EXTRA-LEGAL CITIZEN 'TARGETING' - A ROOT CAUSE OF ECONOMIC WOES

NOTE: Since an earlier version of this article was first published, the author has concluded that America's network of some 70 Homeland Security- administered "fusion centers" coordinates and, via U.S. government prime cyber-contractor Lockheed Martin, executes the extrajudicial persecution and financial exploitation of many thousands of Americans...
...citizens who have been unjustly targeted for their politics, their activism, their ethnic or racial background, or because some of those in positions of authority can easily abuse constitutionally suspect programs supposedly devised to fight terrorism and crime.
These programs of personal destruction were spawned or vastly expanded under the presidency of George W. Bush -- but have been allowed to continue under the Obama administration, which has left Bush-Cheney "leave-behinds" in key government positions.
Could government "targeting" of American citizens outside the bounds of the judicial system be one of the root causes of the nation's plunge into a protracted recession?
Victims of so-called "community-based harassment" and "organized gang stalking" claim that federal and local government agencies involved in intelligence, security, law enforcement, and revenue collection, with the forced cooperation of the private sector, have established a network of secret programs aimed at destroying the financial well-being of extrajudicially "targeted" individuals -- many persecuted for reasons of politics, ideology or hate -- who are denied due process of law as their financial resources are systematically expropriated.
These programs allegedly involve the interception of mail; surveillance, interception and alteration of telecommunications, including telephone and internet communications; fabrication of bank, credit card, mortgage, utility and other billing statements; surreptitious manipulation of personal and business bank and mortgage accounts, including serial double-billing schemes and organized identity theft -- enabled by the refusal of local police and federal agents to investigate complaints from "targeted individuals."
Victims theorize that these "programs of personal destruction" are a derivative of past controversial government programs such as Cointelpro and Total Information Awareness. They maintain that the enactment of sweeping laws such as the USA Patriot Act, passed by Congress in the wake of the terrorist attacks of Sept. 11, 2001, has emboldened those who would use the powers of the state to restrict civil liberties and sabotage personal finances as a tool of social control.
In effect, victims say, a secret parallel system of transaction processing has been established for persons targeted by government agencies. Victims allege that the goal is to destroy their capacity to earn a living and to support themselves and their families. They maintain that these "mechanics of personal destruction" closely resemble the tactics employed by pre-war Nazi Germany in its campaign against the Jews and other targeted groups, such as those deemed to be political "dissidents."
Victims charge that these programs also are designed to degrade their physical health, with health care professionals sometimes pressured to cooperate. Citizen vigilantes affiliated with government-funded community policing and "watch" groups are deployed to harass and intimidate those targeted by these government programs, victims charge.
Many victims of extra-legal targeting also maintain that they come under silent attack from a U.S. government microwave radio frequency radiation "directed energy" weapon system that can induce pain, weakness, fatigue, mood changes, injury, illness, and, over time, death -- what victims describe as a "slow genocide."

Silent electromagnetic attacks on "targeted individuals" and their families also provide cover for home intrusions by "black ops" community-based operatives. This cell tower- mounted weapon system, exposed by this journalist nearly three years ago, can irradiate targets with radio frequencies that induce a deep sleep state. Victims say they are "kept under" as intruders rifle through personal files, altering and falsifying records, sometimes leaving behind forged copies of bills that already have been paid. Victims allege that intruders also forge handwritten financial documents such as check stub records -- "disappearing" documentation of payment. The victim thus has no proof of payment when he is double-billed.
This journalist has experienced this kind of heinous fraud multiple times. Cashed checks returned from financial institutions have appeared to be forgeries, written in handwritten that resembles my own -- a tactic used by identity thieves to take over and steal from accounts of their victims. Complaints to financial institutions and to the Philadelphia office of the FBI apparently have been ignored, summarily dismissed as not credible.
Officials in the private sector are believed to have knowledge of some of these programs, since their cooperation is key to the functioning of the system. Victims charge that the government is using national security and the "war on terror" as a pretext to secure the cooperation of corporations and businesses. But they say it's also possible that the civilian overseers of these agencies, as well as civilian operatives, have been kept in the dark about the most nefarious aspects of these programs.
Victims say that government bailouts and supervision of failed and financially troubled investment houses and insurers facilitates financial exploitation by rogue elements of government.
Those who say they have been victimized by these programs are calling upon Congress to immediately convene hearings on unconstitutional, extra-legal abuses of power carried out under the direction of government agencies -- what they see as an unraveling of the American constitutional democracy and a descent into a corporate-fascist police state.

