A virulent form of government-enabled domestic terrorism is destroying the lives of citizens across America.

Victims of so-called organized "gang stalking" or "community stalking" charge that the rule of law has broken down nationwide at the hands of state-supported vigilantes -- operating under the cover of citizen community policing and neighborhood watch corps and business-related anti-terrorism programs, supplemented by municipal workers and members of private and fraternal organizations.

A nationwide network comprised of these citizen groups, funded and apparently overseen by elements of government at multiple levels, is the mechanism of extrajudicial targeting and punishment that victims say is dispensing officially tolerated "vigilante justice" -- a bypass of the judicial system and the rule of law.

Many web sites in the U.S., Canada and other industrialized nations chronicle this horror. But victims say the tentacles of this domestic terrorism extend well beyond the so-called "street muscle" comprised of gang-stalking local vigilantes and self-styled soldiers of fortune.

Victims of this extrajudicial punishment network -- what some have termed "the torture matrix" -- maintain that its operatives are acting as judge, jury and executioner for what amounts to an evil shadow government. So-called "targeted individuals" -- and by extension, entire families -- are subject to physical assault and psychological and physical harassment that victims say amounts to officially-sanctioned domestic torture. Some victims have moved to other cities and towns seeking a safe harbor -- but they say the persecution recurs in their new locale.

"It appears to be a nationwide network that attracts extremists as well as law-and-order types and people connected to public safety such as firefighters, utility workers, police auxiliaries, retired police and military officers, and even their family members, including children and teenagers," says one victim, who says he has been "gang stalked" for several years. "I doubt it could exist without some people in positions of power looking the other way."

Even some regular, uniformed police are reported to have been intimidated by this network of extrajudicial punishment -- described benignly by its defenders as a social "control" mechanism.

Victims say that they are physically harassed and relentlessly stalked, whether they travel on foot or in vehicles. GPS devices are secreted in their cars or cell phones. When a "target" enters a designated "node" area -- whether near or far -- the local vigilantes in that area receive a signal on their GPS or cellphone devices, often accompanied by a read-out of commands from the "team leader," specifying what kind of sadistic psychological terror and harassment to dish out.

The stalkers then "swarm the target," whose GPS beacon shows up on their GPS device screens in a distinct pattern that stalkers call "the crown of evil" -- since they have been indoctrinated to believe that their prey are "terrorists" or criminals or social deviates who have committed terrible acts.

The stalkers typically ride the target's bumper, drive recklessly or intrusively, causing near-accidents. On foot, the stalkers approach their targets in public places such as stores or libraries. They come ever closer, invading the target's personal space. The intent: psychological intimidation, an attempt to provoke or fabricate a contrived confrontation -- so-called "street theater" -- that later can be used as "evidence" that the target is "mentally unstable."

Stalkers also surreptitiously enter their targets' homes and vandalize property, from autos parked in garages to appliances, furnaces, plumbing systems, even personal items of clothing. The intruders play sadistic psychological mind games on their targets, such as rearranging or hiding their possessions -- what the gang stalkers call "gaslighting," after the classic Ingrid Bergman film in which an evil husband uses trickery and deception in an attempt to convince his wife that she is going crazy. (Like many gang stalking victims, she figures it out in the end.)

Targets of the "torture matrix" find their privacy is constantly invaded by way of pervasive surveillance of all electronic communications, which often are tampered with or altered in transit. Both video and audio "bugs" are planted in targets' supposedly private residences.

Information gleaned from surveillance, such as details of private conversations, is funneled to the street stalkers -- who then repeat these "directed" comments within earshot of the target -- a form of psychological harassment intended to provoke anxiety and fear.

The sophistication of the surveillance leads victims to conclude that gang stalking is the local component of an expansive covert executive program of social control, physical harassment and torture overseen by federal military, security, intelligence and revenue agencies outside of the purview of Congress or the courts.

