Prime minister has cleared the name of tainted telecom Secretary of PJ Thomas  for the post of central vigilance commissioner and rumors are that the secretary paid his way for the post.Central vigilance commissioner is the chief who looks over the corruption charges in the country. But with the inception of the telecom secretary who himself was involved in the biggest scam of the decade in favoring certain companies in 3 G spectrum distribution the nation is questioning the intention of the UPA government and it's seriousness in removing corrption from the country. Some also believe that the orders of making Thomas Chief of CVC came directly from 10 Janpath the residence of UPA president Sonia Gandhi  as congress wanted to play communal card before the state elections to be held in several states in months to come thus overlooking the back ground of the tainted telecom secretary.
The outgoing CV Chief shocked with this inception pointing at the Govt had to say....

A damning indictment and a wake-up call for the entire country. Outgoing head of the country's anti-corruption watchdog outrightly declared that every third Indian is "utterly corrupt".
According to Pratyush Sinha, who stepped down as India's central vigilance commissioner (CVC) on Monday, only 20% of the country's people are steadfastly honest. While he described 50% of the country's population — that's more than half a billion people — as being corrupt on the "borderline", he said, "About 20% of Indians are honest, regardless of the temptations, because this is how they are. They have a conscience." His comments, in an interview given to a financial newspaper, highlight the scale of corruption and the extent to which it is institutionalised in India.

New Delhi:  As the government's decision to appoint PJ Thomas as the new Central Vigilance Commissioner (CVC) sparks off a huge political row, NDTV has accessed a Department of Telecom (DoT) note which puts a question mark on whether the new CVC is in favour of probing the 2G scam.

In the note dated July 10, 2010, the Department of Telecom objects to the Comptroller and Auditor General or CAG's scrutiny of the 2G scam. PJ Thomas was the Telecom Secretary when this note was sent to the Law Ministry, seeking its opinion on the CAG's right to scrutinise the 2G spectrum allocation.
