Sri Lanka Air Force (SLAF) bombers that attacked the hamlet of Internally Displaced Persons bordering Piramanthanaa'ru and Uzhavanoor in the early hours of Saturday have deployed Russian made ODAB-500 PM cluster bombs in their indiscriminate attack that killed three civilians, including a child, eyewitnesses told TamilNet's Vanni correspondent on Saturday. Seven children were among the wounded. Colombo's use of cluster bomb comes as more than 100 countries are scheduled to meet in Oslo on Wednesday to sign a treaty banning the use of cluster bombs.
The indiscriminate bombardment has destroyed more than 29 shelters of the IDPs within the 'secure zone' announced by Colombo government a few weeks ago.
Fuel-air explosives, referred to by the Russians as ODAB-500 weapons dispense a cloud of fuel near the ground that mixes with the air. Ignition produces a heightened explosive effect. The ODAB (volume-detonation free-fall bombs) types were extensively used by Russia during the second Chechnyan war.

this is a fragmentation bomb and not a cluster bomb. ltte is a banned terrorist movement by the EU, US and many more territories, and tamilnet is it's mouthpiece and nothing more. The pictures given by tamilnet of this bomb and the serial numbers shown in those pics identify this as a fragmentation bomb.

The LTTE use the innocent tamil people as a human sheild ... They even used Madu Church as a Artilary platform ... Red Cross and UN has told to release the Tamils but LTTE is not willing to do that so they can use them as a sheild...

Development
The ODAB-500 PM bomb has been developed by Russia to provide the Russian Air Force with a high-speed low-level attack fuel-air explosive weapon for use against troops and material in the field, minefield clearance, parked aircraft and other exposed soft targets. When development took place is unclear, but from Russian documentation released in the early 1990s it is evident that the bomb follows the same basic design of the RBK family of cluster bombs developed by Russia in recent years. The designation letters ODAB stand for obyomno-detoniruyushchaya aviatsionnaya bomba meaning 'volume-detonation aircraft bomb'. The designation numbers refer to the bomb size category, and any further letters usually signify special applications or modification state. The bomb has been designed to withstand the high g forces encountered by combat manoeuvres of high-speed attack aircraft, and are fitted with standard Russian spaced suspension lugs. The ODAB-500 PM bomb is believed to have been cleared for carriage on MiG-21 'Fishbed', MiG-27 'Flogger', MiG-29 'Fulcrum', Su-17 and Su-22 'Fitter', Su-24 'Fencer', Su-25 'Frogfoot' and Su-27 'Flanker' aircraft of the Russian and allied air forces.
