garbage can temporarily out of service

So the story is that there's a garbage strike in Toronto, but I love the idea that an object with no moving parts can be "out of service". Usually that phrase refers to escalators or trains or vending machines, not a completely stationary object whose function is to temporarily hold stuff. In fact, the object is not out of service at all; the service is out of service.