MORE EVIDENCE THAT THIS TARGETED JOURNALIST
IS BEING FINANCIALLY DEFRAUDED, SABOTAGED
BY A ROGUE GOV'T FUSION CENTER PROGRAM
For several years, I have suspected that my phone calls to financial institutions, utility and telecommunications companies and to other business customer service representatives have been intercepted and routed to a special "program" -- and that my calls are answered by impostors, persons who often reveal themselves by their clumsy handling of factual information.
Such is the fate of those who are extrajudicially and unjustly targeted by the multi-agency fusion center network, which, a preponderance of evidence shows, administers "programs of personal destruction" directed at its "targets."
Today I called the phone number of a well-known financial services firm based in the area to inquire about a transaction that supposedly was being researched by a customer service agent to whom I spoke at the end of last week. Another "agent" said he would return the call. When I said, "you do have my number?" this female agent said "the number we have on record for you is...." and she proceeded to give the out-of-state telephone number of a relative who has nothing to do with my account.
I asked the "agent" to repeat the number, which she did. At that point, I said, "Thank you for that information, because you have given me the number of a relative who has nothing to do with my account, and I have reason to believe that I am NOT talking to (the firm)."
The "agent" responded that I must have had a joint account with the person whose telephone number she recited. I told her that I did not.
It is clear that if my call had been answered by a legitimate representative of this financial services firm, my true contact number would come up on the computer screen -- not the number of a relative with a different last name, who has no connection to the matter about which I was inquiring.
However, it is apparent to me that a rogue program out to set me up for financial distress may indeed have the telephone number of a relative on hand.
I plan to once again demand that the FBI investigate whether my finances are being sabotaged by a rogue program whose tactics and methods involve fraudulent and deceptive representations and the assumption of false identities -- in other words, officially-sanctioned IDENTITY THEFT -- perhaps being perpetrated by operatives of illegal, unconstitutional, covert government programs of personal destruction.

PERVASIVE AND PERVERSE IN-HOME SURVEILLANCE:
A TAXPAYER-FUNDED 'TRUMAN SHOW' FOR SICK AND CORRUPT FEDERAL AND LOCAL OFFICIALS AND THEIR DEFENSE CONTRACTOR CO-CONSPIRATORS
My F.C.C. complaint does not address the issue of the apparent pervasive audio and video surveillance that has been directed at or installed within EVERY room of my home, including bedrooms and bathrooms. The fact of this unconstitutional invasion of privacy is confirmed by comments repeated in my presence, or in the form of comments published on websites that I frequent,me by so-called community "gang stalkers." These statements and postings convey information about statements or activities that could only be discerned by surveillance of my premises. These references to conversations and events inside my home apparently are conveyed to community stalkers -- and to cyber-stalkers -- by operatives who monitor this surveillance 24/7.
This is a perverse "Truman Show" scenario financed by taxpayer dollars -- a symptom of a sick police-state cult that operates in Bucks County, PA and elsewhere across the U.S.
The references to this surveillance, repeated in conversations and web postings, often are derisive and pejorative, intended to inflict emotional distress resulting from the realization that target has been stripped of all semblance of privacy.
One community stalker, a total stranger, recently approached me for "advice" on his wife's supposed problems in the bedroom. This is one of the more benign examples of what I am talking about. THIS IS SICK, HEINOUS, AND COORDINATED BY COVERT GOVERNMENT-FUNDED 'OPS.'
I have scanned certain rooms with a hand-held radio frequency detector capable of picking up a range of microwave frequencies. I have detected no radio frequency devices. I surmise that audio and video surveillance either has been hard-wired into my home when the house was left unoccupied, or (more likely) that a sophisticated microwave radio frequency system is capable of penetrating walls and structures to obtain both video images and audio -- based on the same microwave technology that makes possible the harvesting of distant audio at sporting events.
Such surveillance capabilities may be built into the same microwave laser radio frequency directed energy weapon system used to silently attack and impair extra-legally "targeted" Americans. This system is believed to be capable of transmitting and receiving a broad range of radio frequency subcarriers.