A host of government programs sold to Congress as "tools" with which to fight terrorism and drug trafficking are employed to destroy the financial well-being of targeted persons and their families. Victims report their mail is intercepted and financial accounts and billing statements are fabricated and altered. In effect, targets and their families are covertly segregated into a parallel system of transaction processing established with the apparent cooperation of private companies. Victims view this gradual expropriation of their personal wealth and the destruction of their ability to support themselves and their families as "social genocide."

"This financial exploitation and manipulation of our accounts and records fits the dictionary definition of fascism -- authoritarian bureaucrats working secretly with the private sector to neutralize and destroy people they regard as undesirable, or as 'dissidents' who may stand in their way," says one victim, a journalist who says his career, finances and physical health have been decimated.

Targets of this extrajudicial punishment network and their families also come under relentless physical assault, according to victim accounts, by way of hi-tech equipment such as "directed energy weapons" (D.E.W.) which emit silent bursts of radiation -- microwaves, x-rays, sonic frequencies, and scalar electromagnetic waves that produce variable amounts of precision-targeted energy when "triangulated" on a target.

The attacks are delivered via terrestrial and satellite electromagnetic energy, using "phased array" antenna systems installed on cell towers -- an offensive weapon system hiding in plain sight in neighborhoods and along highways nationwide.

The "ray gun" of science fiction is now a reality of stealth warfare, and has been insidiously deployed as a means of government-imposed enslavement of civilian populations.

The government describes such weaponry as "non-lethal." In fact, experts familiar with radiation weaponry say these devices can be used to torture, inflict bodily harm, induce illness, fatigue, weakness, excruciating pain and injury -- or to kill.

A recent article on the Wired.com magazine "Danger Room" blog site discusses a court document said to indicate that the U.S. Secret Service is involved in the development of directed energy weapons technology. "This is torture that's happening right here, in American cities and towns," says an alleged victim. "But it's like pre- World War II Germany; people refuse to believe that such abuses could happen in a civilized society. But it is happening. And I'm convinced that some local and federal authorities not only have knowledge of this extra-legal targeting, but are providing funding and direction.

"I know the FBI knows about it, because I've been down there several times over the past two years to report it." He says he knows of no formal investigation, despite his offers to cooperate.

"I'm not saying they know of the worst abuses, such as using microwaves on targeted persons to degrade their health and make it impossible for them to earn a living. But they must know that these citizen patrols are doing a lot more than just cruising around the neighborhood."

Citizens who have reported abuses say their complaints are typically ignored -- or that authorities insinuate their claims are figments of their imagination, or are a manifestation of a mental illness such as paranoia.

"That appears to be part of the M-O," says one victim. "You haven't done anything wrong, so they can't charge you with a crime. So they attempt to make it look like you're crazy. That's how they marginalize people who don't fit in with their world view." The victim says it's possible that local law enforcement has been "co-opted" by a variation of "the big lie."

"Higher-ups come in and say, 'We've identified this person as a threat.' What are they going to do? They're going to go with the program, especially since a lot of their funding comes from outside the community."

This victim believes the vigilante network is a convenient way for those in power to dispense with persons or groups of people they simply don't like or regard as undesirables, or whose political or social views do not hew to what they consider the established order.

Victims allege that the crisis in the mortgage and credit markets may have been worsened by these "programs of personal destruction," which they say are sapping the financial well-being of individuals and families without benefit of the right of due process. Making available "easy credit" is a primary tool that puts targets and their families on the road to financial ruin, victims maintain.

Some wonder whether these extrajudicial programs didn't help spawn financial crises in the first place. "We haven't had these kind of widespread financial woes for generations," a gang-stalking victim said. "You have to wonder if these programs weren't a blueprint for an ideologically-motivated purge."

Officials at agencies looking into mortgage and credit market problems may have had long-standing knowledge of these programs, according to victims, who are calling on Congress to investigate.

"The issue of state-supported vigilantism and extrajudicial control and punishment represents an assault on our judicial system that makes Watergate look like the third-rate burglary that it started out to be," says one victim. "Since government agencies appear to be involved in funding these programs, it's up to Congress to investigate, to use its powers of oversight to ensure that democracy and the rule of law prevails, not the law of the jungle."

