The magazine New Scientist reported: "The research arm of the U.S. Department of Justice is working on two portable non-lethal weapons that inflict pain from a distance using beams of laser light or microwaves, with the intention of putting them into the hands of police to subdue suspects."

A recent article on the Wired.com magazine "Danger Room" blog site discusses a court document said to indicate that the U.S. Secret Service is involved in the development of directed energy weapons technology. The article speculates that the agency may have deployed such devices in the course of its official duties.

Official confirmation of radiation weapons deployment comes despite a substantial body of medical research which indicates that human exposure to microwave radiation can cause strokes, aneurysms, cancer, eye damage and degraded vision, and can induce symptoms that mimic serious brain ailments such as Alzheimer's Disease and schizophrenia. The science indicates that prolonged or intense exposure can induce cognitive impairment resulting in mental incapacitation and physical impairment, even death.

The "targets" of extrajudicial targeting and punishment apparently are not limited to "terrorists" or drug traffickers. They are said to include individuals who have been labeled by persons in positions of authority as "dissidents," "radicals," "whistle-blowers" or undesirables, perhaps due to their lifestyles, their ethnic heritage, or their religious or political beliefs.

Many find themselves slandered and unjustly accused of wrongdoing. Typically, they are not charged with any violation of the law -- yet they are condemned nonetheless to a lifetime sentence of being "community stalked" by citizen vigilantes, over-reaching uniformed officers, or undercover agents.

Some victims who are charged with crimes typically maintain that they were framed -- set up with fabricated or planted "evidence" or entrapped. Journalists are among targeted classes; but many don't realize they are subject to pervasive surveillance, physical harassment and career sabotage until they are already ruined, professionally and personally.

These targeted persons -- and their families -- are subject to relentless harassment and psychological intimidation, including surreptitious entry into their homes and vandalism of their property. Electronic surveillance devices are secreted in the homes and vehicles of the targets, including covertly implanted GPS tracking units. Surveillance data about their whereabouts and personal daily routines funneled to "community stalkers" who are recruited under the cover of government-funded community policing, town watch, and business-related anti-terrorism programs, even fire and rescue squads. Members of retired officers' and fraternal organizations also are said to participate in community stalking. The operations of these civilian vigilantes appear to be overseen by agents of government, ranging from local police personnel to federal intelligence and security agents under whose direction these programs have been institutionalized.

Under the guise of performing "surveillance," the "targets" are subject to electromagnetic radiation of various forms -- ranging from microwaves, lasers, sound waves, perhaps even particle beams, X-rays and gamma rays. The government publicly claims that these "directed energy weapons," or "D.E.W.", are still in the experimental stage, or that working equipment is large and bulky, such as the Army's recent demonstration of a microwave weapon tagged with an innocuous-sounding sobriquet, the "Active Denial System." The government describes these radiation weapons as "non-lethal" -- despite the scientifically proven fact that, depending on the dosage of radiated energy delivered, these instruments can stun, maim, burn, cause strokes or aneurysms, induce illness such as cancer, or kill.

These D.E.W. are being widely deployed, as noted in an article in the April 2008 FBI Law Enforcement Bulletin. The article discusses the potential adverse health effects of D.E.W. fire. The article also states that law enforcement personnel themselves may fall victim to these adverse effects, should criminals or terrorists obtain D.E.W.

What the article does not state is that victims of "community stalking" have complained for several years that they are being tortured by painful D.E.W. radiation attacks, and that their health has been degraded by the cumulative effects of exposure to silent and potentially lethal beams of radiated energy.

These weapons share a characteristic that explains why few people outside of law enforcement are aware of their widespread deployment and usage: The radiation energy the weapons emit is silent and invisible, making possible "the perfect crime" -- the covert application of potentially lethal force.

Victims of D.E.W. attack have tried to appeal to law enforcement for justice, but to no avail. Indeed, that's part of the "M.O." -- when victims complain, they are routinely written off as delusional or mentally ill. Victims say that health care workers also cooperate in this persecution. Targeted persons may even be subject to attempts to commit them to psychiatric facilities, a means of accomplishing the underlying goal of extrajudicial targeting and punishment -- the removal of "targeted individuals" (and by extension, their families) from mainstream society.