I don't know about Vic, but I'm really spread thin, and yes I blame most of it on a secret police state apparatus that's firmly in place to do nothing but hurt us unjustly "targeted" individuals.
I seriously doubt that Vic's self-described articles "dedicated to restoring justice and the rule of law to an America" are having any effect whatsoever on what is really going on.
Vic sounds like he's in la-la land about most of this to me, but I would really love to hear your description of "the real program" batvette.

"Corporate-fascist police state ... " Yea buddy! This is one of your better articles Vic. The only positive about it is that fascist systems are always self-destructing. In the way that you infer in the article, the systematic destruction of those who normally would be the genesis of innovation and creativity (precisely those who are targeted) - causes a generalized "brain drain" and simultaneous destruction of all incentive. The puppet people who readily go along with the system are exactly the kind of people who prefer to do almost nothing (creative) - and to collect a "loyalty check" from the system. Inevitably, such a system implodes in a not very long period of time. Happened in Germany, Italy, and the Soviet Union. Will happen here. Buy canned goods, and when you are sitting in the backwoods forest eating your canned beans ... just remember that the time of salvation - at that point - is near.

FUSION CENTER GESTAPO INTERCEPTS U.S. MAIL, COUNTERFEITS BILLS AND STATEMENTS, RESULTING IN DOUBLE BILLINGS AND EXPROPRIATION OF FINANCES OF EXTRAJUDICIALLY 'TARGETED' PERSONS?
That appears to be the modus operandi of the multi-agency "partners" of the MAGLOCLEN-RissNet fusion center, which covers most of the mid-Atlantic states from his headquarters in Newtown, Bucks County, PA. And this covert expropriation of the finances of "targeted individuals" has corrupted municipal workers and law enforcement throughout county governments under its jurisdiction. Law enforcement refuses to investigate complaints from targeted persons, who are thus exposed to widespread fraud and identity theft -- with the apparent complicity of employees of municipal authorities and corporations who are "partners" in this extrajudicial Gestapo network.

Yeah batvette, but when I read your stuff it doesn't make sense to me. That's why I asked for a "straight" explanation. You don't like gangstalkers, and neither does Vic - I get that much. So I don't understand what your problem with Vic is.
And when somebody can't find a job in his trained and chosen profession, maybe he's even been blacklisted (it still happens), I can understand why he might say his finances have been "systematically expropriated" from him. So, yeah, maybe he needs to find a job doing something else that's in demand right now - maybe a service sector job like cleaning feces off the walls of toilet stalls at the mall - I hear there's a big demand for that.
Do you know if they're planning to tax these comments?

My "problem" with Vic is that I know if we expect the public to take our problem seriously, and support legislation that will protect us, it is imperative they see our stories as those of rational, sincere people.
Vic has self assumed the role of our spokesperson yet his stories are filled with just countless examples of claims that are silly, groundless, full of technical ignorance, displaying obvious symptoms of mental illness, and often just outright dishonesty.
He will tell just enough truth that new TI's come here and defend him until he attacks them for the slightest disagreement with him- as he has already done to you- perfectly playing the persecutory delusional syndrome to a T.
The couple who have stayed on, currently "TI" and "Mark Twain" if I were a gambler I'd bet they were Vic himself or someone working with him.
I expect him to cry "slander" and call me a psy-ops agent but his poor memory cannot erase the countless times I have revealed each and every one of those examples within his articles here, they all remain as evidence and if he denies it I'll go back and produce them and that will be just one more lie.
(most recently he's got an example of claiming microwaves can induce sleep.... even knocking him out at the wheel of a car! absurd. Or claiming that when the air conditioning in his car didn't work the first warm spring day, it was vandalism by perps! or the whole dead battery episode at the airport being the work of an anti-theft system the perps at the Honda dealer installed, supposedly taking over his brakes and transmission mechanically, even though the only interface possible is an ignition cut off- then the "I wasn't inquiring about Naomi Wolf! lie, as seen here:

