• Pervasive NSA surveillance of the public and journalists just baseline program for array of extrajudicial abuses -- organized community watch "gang stalking,"  financial expropriation, and "slow genocide" via silent, invisible microwave and laser radiation weapons and devices.

• Cell tower- based microwave/laser radiation weapon systems used to silently and covertly torture and impair "targeted" citizens.

• Congress:  Probe electromagnetic torture, impairment and terroristic vigilante harassment of unconstitutionally "targeted" Americans and their families.

• A cause of the crisis in the mortgage and credit markets?

GET POLITICAL w/ VIC LIVINGSTON

A virulent form of government-enabled domestic terrorism is destroying the lives of citizens across America.

Victims of so-called organized "gang stalking" or "community stalking" charge that the rule of law has broken down nationwide at the hands of state-supported vigilantes -- operating under the cover of citizen community policing and neighborhood watch corps and business-related anti-terrorism programs, supplemented by municipal workers and members of private and fraternal organizations.

A nationwide network comprised of these citizen groups, funded and apparently overseen by elements of government at multiple levels, is the mechanism of extrajudicial targeting and punishment that victims say is dispensing officially tolerated "vigilante justice" -- a bypass of the judicial system and the rule of law.

Many web sites in the U.S., Canada and other industrialized nations chronicle this horror. But victims say the tentacles of this domestic terrorism extend well beyond the so-called "street muscle" comprised of gang-stalking local vigilantes and self-styled soldiers of fortune.

Victims of this extrajudicial punishment network -- what some have termed "the torture matrix" -- maintain that its operatives are acting as judge, jury and executioner for what amounts to an evil shadow government.  So-called "targeted individuals" -- and by extension, entire families --  are subject to physical assault and psychological and physical harassment that victims say amounts to officially-sanctioned domestic torture.  Some victims have moved to other cities and towns seeking a safe harbor  -- but they say the persecution recurs in their new locale.

"It appears to be a nationwide network that attracts extremists as well as law-and-order types and people connected to public safety such as firefighters, utility workers, police auxiliaries, retired police and military officers, and even their family members, including children and teenagers," says one victim, who says he has been "gang stalked" for several years. "I doubt it could exist without some people in positions of power looking the other way."

Even some regular, uniformed police are reported to have been intimidated by this network of extrajudicial punishment --  described benignly by its defenders as a social "control" mechanism.

Victims say that they are physically harassed and relentlessly stalked, whether they travel on foot or in vehicles.  GPS devices are secreted in their cars or cell phones.  When a "target" enters a designated "node" area -- whether near or far -- the local vigilantes in that area receive a signal on their GPS or cellphone devices, often accompanied by a read-out of commands from the "team leader,"  specifying what kind of sadistic psychological terror and harassment to dish out.

The stalkers then "swarm the target," whose GPS beacon shows up on their GPS device screens in a distinct pattern that stalkers call "the crown of evil" -- since they have been indoctrinated to believe that their prey are "terrorists"  or criminals or social deviates who have committed terrible acts.

The stalkers typically ride the target's bumper, drive recklessly or intrusively, causing near-accidents.  On foot, the stalkers approach their targets in public places such as stores or libraries.  They come ever closer, invading the target's personal space.  The intent: psychological intimidation, an attempt to provoke or fabricate a contrived confrontation -- so-called "street theater" -- that later can be used as "evidence" that the target is "mentally unstable."

Stalkers also surreptitiously enter their targets' homes and vandalize property,  from autos parked in garages to appliances, furnaces, plumbing systems, even personal items of clothing. The intruders play sadistic psychological mind games on their targets, such as rearranging or hiding their possessions -- what the gang stalkers call "gaslighting," after the classic Ingrid Bergman film in which an evil husband uses trickery and deception in an attempt to convince his wife that she is going crazy. (Like many gang stalking victims, she figures it out in the end.)

Targets of the "torture matrix" find their privacy is constantly invaded by way of pervasive surveillance of all electronic communications, which often are tampered with or altered in transit. Both video and audio "bugs" are planted in targets' supposedly private residences.

