.
This is a radical assertion that is utterly unprecedented. No one — not the White House, not the Justice Department, not any member of Congress, and not the Bush Administration — has ever interpreted the law this way.
Previously, the Bush Administration has argued that the U.S. possesses "sovereign immunity" from suit for conducting electronic surveillance that violates the Foreign Intelligence Surveillance Act (FISA). However, FISA is only one of several laws that restrict the government's ability to wiretap. The Obama Administration goes two steps further than Bush did, and claims that the US PATRIOT Act also renders the U.S. immune from suit under the two remaining key federal surveillance laws: the Wiretap Act and the Stored Communications Act. Essentially, the Obama Adminstration has claimed that the government cannot be held accountable for illegal surveillance under any federal statutes.
Again, the gulf between Candidate Obama and President Obama is striking. As a candidate, Obama ran promising a new era of government transparency and accountability, an end to the Bush DOJ's radical theories of executive power, and reform of the PATRIOT Act. But, this week, Obama's own Department Of Justice has argued that, under the PATRIOT Act, the government shall be entirely unaccountable for surveilling Americans in violation of its own laws.
This isn't change we can believe in. This is change for the worse.

Mr. Livingston, nobody needs to be paid to expend energy pointing out obvious bull****.
Many will do so just because it feels like the right thing to do. In this case I and others have the additional motivation of knowing the proliferation of such bull**** will negatively impact us for years into the future, in ways we'll never see but know are inevitable.
Implying we'd need to be paid to influence a propaganda machine affecting our own survival suggests, as you would probably put it, "your handlers are not getting their value for their clown psy ops dollar".

War trauma sends many veterans to the streets where they beg for survival.
Jacobo is one of an increasing number of veterans of the wars in Iraq and Afghanistan who come home to life on the street. The Department of Veterans Affairs is fighting to find them homes.
Veterans make up almost a quarter of the homeless population in the United States. The government says there are as many as 200,000 homeless veterans; the majority served in the Vietnam War. Some served in Korea or even World War II. About 2,000 served in Iraq or Afghanistan.

Don't expect to find this in the MSM; I live by a lot of retired veterans in my little community, many of whom had a full time job until the recession hit hard and their hours were cut, or they got let go. Well, I found out recently that the state of Nevada is doing anything it can to avoid giving our unemployed veterans the benefits they are entitled to.
The amount of unemployment pay is reduced by the amount of whatever the veteran gets in retirement pay; suppose the veteran is entitled to roughly $2,000 a month, or $500 a week. If they veteran is getting, say, $1500 a month in pension benefits, that is how much the unemployment pay is reduced. The state unemployment dept considers a pension the same exact thing as an annuity and there are glaring differences between the two; an annuity is an investment that one receives an annual payout from; a pension is a fixed amount of income that comes from military or civil service. However, the state is just lumping them both together as a reason to deny veteran's their due.
This is the thanks veterans get for faithfully serving their country.

Support our troops. Until they come home, that is.
At least, that seems to be the general consensus of the military and government regarding military personnel and their treatment.
According to the National Coalition for Homeless Veterans (http://www.nchv.org), about one in three homeless men in the U.S. have, at some point, put on a uniform and served our country.
More than two-thirds served for at least three years and about a third were stationed in a war zone. Nearly one-half of homeless veterans served during the Vietnam Era.
The Department of Veteran’s Affairs estimates that on any given night, nearly 200,000 veterans are homeless and nearly 400,000 experience homelessness over the course of a year.
Veterans account for almost one-fourth (23 percent) of all homeless people in America, According to the National Survey of Homeless Assistance Providers and Clients.
Major reasons accounting for this are the lingering widespread effects of post- traumatic stress disorder and substance abuse problems, compounded by a lack of reliable family and social support networks, according to the NCHV.
The Associated Press reported on an Army study that found about one in eight soldiers who have fought in Operation: Iraqi Freedom suffer from PTSD, but less than half of those seek help.
The Associated Press recently reported that an Army soldier who left the combat zone in Iraq after losing both brothers in the war and becoming an only child was denied up to $40,000 in GI benefits, asked to pay back $6,000 of his sign-up bonus and had family health care cut off to his pregnant wife.