The network of programs and policies that are circumventing the judicial system, violating constitutional rights and meting out vigilante justice might collectively be termed the mechanics of personal destruction -- a blueprint for political and social dominance crafted by those who would use the institutions of government as a tool of ideologically-driven social engineering.

This powerful apparatus appears to exist under the radar of most elected members of Congress and officers of the judicial system. They refuse to consider that these programs, over time, have adopted the of methodologies the East German Stasi, the KKK of the old South, and the Gestapo of the Nazi Third Reich -- and that the "targets" include innocent American citizens tagged by someone in a position of power as a "troublemaker," perhaps a whistle-blower, a political "dissident" or falsely slandered as a "social deviate."

Victims say the rise of this "American Gestapo" represents the victory of neo-fascism over democracy -- achieved under the guise of "national security" and "keeping America safe." They say that in the face of mounting evidence of widespread abuses, even those who identify themselves as liberals and progressives often naively insist that "it can't happen here."

Victims charge that extrajudicial targeting and punishment is destroying our democracy. They maintain that untold thousands, if not millions, of individuals and families are being irreparably harmed by this "social genocide." Some call it a "silent holocaust" due to its clandestine nature and the use of silent, invisible radiation weapons technology to achieve its horrific goals.

I will explain the loose end comment, but I think you understood what was meant before your "twist". Loose ends would be cleaned up by your employer, not wanting *you* or anyone else to reveal what you know about whatever *this* is.

I, on the other hand, not only welcome but encourage your disclosure of any or all information that you have.

After being tortured for years, It is more than obvious that I am not an *internal threat* to anyone, although the crooks that started this against me would want you and the community to think otherwise.

I was told early on by one of the people who became involved that I was being "set up", but at the time, I had no idea what they meant.

Gang Stalking is a nationwide phenomenon that started in the early 1990's. It is the new FBI COINTELPRO. The term gang stalking yields 300,000 hits on Google. Much of this is classic FBI disinformation. However, there is other evidence that proves that this is not just an internet conspiracy theory.

I spoke with two victim helpline advocates at the National Center for Victims of Crime “NCVC” in WDC. Hundreds of calls a month on gang stalking are currently being received

complaining about organized gang stalking nationwide. This is 10% of NCVC’s national call volume. On 10/30/08 I spoke with the Director of Victims Services at NCVC and he acknowledged the problem. He said no assistance or referrals were being offered to the complainants. He agreed to send me statistics on gang stalking from NCVC’s internal records. First he had to clear it with DOJ which holds a property right to the information per a clause in NCVC'c federal funding contract. The next day the Executive Director Ms. Leary e-mailed me denying my request. NCVC'c number is 800-394-2255. Gang Stalking has been brought to the attention of several persons in Congress including representative Royce.

House Resolution 1026 of the 109th Congress, introduced by representative McKinney, called for a re-opening of COINTELPRO investigations. The FBI has been abusing its unchecked powers for too long.

Thank you. As I wrote in a comment in another of my articles, my communications are subject to not just constant surveillance 24/7, but my email often goes unanswered and I believe in some cases the content of email that is transmitted has been altered. So this blog is one of only a few ways I cam communicate and know that my message is not altered, and is getting out.

Please consider filing a class action suit on behalf of all persons similarly affected. You can use my case as a prime example. I went to the Philadelphia office of the FBI about four times over the past couple of years. I requested a civil rights investigation, having read that the FBI is the intake mechanism for such requests. I was told there is nothing they can do, but they took down my account and said if they determined there was a need to follow up, they would get back to me. That hasn't happened.

The last time I made a personal visit, a special agent who is also the media liaison asked if she could take my picture. I said, go ahead, I used to be on television, I had my picture taken publicly all the time. She took the picture, then had an armed guard escort me down the elevator and out the building. I was humiliated. Even the guard seemed to empathize when I said to him, "This is how your people were treated in the South during the civil rights struggles. This is wrong."