Information gleaned from surveillance, such as details of private conversations, is funneled to the street stalkers -- who then repeat these "directed" comments within earshot of the target -- a form of psychological harassment intended to provoke anxiety and fear.

The sophistication of the surveillance leads victims to conclude that gang stalking is the local component of an expansive covert executive program of social control, physical harassment and torture overseen by federal military, security, intelligence and revenue agencies outside of the purview of Congress or the courts.

A host of government programs sold to Congress as "tools" with which to fight terrorism and drug trafficking are employed to destroy the financial well-being of targeted persons and their families. Victims report their mail is intercepted and financial accounts and billing statements are fabricated and altered.  In effect, targets and their families are covertly segregated into a parallel system of transaction processing established with the apparent cooperation of private companies.  Victims view this gradual expropriation of their personal wealth and the destruction of their ability to support themselves and their families as "social genocide."

"This financial exploitation and manipulation of our accounts and records fits the dictionary definition of fascism -- authoritarian bureaucrats working secretly with the private sector to neutralize and destroy people they regard as undesirable, or as 'dissidents' who may stand in their way," says one victim, a journalist who says his career, finances and physical health have been decimated.

Targets of this extrajudicial punishment network and their families also come under relentless physical assault, according to victim accounts, by way of hi-tech equipment such as "directed energy weapons" (D.E.W.) which emit silent bursts of radiation -- microwaves, x-rays, sonic frequencies, and scalar electromagnetic waves that produce variable amounts of precision-targeted energy when "triangulated" on a target.

The attacks are delivered via terrestrial and satellite electromagnetic energy, using "phased array" antenna systems installed on cell towers -- an offensive weapon system hiding in plain sight in neighborhoods and along highways nationwide.

The "ray gun" of science fiction is now a reality of stealth warfare, and has been insidiously deployed as a means of government-imposed enslavement of civilian populations.

The government describes such weaponry as "non-lethal."  In fact, experts familiar with radiation weaponry say these devices can be used to torture, inflict bodily harm, induce illness, fatigue, weakness, excruciating pain and injury -- or to kill.

A 2006 video produced by the U.S. Air Force "Directed Energy Directorate" at Kirtland Air Force Base in New Mexico discusses how such weaponry is designed to "accurately aim and put this energy on target with surgical precision." (Emphasis added).

http://www.youtube.com/watch?v=mSGprwJx_zs&NR=1

After six months of reporting in this space, the first crack in an official wall of silence regarding the wholesale deployment of radiation weapons came on Christmas Eve,  2008 -- and went largely unnoticed by the mainstream media.

The magazine New Scientist reported: "The research arm of the U.S. Department of Justice is working on two portable non-lethal weapons that inflict pain from a distance using beams of laser light or microwaves, with the intention of putting them into the hands of police to subdue suspects."
http://www.newscientist.com/article/dn16339-us-police-could-get-pain-beam-weapons.html

A recent article on the Wired.com magazine "Danger Room" blog site discusses a court document said to indicate that the U.S. Secret Service is involved in the development of directed energy weapons technology.  The article speculates that the agency may have deployed such devices in the course of its official duties.

http://blog.wired.com/defense/2008/11/presidents-secr.html

In fact, say victims of government-supported extrajudicial punishment, radiation weapons and devices have been covertly used for years to harass, torture, and inflict pain and physical and mental incapacitation  -- with the number of anecdotal reports surging in the wake of 9/11 and the advent of the "war on terror."

