After the electoral defeat of British Labour party Mayor Kenneth Livingstone in London during the May local elections, conservative local government led Boris Johnson void a cooperation agreement with the Chavez administration. Venezuela was to provide the city of London with fuel for its city buses at a lower fare. In exchange, the London Mayor´s office would advise Caracas on city planning. As Conservative Boris Johnson deemed the oil cooperation agreement unfair on the grounds that London profited from a poor nation,  money was returned to Venezuela in exchange for the unaccomplished venture with Caracas Mayor Juan Barreto. Such return and cancellation was possible due to the loose diplomatic agreement procured by direct local government diplomacy.

Now, Kenneth Livingstone returns to the Venezuelan political scene by advising pro government candidates on local government issues such as policing, vehicle traffick, garbage collection and urban planning. President Chavez has made the coming local elections in November 2008, a test for both his tenure in power and a possible extension in office.

After meeting with President Chavez, Livingstone explained that his team would continue to cooperate with the Venezuelan government despite the  cancellation of bilateral cooperation with Caracas made by Boris Johnson. Ex Major Livingstone said his intention to continue cooperating with the Chavez administration was due to his efforts to work for a new world order. Venezuelan opposition journalist Nelson Bocaranda unveiled that Venezuelan Ambassador to London, Samuel Moncada, was attempting to get further funds for the enhancement of bilateral relations. Apparently, Moncada had identified few British citizen who had been impressed by Chavez and would support him in the UK. Thus, money was needed for such enterprise. Only time would tell whether such odd initiative was true or if it turned into another diplomatic failure of the current Chavez administration in London.

Labor Party member and former London Mayor Kenneth Livingstone met on Wednesday with Venezuelan President Hugo Chávez to assess Caracas's development and accepted to give advice to pro-government candidates for mayors. "President Chávez asked me to continue working with future mayors. I am honored to have been entrusted with the task of advising the candidates," said Livingstone at the end of the meeting, AFP quoted.London Mayor from 2000 to 2008 reported that he talked with Chávez about "the issues that may affect future mayors," for the Socialist United Party of Venezuela (PSUV).

What a ridiculios comment. The British Empire was built on exploitation of weak nations, nothing has changed.