I cannot even know for sure that the people I call on the telephone are actually the people I am trying to reach, because I believe my calls have been intercepted in the past and answered by operatives posing as my intended correspondents. The same applies to my calls to business customer services reps, utilities, and banks.

As I mentioned in my story about "Government Targeting of U.S. Citizens a Root Cause of Financial Crisis," a parallel system of transaction processing has been established for so-called "targeted individuals." My bills and statements look like counterfeits. Each bears certain characteristics that indicate they are being custom-fabricated on computer and printed on inkjet or laser printers. If I could meet with you personally (and know it's you and not someone posing as a friendly advocate) I could show you the tell-tale signs.

Utility company personnel seem to be involved in this community/gang stalking, perhaps through various state-sponsored citizen volunteer programs involving community policing and business-related anti-terrorism programs.

Tonight, I was "motor-stalked" by several cars with New Jersey plates. When I went to a local "Target" store, several people whom I recognized from earlier stalking encounters approached and stood directly next to me, staring at the merchandise but not moving from my immediate "space." I said to one woman, "Oh, I'm a store mobber, too. You'd be surprised what people know." She seemed taken aback. She didn't say, "Mister, what are you talking about," which is the response one would expect. Instead, she laughed nervously, and then walked away.

Another man approached me holding his car key sticking out the way someone would wield a knife. I said, half-joking, "Don't stab me." In a thick Eastern European accent, he said, without skipping a beat, "You must feel guilty." He gave me a smirk that I found disconcerting.

I believe he was a stalker. And yes, these encounters are terrifying. I do fear for my safety and that of my family. These incidents have happened in PA, Delaware, New Jersey, New York, Maryland, and Washington, D.C. -- everywhere I go. So it's interstate -- AND THE FBI WON'T STOP THE STALKERS AND THE PHYSICAL HARASSMENT (that I would call TORTURE). Could programs with which they are involved to varying degrees be complicit?

I also continue to be assaulted by directed energy (read: "radiation") weaponry (DEW), either directed at my home, or planted within. As someone who has worked around powerful microwave transmitters, I am familiar with the physiological effects. Again, if I complain, I risk being written off as delusional. DEW makes possible "the perfect crime," silent and potentially lethal, leaving few tell-tale signs. An article in the FBI Law Enforement Bulletin's April 2008 edition provides an authoritative review of the capabilities of DEW. (For more, see my article on D.E.W. within my channel.)

This is not just "electronic harassment," as other victims call it. This is TORTURE, a form of slow GENOCIDE.

I don't think the vehicle stalkers are the same people doing the DEW squads. There seems to be plausible deniability built in at every level.

Victims are kept isolated from each other by the communications intercepts, undercover impostors, and the harassment of stalkers, in cars and on foot, and constant vandalism of personal property. They have even entered my home when I was unaware and have ripped my clothing, placing holes and tears in garments. Other victims have written about this; I haven't, until now, because people just don't want to believe this could go on in America. It can, and it does.

This is STATE-SANCTIONED TERRORISM. It's gotten worse since the beginning of the Bush administration -- but I strongly believe, based on my experiences and my review of literature, that what's happening now derives from programs in existence for many years in the intelligence/security/military complex, programs like MK ULTRA and Cointelpro -- dating back to the post-war era of the 1940's and '50s.

Again, my visits to the FBI resulted in a reduction in the INTENSITY of radiation attacks, and a reduction in obvious signs of food and water contamination, such as a metallic taste and visible fecal matter in our drinking water. But such assaults -- crimes against humanity -- did not cease. They continue to this day.

And if I persist in reporting this to the authorities, the modus operandi is for them to regard me as "delusional" or mentally impaired. But it won't work. Too many people know the truth. Too many people have been victimized, and the "good people on the inside" are starting to do the right thing -- finally.

I haven't gone into detail, but the radiation and instances of poisonings have adversely affected my health, in ways that are palpable. When I have sought health care in the past, in certain ways thing seemed to get worse, due, I believe, to infiltration of the health care system by the persecuting forces. My experiences indicate that "community stalkers" have infiltrated the health care system -- even nursing homes habitated by family members of victims of this extrajudicial targeting.