Official confirmation of radiation weapons deployment comes despite a substantial body of medical research which indicates that human exposure to microwave, laser, and other forms of radiated energy can induce weakness, exhaustion, and behavioral changes; can cause strokes, aneurysms, cancer, eye damage and degraded vision; and can induce symptoms that mimic serious brain ailments such as Alzheimer's Disease and schizophrenia, with cognitive impairment that can result in temporary or permanent mental incapacitation, long-term physical disablement, even death.

http://www.slavery.org.uk/MicrowaveCongruenceSchiz.html

The April 2008 edition of the FBI Law Enforcement Bulletin discusses the potential lethality of directed energy weapons and how such devices can be used to silently inflict serious injury or to induce harmful, potentially fatal, physiological effects:

http://www.fbi.gov/publications/leb/2008/april08leb.pdf

"This is torture that's happening right here, in American cities and towns," says an alleged victim.  "But it's like pre- World War II Germany; people refuse to believe that such abuses could happen in a civilized society.  But it is happening.  And I'm convinced that some local and federal authorities not only have knowledge of this extra-legal targeting, but are providing funding and direction.

"I know the FBI knows about it, because I've been down there several times over the past two years to report it."  He says he knows of no formal investigation, despite his offers to cooperate.

"I'm not saying they know of the worst abuses, such as using microwaves on targeted persons to degrade their health and make it impossible for them to earn a living.  But they must know that these citizen patrols are doing a lot more than just cruising around the neighborhood."

Citizens who have reported abuses say their complaints are typically ignored -- or that authorities insinuate their claims are figments of their imagination, or are a manifestation of a mental illness such as paranoia.

"That appears to be part of the M-O," says one victim.  "You haven't done anything wrong, so they can't charge you with a crime.  So they attempt to make it look like you're crazy.  That's how they marginalize people who don't fit in with their world view."  The victim says it's possible that local law enforcement has been "co-opted" by a variation of "the big lie."

"Higher-ups come in and say, 'We've identified this person as a threat.' What are they going to do? They're going to go with the program, especially since a lot of their funding comes from outside the community."

This victim believes the vigilante network is a convenient way for those in power to dispense with persons or groups of people they simply don't like or regard as undesirables, or whose political or social views do not hew to what they consider the established order.

Victims allege that the crisis in the mortgage and credit markets may have been worsened by these "programs of personal destruction," which they say are sapping the financial well-being of individuals and families without benefit of the right of due process.  Making available "easy credit" is a primary tool that puts targets and their families on the road to financial ruin, victims maintain.

Some wonder whether these extrajudicial programs didn't help spawn financial crises in the first place.  "We haven't had these kind of widespread financial woes for generations," a gang-stalking victim said.  "You have to wonder if these programs weren't a blueprint for an ideologically-motivated purge."

Officials at agencies looking into mortgage and credit market problems may have had long-standing knowledge of these programs, according to victims, who are calling on Congress to investigate.

"The issue of state-supported vigilantism and extrajudicial control and punishment represents an assault on our judicial system that makes Watergate look like the third-rate burglary that it started out to be," says one victim.   "Since government agencies appear to be involved in funding these programs, it's up to Congress to investigate, to use its powers of oversight to ensure that democracy and the rule of law prevails, not the law of the jungle."

The network of programs and policies that are circumventing the judicial system, violating constitutional rights and meting out vigilante justice might collectively be termed the mechanics of personal destruction -- a blueprint for political and social dominance crafted by those who would use the institutions of government as a tool of ideologically-driven social engineering.

This powerful apparatus appears to exist under the radar of most elected members of Congress and officers of the  judicial system.  They refuse to consider that these programs, over time, have adopted the of methodologies the East German Stasi, the KKK of the old South, and the Gestapo of the Nazi Third Reich -- and that the "targets" include innocent American citizens tagged by someone in a position of power as  a "troublemaker," perhaps a whistle-blower, a political "dissident" or falsely slandered as a "social deviate."

Victims say the rise of this "American Gestapo" represents the victory of neo-fascism over democracy -- achieved under the guise of "national security" and "keeping America safe."  They say that in the face of mounting evidence of widespread abuses, even those who identify themselves as liberals and progressives often naively insist that "it can't happen here."

Victims charge that extrajudicial targeting and punishment is destroying our democracy. They maintain that untold thousands, if not millions, of individuals and families are being irreparably harmed by this "social genocide." Some call it a "silent holocaust" due to its clandestine nature and the use of silent, invisible radiation weapons technology to achieve its horrific goals.

