Galveston mayor says FEMA delays slowing recovery

FEMA's inefficient way of evaluating whether homes are habitable has delayed thousands of residents from returning to Galveston, the city's mayor said Friday.

"We asked them to reduce the process to two days," she said. "They inspect homes and go back to Houston to complete paperwork. I'm saying give (inspectors) hand-held computers and assess the damage right there."
this story is particularly newsworthy because Galveston's mayor is explaining to FEMA that they should be using hand-held computers (and she's 78 years old, she's a grandmother).