Today, EPIC asked Senator Patrick Leahy to investigate the Department of Justice's failure to make public statistics detailing federal use of "pen registers" and "trap and trace" devices, which record "non-content" information about telephone calls, email and web traffic. In a letter to the Chairman of the Senate Judiciary Committee, EPIC observed that the Attorney General is required to provide to Congress detailed statistics concerning the use of these techniques. Yet, "the DOJ does not publicly disclose pen register reports as a matter of course." EPIC also raised questions regarding the agency's compliance with reporting requirements for the period 2004-2008. The lack of public accountability for these network monitoring techniques contrasts with the U.S. Courts' routine public reporting of federal wiretaps, EPIC said. TITLE 18. CRIMES AND CRIMINAL PROCEDURE
PART II--CRIMINAL PROCEDURE
CHAPTER 206--PEN REGISTERS AND TRAP AND TRACE DEVICES
§ 3121. General prohibition on pen register and trap and trace device use; exception
(a) In general.--Except as provided in this section, no person may install or use a pen register or a trap and trace device without first obtaining a court order under section 3123 of this title or under the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1801 et seq.).
(b) Exception.--The prohibition of subsection (a) does not apply with respect to the use of a pen register or a trap and trace device by a provider of electronic or wire communication service--
(c) Limitation.--A government agency authorized to install and use a pen register or trap and trace device under this chapter or under State law shall use technology reasonably available to it that restricts the recording or decoding of electronic or other impulses to the dialing, routing, addressing, and signaling information utilized in the processing and transmitting of wire or electronic communications so as not to include the contents of any wire or electronic communications.
(d) Penalty.--Whoever knowingly violates subsection (a) shall be fined under this title or imprisoned not more than one year, or both.
§ 3122. Application for an order for a pen register or a trap and trace device
(a) Application.--(1) An attorney for the Government may make application for an order or an extension of an order under section 3123 of this title authorizing or approving the installation and use of a pen register or a trap and trace device under this chapter, in writing under oath or equivalent affirmation, to a court of competent jurisdiction.
(b) Contents of application.--An application under subsection (a) of this section shall include--
§ 3123. Issuance of an order for a pen register or a trap and trace device
(a) In general.--
To the extent that the pen register or trap and trace device can be set automatically to record this information electronically, the record shall be maintained electronically throughout the installation and use of such device.
(b) Contents of order.--An order issued under this section--
(c) Time period and extensions.--(1) An order issued under this section shall authorize the installation and use of a pen register or a trap and trace device for a period not to exceed sixty days.
(d) Nondisclosure of existence of pen register or a trap and trace device.--An order authorizing or approving the installation and use of a pen register or a trap and trace device shall direct that--
§ 3124. Assistance in installation and use of a pen register or a trap and trace device
(a) Pen registers.--Upon the request of an attorney for the Government or an officer of a law enforcement agency authorized to install and use a pen register under this chapter, a provider of wire or electronic communication service, landlord, custodian, or other person shall furnish such investigative or law enforcement officer forthwith all information, facilities, and technical assistance necessary to accomplish the installation of the pen register unobtrusively and with a minimum of interference with the services that the person so ordered by the court accords the party with respect to whom the installation and use is to take place, if such assistance is directed by a court order as provided in section 3123(b)(2) of this title.
(b) Trap and trace device.--Upon the request of an attorney for the Government or an officer of a law enforcement agency authorized to receive the results of a trap and trace device under this chapter, a provider of a wire or electronic communication service, landlord, custodian, or other person shall install such device forthwith on the appropriate line or other facility and shall furnish such investigative or law enforcement officer all additional information, facilities and technical assistance including installation and operation of the device unobtrusively and with a minimum of interference with the services that the person so ordered by the court accords the party with respect to whom the installation and use is to take place, if such installation and assistance is directed by a court order as provided in section 3123(b)(2) of this title. Unless otherwise ordered by the court, the results of the trap and trace device shall be furnished, pursuant to section 3123(b) or section 3125 of this title, to the officer of a law enforcement agency, designated in the court order, at reasonable intervals during regular business hours for the duration of the order.
(c) Compensation.--A provider of a wire or electronic communication service, landlord, custodian, or other person who furnishes facilities or technical assistance pursuant to this section shall be reasonably compensated for such reasonable expenses incurred in providing such facilities and assistance.
(d) No cause of action against a provider disclosing information under this chapter.--No cause of action shall lie in any court against any provider of a wire or electronic communication service, its officers, employees, agents, or other specified persons for providing information, facilities, or assistance in accordance with a court order under this chapter or request pursuant to section 3125 of this title.
(e) Defense.--A good faith reliance on a court order under this chapter, a request pursuant to section 3125 of this title, a legislative authorization, or a statutory authorization is a complete defense against any civil or criminal action brought under this chapter or any other law.
(f) Communications assistance enforcement orders.--Pursuant to section 2522, an order may be issued to enforce the assistance capability and capacity requirements under the Communications Assistance for Law Enforcement Act.
§ 3125. Emergency pen register and trap and trace device installation
(a) Notwithstanding any other provision of this chapter, any investigative or law enforcement officer, specially designated by the Attorney General, the Deputy Attorney General, the Associate Attorney General, any Assistant Attorney General, any acting Assistant Attorney General, or any Deputy Assistant Attorney General, or by the principal prosecuting attorney of any State or subdivision thereof acting pursuant to a statute of that State, who reasonably determines that--
that requires the installation and use of a pen register or a trap and trace device before an order authorizing such installation and use can, with due diligence, be obtained, and
may have installed and use a pen register or trap and trace device if, within forty-eight hours after the installation has occurred, or begins to occur, an order approving the installation or use is issued in accordance with section 3123 of this title.
(b) In the absence of an authorizing order, such use shall immediately terminate when the information sought is obtained, when the application for the order is denied or when forty-eight hours have lapsed since the installation of the pen register or trap and trace device, whichever is earlier.
(c) The knowing installation or use by any investigative or law enforcement officer of a pen register or trap and trace device pursuant to subsection (a) without application for the authorizing order within forty-eight hours of the installation shall constitute a violation of this chapter.
(d) A provider of a wire or electronic service, landlord, custodian, or other person who furnished facilities or technical assistance pursuant to this section shall be reasonably compensated for such reasonable expenses incurred in providing such facilities and assistance.
§ 3126. Reports concerning pen registers and trap and trace devices
The Attorney General shall annually report to Congress on the number of pen register orders and orders for trap and trace devices applied for by law enforcement agencies of the Department of Justice, which report shall include information concerning--