Below are links to articles about this clear and present danger to our constitutional democracy and to the lives and livelihoods of its citizens.  Victims urge lawmakers and congressional committees to start asking some tough questions, starting with the Department of Homeland Security and its security agencies; Defense, and its intelligence and weapons units; Justice, and its authorization of the widespread deployment of radiation weaponry to law enforcement; the various intelligence agencies; and the Treasury department, whose enforcement units apparently have been politicized by ideologues who have used the "war on terror" as cover for an ideologically-motivated campaign of social and political "cleansing."

Victims believe this cancer on American society runs deep, from the Washington bureaucracy to local law enforcement and public safety agencies. But they say the curative process must begin with firm, decisive and immediate action by the new administration before more Americans are damaged by this descent from the rule of law into home-grown fascism.

I would offer:

1, you cannot always be sure which direction it's coming from, and

2, large metal surfaces will act as both an antenna and reflector. You may think it's coming through a certain wall it, and that just may be the case- however if on the other side of the room is a large metal cabinet, an old wall with metal lath, a mirror, etc- there may be sheet metal inside, most new homes have fire barriers between garages, kitchens and bedrooms- it could be reflected back to you and you'd be completely erroneous about its source.

In the end you're implying it could go through the skin on one side of you, NOT stop as I (and the developers of the ADS)  describe, travel through deep tissue YET then stop at the skin layer on the other side. Only plausible if you could imagine the skin acting as a diode, or one way valve against the energy- that it let it in without allowing it to be turned into heat, not out.

Not the way rf energy has been widely observed to behave, to my knowledge. But thanks for the question, if it is so I sure would like to update my knowledge base!

***I will reiterate as I have many times, although I believe personnel engaged in stalking activities are using a DEW or related technologies, I cannot with 100% certainty proclaim it is so. I have not seen a device. Some of the many observed effects precisely mimic that of RF exposure at various frequencies- and often have other explanations. My seemingly relentless pursuit of Mr. Livingston to temper his descriptions with a similar disclaimer are ironically because my beliefs are built upon the stories of others, and others upon mine. Over time I realized his overall situational awareness and technical knowledge were at best, laughable. To allow others to build their beliefs on obvious falsehoods is irresponsibility at its core. I  might add also that anyone with a good scientific knowledge base and is a fast reader can spend a few hours a night at wikipedia or elsewhere and after a few weeks match my knowledge about any of this. Even looking at a chart of the electromagnetic frequency spectrum- from audio waves starting above 0 hz, to gamma rays-even cosmic rays-  and if you then understand what you could assemble from known technologies to generate power in all of those bands-a few are impossible, IIRC- if it's not all  foreign to you, then you can grasp what is reality and what is not. ***

I'm still frustrated that they appear to toy with you when you attempt serious defensive measures. For a while they assaulted me with (assumed) microwave radiation that made sleep at any point less than utter exhaustion impossible. I began construction on a large (7' x 7' x 4') faraday cage, and knew it couldn't just be a bunch of nails and sticks and tin to actually work. Had to be precisely constructed. I also began a smaller version. Each ran up material bills which far exceeded expectations, worse, (or better?) as time went by they switched their assaults, causing me to lose interest or be so focused mitigating the other problems that I lost interest in finishing them- and in the case of the smaller one, as I did, they don't simply switch on the power and let you decisively conclude it was effective or not, and worth the trouble of climbing into some metal apparatus and enduring a night of claustrophobic or real discomfort for some rest. (in the case of the larger one, it is apparant that the outer covering must consist of 4-6 layers or more of the aluminum screening I originally hoped one would cover, to be effective at 95 ghz. When rent becomes a nail biter on the fifth... tenth.. later... who goes out and buys $800 worth of screen?)