Any civil liberties attorneys who read this (others, please send them this link): Please take on this cause -- not just for me, but on behalf of the untold thousands nationwide who are also being persecuted and victimized. I have read that journalists are a prime target for surveillance and neutralization. Many of my colleagues may be subject to such surveillance, perhaps even silent radiation attacks, and not know it.

To my colleagues: They decimated my successful career four years ago. I am fighting not just for my career, but for my life, and for the well-being of my family.

If they can do this to me, YOU and your neighbors may be next.

As I note in my website articles, the persecutors who gang-stalk, harass and torture aren't merely a few rogue actors. They apparently are part of a well-funded, organized nationwide apparatus. And their victims very well may number in the thousands nationwide -- perhaps tens of thousands or more.

After all, the government itself has estimated that its so-called "terrorist watch list"' contains nearly a million names, hundreds of thousands of them American citizens. It's not unreasonable to assume that many innocent Americans have been negligently placed on that list, and that some of them are subject to harassment and torture committed by the vigilantes who are the ground muscle of organized community/gang stalking.

My experiences and reporting indicate that the tormentors are linked together under the umbrella of various government-funded volunteer community policing and business-related anti-terrorism organizations.

These vigilantes appear to have access to surveillance being conducted on their targets, which is how they know where victims are going -- and how the tormentors are able to direct comments within your earshot referencing private conversations.

Their communications apparently are facilitated by means of official law enforcement networks. My experiences indicate that law enforcement not only has knowledge of these activities, but that some sworn officers and their families may be directly involved. So this appears to be a true "American Gestapo," a police state created by ideologues under the aegis of federally funded programs, with local law enforcement as their willing pawns.

The good news (and there hasn't been much for me, as this has been going on for about five years now) is that the "good people on the inside" are aware of what's happening and are funneling reports and information "up the line." Just as we are being surveilled, so too are the actions of the rogue officials, the stalking enforcers and the street muscle being monitored and recorded. It is now only a matter of time before justice is done. It's my belief that the first to fall will be the local and state officials who are aware of what's happening and have stood by and done nothing.

For these crimes against humanity to be fully exposed, Congress must get involved. I don't believe these agencies can reform themselves totally from within. Congress must investigate the civil liberties abuses committed under the pretext of "keeping America safe." What's needed is a 21st century version of the Church Committee, which probed the abuses of the Nixon administration, leading to some reforms (but apparently, not enough was done to prevent official misconduct and abuse of power).

As for our national politics, I wonder whether directed energy weaponry hasn't already been used to impair political "enemies." I have raised this possibility in my article on directed energy weapons. Are some of the some of the signs of DEW attacks, such as radiodermatitis, the sudden appearance of brown "freckles," constant skin rashes, etc., showing up on political leaders? I have observed with concern Barack Obama's aging over the past year.

The D.E.W. assaults continue; some devices may have been secreted on our property. Early on, I believe the atmosphere in our living quarters was fouled late at night, causing us to wake up coughing, and our food and water have been subject to poisoning. At one point, flecks of fecal matter were visible in our drinking water for about a week, until I called to complain to municipal authorities. Even now, at times the water seems "greasy" as if it has been tainted with an oily substance.

These are crimes against humanity being committed by "locals" with the apparent aid and comfort of some people in positions of authority. And if you complain, they will try to have you declared mentally ill and may take steps to have you "marginalized."

So don't think for a moment that these things are just the work of some local cultists. Yes, the neo-Nazis, extremists and skinheads are involved -- but my experiences indicate that these criminals have accomplices in powerful places.

I've been reluctant to share my personal account with others, because many of the web sites dedicated to the subject are replete with disinformation and may be intended to further the persecution under the cover of "helping" victims "cope." The physical abuses have taken a toll on my health, but I can't go for medical treatment because it's been my experience that some of these "vigilantes" have jobs in health care, and, true to the "community stalking" label, they seem to show up wherever I go.

