TheAngloAmerican, thanks for this. As a Brit myself, in my view a change in the law does not necessarily change people's attitudes to alcohol overnight, or even over several years. One of the reasons I'm glad I left is all the examples of anti-social behaviour you can witness just walking down the street in broad daylight.
(PS: I think you may have some coding issues with your article - that's a very big image at the top!)

In One high street that I vsited I would estimated the average age was 16. In Chicago it takes just one person to be under 21 for the bar to be closed for the night and their licence would be at risk.

I remember walking to school from the tube in London in the morning and seeing about two or three people a day get arrested for being drunk and disorderly at 7am! It was shocking really!