These secret subpoenas allow the FBI, without any independent oversight or judicial review, to seize private data about ordinary Americans. Recipients of NSLs are forbidden, or "gagged," from ever revealing the letters' existence to their coworkers, to their friends or even to their family members. The FBI's systemic abuse of this power has been documented both by a Department Of Justice investigation and by EFF's Freedom of Information Act work.
Now, Congressmen Jerry Nadler and Jeff Flake have have introduced the National Security Letters Reform Act of 2009, which would curb the power's worst abuses. The bill would increase the standard of evidence required to send a letter, place a thirty-day time limit on the power's gag order, require the government to destroy inappropriately-obtained data, and provide targets with a clear path to challenge the letters' validity.

FCC’s Warrantless Household Searches Alarm Experts

You may not know it, but if you have a wireless router, a cordless phone, remote car-door opener, baby monitor or cellphone in your house, the FCC claims the right to enter your home without a warrant at any time of the day or night in order to inspect it.
That’s the upshot of the rules the agency has followed for years to monitor licensed television and radio stations, and to crack down on pirate radio broadcasters. And the commission maintains the same policy applies to any licensed or unlicensed radio-frequency device.
“Anything using RF energy — we have the right to inspect it to make sure it is not causing interference,” says FCC spokesman David Fiske. That includes devices like Wi-Fi routers that use unlicensed spectrum, Fiske says.
The FCC claims it derives its warrantless search power from the Communications Act of 1934, though the constitutionality of the claim has gone untested in the courts. That’s largely because the FCC had little to do with average citizens for most of the last 75 years, when home transmitters were largely reserved to ham-radio operators and CB-radio aficionados. But in 2009, nearly every household in the United States has multiple devices that use radio waves and fall under the FCC’s purview, making the commission’s claimed authority ripe for a court challenge.
“It is a major stretch beyond case law to assert that authority with respect to a private home, which is at the heart of the Fourth Amendment’s protection against unreasonable search and seizure,” says Electronic Frontier Foundation lawyer Lee Tien. “When it is a private home and when you are talking about an over-powered Wi-Fi antenna — the idea they could just go in is honestly quite bizarre.”
The rules came to attention this month when an FCC agent investigating a pirate radio station in Boulder, Colorado, left a copy of a 2005 FCC inspection policy on the door of a residence hosting the unlicensed 100-watt transmitter. “Whether you operate an amateur station or any other radio device, your authorization from the Commission comes with the obligation to allow inspection,” the statement says.
The notice spooked those running “Boulder Free Radio,” who thought it was just tough talk intended to scare them into shutting down, according to one of the station’s leaders, who spoke to Wired.com on condition of anonymity. “This is an intimidation thing,” he said. “Most people aren’t that dedicated to the cause. I’m not going to let them into my house.”
But refusing the FCC admittance can carry a harsh financial penalty. In a 2007 case, a Corpus Christi, Texas, man got a visit from the FCC’s direction-finders after rebroadcasting an AM radio station through a CB radio in his home. An FCC agent tracked the signal to his house and asked to see the equipment; Donald Winton refused to let him in, but did turn off the radio. Winton was later fined $7,000 for refusing entry to the officer. The fine was reduced to $225 after he proved he had little income.
Administrative search powers are not rare, at least as directed against businesses — fire-safety, food and workplace-safety regulators generally don’t need warrants to enter a business. And despite the broad power, the FCC agents aren’t cops, says Fiske. “The only right they have is to inspect the equipment,” Fiske says. “If they want to seize, they have to work with the U.S. Attorney’s office.”
All TIs know that this is just more evidence of how the torture matrix works. For emphasis it's not just the FCC invading our homes covertly, but, the technology built into every electrical device allows other government agencies and it's contractors to use the technology as a weapon to torture TIs covertly! This is how the electrical appliance in a TIs home are constantly being turned off and on as to induce a paranoid - schizophrenic mind-set in making the TI disassociate, moreover, to induce mental ruts and charge the subconscious in trigger development used to control and torture the TI etc.

"I get a lot of calls," he says. "There are a lot of crazy people out there who think that somebody from Mars is controlling their behavior via radio waves." But when it comes to Edgewood, "I'm finding that more and more of those stories are true!"