Victims of extrajudicial targeting also charge that their family finances are sabotaged and ultimately expropriated by secret government programs ostensibly implemented to disrupt the financial dealings of terrorists and drug traffickers. In effect, they say, they are victimized by a parallel system of transaction processing sold to lawmakers as a necessary component of the "war on terror" -- not as an ideologically-motivated tool of social control and political repression.

There is no rational or moral defense for this horrific domestic torture -- what could be termed a campaign of "slow genocide" -- which is happening right now in cities and towns across America. The "targets" typically pose no danger to society. They are victims of a political system that has institutionalized -- and has attempted to legalize -- extrajudicial punishment. The "war on terror" is the pretext that has been employed to effect a wholesale bypass of the judicial system, and of constitutionally protected rights.

This is the transformation of American democracy into a fascist police state -- an American Gestapo, a frontal assault on our constitutionally guaranteed civil rights and liberties.

When the pervasiveness of this officially sanctioned and funded domestic terrorism and torture is confirmed by "official sources" -- in recent times, the only sources that much of the mainstream media consider sufficiently credible -- any excuses for the excesses that heretofore have come to light will be exposed as evil sophistry.

I think it's VERY important that I establish how serious I take an accusation concerning calling a purported TI, not what he claims, in public. Fact is I've been stalked close to two years, figured it out a little over a year ago, knew what it was called a couple months later- and I believe Vic is now the first and only person I have seriously made the claim about. I'm not claiming so, I'm asserting it as fact on countless pieces of evidence.

My reason for hesitation to do so is actually a piece of evidence itself in the light of some literally what, hundreds of outright or implied claims by Vic on every one posting?

We figured out that we were being attacked, followed around, intimidated, our lives would never and may never be the same. Yet we tried to tell our most trusted friends and family, and nobody believed. To this day even the ones who we've convinced, have levels of doubt. Why not? For a long time we still did. We went through the wringer, and as I mentioned humility, we would NOT be quick or flippant about being so callous to others. I've had to sit here typing at my monitor with the nausea of an (assumed) beam of energy hitting my upper body, or think do I want to go to the store and look at the camera aimed out my driveway and wonder if those headlights repeatedly circling are my perps, or just neighbors trying to park- my ****ed up life going on, but reading Vic telling me what "NLP" would be contained in my posts if I were a REAL victim. That's offensive to me even if HE really is one. Yet I did not return the insult in any serious way. I still held hope posting here could be productive and we'd work past the jerk thing.

The way he throws it around like it's just a joke, with "Clarabelle", CLOWN outfit, NLP, no way in hell he has been down this long, dark road we are on.

I also understand I can only display paranoid delusions by assuming everyone who posts replies to me is sent here to get me. The exact condition doubters seek to affix us with, so I have never wanted to give them, that.

For batvette and his ilk, let me say this. There are people out there pretending to be TI's, that much is sure. I have a strong suspicion of one lady that haunts youtube with some pretty wild stuff may be a disinfo agent. Ya know what? She gets left pretty much alone! Me, even if I found out for sure she was disinfo, I would never waste the time to comment on her nonsensical babbling that seems designed to create little more then rampant paranoia.

Endlessly hassling someone on the internet with weak nitpicking drudgery hardly qualifies as exploration of a subject.

Do you really dismiss complete fabrications of events in his daily life, attributed to the very programs we're trying to legitimately bring to the attention of the world, "weak nitpicking"?

I believe I have repeatedly revealed that Vic Livingston is a pathological liar and has a contemptuous indifference about the most basic technical facts he reports on. Many of us have had our lives severely impacted and surely shortened by these perpetrators, is it too much to ask for some credibility, let alone civil discourse, out of a self assumed spokesman?

It does however qualify as something else I wont say openly. Mostly because real TI's tend not to attack other TI's, even if they suspect foul play.

I will now resist the temptation to scream and poke myself in the eyes with knitting needles.