Most bizarre are the claims that revealing HIS constant flow of disinfo means I or anyone doing so is a "disinfo agent". How is exposing someone else's lies "disinfo"? He may be the single most prolific generator of disinfo on the internet, that new TI's will absorb and repeat to their- and ALL of our, detriment.

Okay, "just-a-TI", pay attention closely to more of the fiction:

The United States has over a million cell sites in operation... but THE GOVERNMENT doesn't own or operate them- over 180 telecommunications companies DO, and even then most of them are on private property leased from individuals or private companies.
Yet he repeatedly calls them THE GOVERNMENT'S CELL TOWERS hoping the unsuspecting will repeat this and be discredited later- he's been informed about this yet keeps repeating the DISINFO.
As for the "weapon" he speaks of he relies entirely on a patent from Raytheon for reference, embellishing it with words like LASER (which he will say assists with a "3d infrared laser targeting grid" YET the sole invention described in said Raytheon patent concerns a directed energy weapon which dispenses with any additional targeting apparatus other than radar utilizing the same HPM source as the weapon itself- directly contradicting his further claims of lasers or cell phones and GPS being employed for targeting. Virtually every journalist since the invention of AIR saves a copy of each of their submissions before publishing, and for two years he has made these claims he is being censored- yet every word of every article and all the comments within of every article he's written here remain today, untouched and complete! If he's being censored by this site or ANYONE he could easily produce the withheld material- and news flash, his off topic rants in comments sections of other media blogs being rejected are NOT censorship.

Well batvette, as you know, it's becoming difficult to distinguish between the government and private corpoations. More and more credible people are calling the Government on it's increasing socialist leanings into traditionally fascist territory.
Credible people understand to write Sprint or Verizon and not "US Treasury" on the check they send to pay their cell phone bill. Credible people can look up property ownership records and see who owns the property the cell tower sits on and who leases it.

The part that reveals Vic's blatant dishonesty is under "Invention Summary" where it describes, as I have said, the purpose of the patent itself is to describe a less complex and costly system which utilizes no outside targeting system or generated signals for same.
One point in Vic's favor - he has that whole RF detector thing going for him. Wouldn't we all be humiliated if it somehow turned out that Vic was right all along about cell tower antenna DEW system?

Several professionals in related fields have tried to explain to Vic that DEW antennas and those found on cell towers are not compatible, as well as the absurdity of the large equipment required of an HPM source of the level required for an effective DEW even beginning to fit in the confines of a cell tower equipment bay which is many, many times smaller. It's as simple as this- try putting a frozen turkey a couple of blocks away from your house and open the door of your microwave toward that direction. Is it going to cook?
What scale of device would be required to do that? Probably a microwave the size of your house. That is more or less what's in the Raytheon patent if you look at its functional block diagrams. This is what vic is claiming would be in the 4 cu ft box in your kitchen. It's absurd on every level.

I am coming to the conclusion that certain powerful security entities think I may have seen something I wasn't supposed to see on Sept. 9, 2001, in Shenandoah National Park -- which could explain why it appears to me that I have been electromagnetically tortured, impaired for a prolonged period, subjugated and largely neutralized. Targeted, perhaps, for slow-kill "executive action."
What did I see? A guy setting up some sort of antenna system off Skyline Drive. When I asked what he was doing, he said he was involved in an amateur radio contest. Around the same time, I saw and heard a group of what looked to me like Arabs blaring Arabic music as they drove near me in a white van with a Enterprise rent-a-car sticker on the rear-view bumper, and Virginia plates.
Maybe that guy WAS a ham radio enthusiast. Maybe. I don't know. I've no further information. I observed -- and after 9/11 happened, I reported, as a patriotic American trying to fight "terrorism."

