Force of law is needed. The UN needs to be reformed the veto rights abolished and the UN needs more power once fully democratized.

Paschen I couldn't agree more. Unfortunately, those permanent members on the security council will never agree to that. The UN in its present form is ineffective. While some of its agencies do good work throughout the world, others seem completely impotent. I could write a book on some of the incompetence I saw in Bosnia.