Glenn, what the HELL, excuse my french, was the behaviour I and others began taking Vic to task over that led to the intense scrutiny which had us arriving at this point? Look at my post a couple above or below this where I addressed that matter, and ask yourself what you were thinking by that statement?

I don't drop the "you're new here" card often, but... I just registered tho under unverified have probably over a hundred long detailed comments here in 5 months or so. In fact I'm pretty sure a list of comentators and their posts would go 1-2 Vic-Batvette. IIRC didn't he take a shot at you too? If not i can show countless people he attacked for no rational reason. Seems to me you might be of the sentiment you found a forum and blogger who can finally be of some help to you and you would like to join and focus your efforts to further your cause. Well back in November I was RIGHT there in the scenario I describe you may be in, if you look at some of the early comments in these articles you will see some hardballs thrown by me at Vic but many times more thrown at his critics. I saw Vic as moody and technically ignorant but was getting a good draw of discussion so believed I was on to something.

After 5 months of the same old lies I start going back and comparing statements and it's a worst case scenario, he's NOT a TI, he's making an ass of himself but enjoying the controversy he creates, he's spreading division amongst those he draws here, and his articles are climbing up the google hit list to create a permanent archive depicting TI;'s as lying, fiighting, rude whackjobs. And WORSE, ALL ALONG ASSURING US HIS PEOPLE IN THE INSIDE WERE ON THE BRINK OF SAVING US ALL FROM OUR FATE. The military is always years ahead of disclosure, it would be equally silly for me to speculate on weapons they MAY have as it would be to assume what they admitted to was all they had. You don't just get behind an object to get out of a microwave beam.

Reports have been streaming out of Europe for years about the weapons. The higher frequencies in the F band the ADS uses are mostly used for skin heating effects. Lower frequencies change the effect to be more like your microwave at home.

Most of us- no, all. of us are not sure what is being used on us. It seems to be an advanced method of attack used in a program which seeks social cleansing nationwide. Marginalize a dissident or oddball and drive them to suicide, financial ruin, or jail. Trust me, I, as well as I assume most other TI's, went through methodical checks and balances before coning out and describing the bizarre patterns of vehicle convoys shining their brights on us and our homes, the people walking up and down the sidewalks we never thought much of until we noticed 3 individuals within 10 minutes on sunday morning give the eagle eye as I was inder the hood with a wrench, then each stop when they got to the end of the block in front of the house of the retired firefighter, look directly at his window, stretch their arms over head and yawn in in a very fake, forced action. There were many more examples, I have a short youtube clip on my lone article here. That caused me to stop allowing people to tell me it was middle age paranoia and that SOMEthing, not sure what, really was going on.

Babel-Fish you seem fairly reasonable. Vic Livingston has no proof or even information suggesting government involvement in any official capacity. Vic claims to be a TI, with 99.9% certainty I say he is not for reasons I've stated in this forum. He plays very loose with facts if at all, in this case he gave you a factual point of denial, a whistleblower in such an official "scheme"would have by law federal protection for his person and income and be fully able to come forward.

Vic lied again. Now alter that to what we believe the truth is: Individuals in Business, Religion and Government, quietly working outside any official capacity, are abusing their positions of trust to accomplish their ideology driven agenda.

There is no policy to blow a whistle on, no protection for said person, he might disappear or quietly be blackballed in his career.

I think living in San Diego, a very conservative city with more ex military than anywhere in the US, (like me) I happen to be sort of at ground zero of this fundie fascism. I've lived in the same apt for 15 years, they want me out. the neighborhood used to be alive, but the differences are startling. If you had parties, stayed up till 1 or 2 watching the late show, if you played loud music, had loose women around, had a pungent odor wafting out the windows..... you don't live here anymore. the role of higher ups that possibly reach to the purported "NWO" of legend..... if you aren't a 9-5 working stiff, you don't live here either.

It's such a sneaky program, most people won't be convinced until they are the target. By then there may not be enough free people walking around to stop it.

Was my attempt at truth and facts more believable? I could cry about people cooking, good people inside I knew, blood sloshing in my empty skull in mass murder slow death genocide...... but I want reasonable people on our side, not dolts who believe that other stuff.