I went downstairs to watch TV, and soon after experienced a severe attack, with ear-ringing and severe, penetrating head pain. The severe pain quickly ebbed, but left me staggering and woozy.

TERRORIZED IN MY OWN BEDROOM -- AGAIN.
Once again, I have awoken to clear evidence that an intruder entered our bedroom as we slept, reached within inches of my wife and I, and placed an item that had gone missing (a small LED flashlight) into a side pocket of the knapsack that was under the bed.
I am certain the flashlight was not in the knapsack, which I had thoroughly examined just before going to bed last night. I had mentioned to my wife that the flashlight had gone missing; it appears this comment was picked up by the surveillance gear that apparently has been activated within my home.
(Is it hardware, or some kind of microwave surveillance beam that may be incorporated into the government's microwave laser radio frequency directed energy weapon system installed on cell towers throughout the nation? I am starting to suspect the latter, but it is just a suspicion at this point.)
Several weeks ago, an intruder put insecticide into our dryer, causing me to be overcome with noxious fumes when I used the appliance.

I still don't know how an intruder is getting into the house, although I have observed marks and gouges in the woodwork and caulking near window locks, a possible indication that a window lock jimmying shim may have been used to open a window lock from the outside. I do know these intruders are expert in defeating any sort of door lock.
I do not believe a police-protected community stalking intruder would come so close to a sleeping "target" without knowing that the target was immobilized via radio frequency to ensure he would not awaken.

TERRORIZED AGAIN OVERNIGHT. WHEN WILL RESPECT FOR THE RULE OF LAW RETURN IN A FUSION CENTER- CORRUPTED AMERICA?
Another morning of terror in my own house -- another day I discover clear evidence that someone has been inside my house, tampering with my consumables, as I slept.
As I went to make the morning coffee, I noticed that a canister full of beans, kept on a counter near the coffee maker, had gone missing. After checking the pantry and several other places, I opened the dish washer and found the plastic canister had been placed upright on the bottom rack, with the top placed on the top rack. It had been emptied. But the beans were not in the trash.
I had put some dishes into the machine the night before. I know for certain that this coffee bean canister was not in the dishwasher. We NEVER put plastic items in the bottom rack. I also know for certain that the canister had been refilled the day before by my wife, who put it in its usual place, on the counter.
Okay, one might say, not so terrible. At least this time they didn't poison my consumables -- as I am sure has happened in the past.
No, it is terrible. It is TERRORISM. Almost every day, I find signs that my home has been entered. I have changed the locks. I have put dead bolts on the doors. And still intruders enter to vandalize, terrorize, or just to do some mischief such as emptying out a coffee canister and hiding it in a different spot.
THE INTENT HERE IS TO TERRORIZE -- TO COMMUNICATE TO THE TARGET THAT HE HAS NO PRIVACY, THAT HE IS NOT SECURE ANYWHERE, EVEN IN HIS OWN HOME.
The police will not investigate, despite the fact that the police chief indicated his knowledge of what was being done to me in a personal meeting I had with him a year ago. I've spent a lifetime interviewing officials and ordinary people; I believe this public official is empathetic, but that he has been waved off my case by federal authorities. I have no proof of that -- but I believe it.

Over the years I've found melted containers of ice cream in refrigerator, should have been in freezer. Found unopened can of soup in refrigerator, should have been in cupboard. Found loaf of bread in refrigerator, should have been in breadbox. Found can of coffee in refrigerator, should have been on counter. Found mail in refrigerator, should have been in the pile of mail. Incidents such as the above have been occurring for SIX years now... I have reason to believe persons who reside on this block may have direct knowledge as to who is committing these home intrusions and vandalism. I have informed local law enforcement. And yet these home intrusions continue.