So let's hope that critical mass is here and that those with inside knowledge will decide to do the right thing and get on the right side of the law and humanity. If they don't, they'll be among those who go down. Hitler, Himmler, Goebbels, Goering thought they'd get away with their genocide. This American genocide is being exposed. It maybe too late for some of us who've been physically harmed, but perhaps our progeny can be saved if we keep up the pressure -- and if those "good people on the inside" act like true patriots and adherents to the Constitution and stop enabling the evil forces of neo-fascism.

I believe my years of investigative reporting caused some entity to seek to neutralize me. Indeed, such targeted social persecution appears to be the underlying purpose of the gang stalking apparatus. I am sorry to report that for nearly the past five years, they have succeeded. But as long as I have a single breath left, I will fight this evil and I hold out hope that good will prevail.

The New York Times created a stir and triggered alarm recently when it reported a granite kitchen counter in an upper-New York state woman's home was found to emit radiation at 10 times the level found elsewhere in her house.

She had the countertop ripped out. It was tested and found to contain high levels of uranium, which releases radon gas as it decays.

The U.S. Environmental Protection Agency was later asked whether there is a danger of radon gas or radiation being emitted from granite countertops.

I personally have had several small furry animals die an early death potentially over their exposure to RADON gas. This has been absolutely detrimental to me soul, and the souls of my children. My email is not drawing consistent responses so I cannot rely on it. There appears to be an effort to silence me, isolate me and to deprive me of my right to pursue my career and to earn a living. Did I also mention that I am still under physical assault via DEW devices?

If there are any civil liberties lawyers read this: HELP. The people who have contacted me recently tend to me entrapment agents. I need legal assistance. As I have mentioned in previous posts, my efforts to secure assistance have been unsuccessful. It appears that some entity fouls my path even before I get a chance to tell my story.

A reputable and skilled civil rights attorney should file a class action suit on behalf of the thousands who are being similarly victimized nationwide, possibly in every state and county of the U.S.

Scrivener, Thank you for speaking up -- thank you for telling the truth... For the naysayers, you are either ignorant or a part of the process, which even my 87-year-old, conservative, skeptical father has admitted is sadistic and cruel. When you begin to experience these things, reality will be like a slap in the face (or much worse). The following from a Holocaust memorial not far from Quincy Market in Boston seems apt (attributed to a Lutheran pastor, Martin Niemoller):

"In Germany they came first for the Communists, and I didn't speak up -- because I wasn't a Communist. Then they came for the Jews, and I didn't speak up -- because I wasn't a Jew. Then they came for the trade unionists, and I didn't speak up -- because I wasn't a trade unionist. Then they came for the Catholics, and I didn't speak up -- because I was a Protestant. Thank you. But also, please credit "the good people on the inside" who are making it possible for me to continue to communicate (but not without daily obstacles being placed in my path).

These true patriots have kept me alive -- literally -- but not before damage was done, physically and professionally. I would be proud to assist in their efforts to uphold the Constitution and to preserve our freedoms while still "keeping America safe."

Some people have told me I shouldn't get so personal in my comments, because I am hurting my career. I don't see how telling the truth can hurt -- especially when I have nowhere to go but up (or out).

The day of reckoning is near. These are nationwide programs. Every community in America -- EVERY city, town, county and township, whether urban or rural -- is infected with this vigilantism. The naivete of well-meaning but co-opted public officials allows this cancer to grow, facilitated by the usurpation of local control and authority by federal operatives who control the funding mechanism of law enforcement.

Maybe it's time to re-assert "state's rights." Big government certainly seems to make matters worse.

Vice President-elect Biden, for example, boasts of his support for federally-funded community policing programs. And much good has been done. But some of these very programs, involving the recruitment of citizens for "community watch" patrols and business-related "anti-terrorism" campaigns, have been transmogrified. These organizations are now the street muscle of the American Gestapo, providing aid, support, and a nationwide communications network (Google "RISSnet").