I just want to point out this is nuttyboy's response after his own sloppy and dishonest reporting (that these programs are official government "schemes") allowed an intelligent reasonable reader to catagorically deny (would be uncovered by whistleblower in federally protected program) the whole existence of our cause based upon his embellishment.

I want all TI's to see his response after he is shown the damage he caused. Does he sound like someone who spent most of last night laying awake in nausea, and getting nightmares? Does he sound like he wants to engage in anti-OS activism at all? Has he ever?

Anyone whose life was being drained from him daily and was on the edge from constant intimidation would have humbly said "wow I never thought of it that way" and that story would be fixed now.

Expect a knock at your door from one of the "good people on the inside" who control me (according to you). Isn't your argument contradictory? You say you're the "real" TI (a term I don't use), but you're the one who insists officials don't have full knowledge that these watch groups and volunteer corps are being used as a front for the commission of criminal acts.

I never said these programs weren't designed carefully with "plausible deniability" built in. Of course they were. But if officials give a wink and a nod...

...if officials have knowledge of the GPS tracking system; if people on the inside feed surveillance data to the stalkers; if these programs provide weekend training seminars....

Aren't you just splitting hairs? Your assignment, it seems to me, is to distort what I have reported and written about. Of course the programs don't put on paper all the harassment protocols; they're passed on verbally by the team leaders, I would imagine -- although the GPS tracking is right out there for all to see, and certain intel and military training manuals might just be "recommended reading." Up until a couple of years ago, I'm not sure that I would have believed that something like "organized stalking" could exist in the good, ol' USA. I, too would have thought that "there would be whistle blowers" -- that this kind of thing just couldn't happen. Well, I was naive and wrong. Close to dead-wrong.

Those of us who are trying to expose it with facts, reason and as little "rhetoric" as possible can tell you that "organized stalking" is no "conspiracy theory." It works so well because many people continue to believe that it is. Victims are marginalized and dismissed.

(I only know about the more overt practices of "organized stalking": theft, vandalism, gas-lighting, surreptitious home-entries, 24/7 surveillance and other fear-inducing practices -- I defer to others (read "not Vic") to lay out other crimes/practices. "Batvette" takes a no-nonsense approach and, until something happens to make me believe otherwise, he has my ear. )

I hope you'll keep an open mind.

Let me make this as simple as possible for the final time. Even if I thought Vic was a disinfo agent, I would not post here constantly. Lets say I disagree with Vic that the FBI is on the side of "the little guy", even though the FBI COINTELPRO system was found in congressional hearings to engage in EXACTLY this sort of harassment and attacks.

Lets also say I disagree with Vic that Jews are primarily the victims as opposed to perps in the gangstalking arena, even though this sort of lunacy is right of the alley of groups like Mossad and their sayanim toadies.

Well that's a nice civil attiitude to take and should I ever have a situation where I have mere "disagreements" on issues of discussion, I will then find a sliver of relevance in your advice it does not have now.

I don't know who you are or what your angle here is nor do I care, but I did CLEARLY document line by line a pattern of outrageous behaviour where he seems to amuse himself concocting wild stories and appearing mentally disturbed with every other sentance containing a blatent lie- not DISAGREEMENT, a LIE. That's why I am being curt and wonder what angle you're pursuing here, a small child might not see the difference.

To avoid further patronization I would steer you to direct points:

1. You jumped in to defend Vic after I C/P'd statements that were just plain LIES. You attacked my person and twice I AGAIN C/P'd his LIES and asked you to show me how my criticism was in error. You refuse to do so and now imply that I am being unreasonable for not allowing Vic a position of "disagreement" on issues. That is a wholesale misrepresentation of the matter. If you refuse to address my criticism of Vic's original post yet insist you can attack me for criticizing it, YOU are the one who should be leaving people alone, not I.

2. You made the positively laughable assertion earlier (as some great wisdom) that an indication someone may not be a TI was a propensity to attack other TI's.

Why did you ignore my response to that? Does this apply to me but not Vic? Did you say that because you wished to introduce yourself to the forum as "I'm going to be the sock puppet for a guy I don't know from Adam"?