See I can't just lay here and write a column every day that I'm getting screwed and hope foer good people or a President to take action. I will climb into my attic while Vic won't. I will secure my castle while he won't. If I think energy is being beamed into my home, I will try to identfy it. Mitigate it. Make it stop affecting my life, even beam it back at them if I can.  All within the abilitiy of very limited resources of course. If there is a problem there is a systematic way to approach mitigating it. These people were sent with enormous resources, and surely their instruction book was written with a chapter to deal with every action we take.

There must be chapters they did not anticipate. We can write them before they do. Or die trying.

Batvette:

Thanks for the reply.

"I  might add also that anyone with a good scientific knowledge base and is a fast reader can spend a few hours a night at wikipedia or elsewhere ..."

Yes, I have done that type of research on a few occasions, and I once came across an article describing a "skin effect" (ridiculous pun, I realize) that seemed to describe energies of a certain type that followed a curve, as in remaining on the surface of an object, or close to the surface of an object, "enveloping it", so to speak ...

Additionally, there is the consideration of the presence (or not) of nerve endings deep inside the human torso.  I think that much of our internal bodily composition (organs and so forth) is not capable of providing significant pain feedback due to the lack of nerve endings in those areas.  Thus, the "skin effect" may be an illusion created by the fact that we can only feel discomfort within areas of our bodies that are wired to detect it.

Another consideration is that people conceivably might become physically sensitized in some manner such that they feel effects only within/on certain areas, although I'm clueless about how that kind of sensitization might be artificially accomplished.

You are speaking with accuracy when you describe the "mitigation of other multiple factors" as a distraction and a waste mechanism for depleting already strained (utv) resources.

On that level, the "lever length" against which we must work is pretty long.  That is why I try not to be too much of a scientist, and more a pseudo-lawyer.  I think that our best defense will ultimately be through legal action, (using criminal and tort law), and we should consider less that we might out-technologize $billion enterprise, and concentrate more on the potential gaps in their legal armor ...

Hence my mantra repeated, again and again, about the importance of the communications system that they use (gps enabled stalking network) and  the need to diligently follow the trails that are inherent within it.  We are more likely to find resource assistance to investigate a concrete issue such as the communications infrastructure and the misuse of same, than from any maniacal arm waving campaign wherein we describe what is (in the public mindset) a "Buck Rogers Ray Guns from Mars" theory.

A straggler thought occurred to me, and I would like to tack it onto the aforementioned one ...

There may be legal incentive for promoting the idea that the various harassment tools about which we speak are capable of producing only effects that are confined to the skin.

Looking at recent legislation made about intentional misuse of electromagnetic equipment to inflict bodily harm upon a person, I noticed an emphasis on "internal bodily organs", etc.  The skin was not explicitly mentioned in the documents that I looked at.   Our detractors, possibly seeing this as a loophole in the legislation, may very well ignite a propaganda campaign to assert only trivial, epidermal layer effects of their technology.

Your theory certainly is bolstered by posts from apparent disinfo agents here, such as "batvette," who repeats the "heats the outer layers of skin only" mantra to the point of total incredulity.

Then why don't you offer a successful rebuttal to my posts and link to the reports which determine the actual biological effects of the actual weapons systems you refer to that the government purportedly is using on you.

Not allude to some experimental crap you heard about or read about on an old bar napkin and then say it COULD be possibly used on you but you go on to cite reports of a specific weapon with limited and known capabilities.

Only really dumb people fall for your kind of "journalism", Vic- the kind of writing where you quote an official as saying something, and after his quote the writer slyly adds an unfounded asssumption of his own, hoping the reader didn't notice the transition from fact to falsehood to push an agenda.

You see this all the time in mainstream newspapers, sometimes blatant, often not.

Vic's articles are mainly nothing but that.

My articles have stated that the government has developed these weapons and has proliferated this silent, inhumane technology throughout the nation.

As to who is actually pulling the trigger or hitting the "remote firing" button... well, I would have to assume that plausible deniability is built into the matrix. So whether it's "gang stalkers" or professional hit squads or off-duty public safety officers -- or whether DEW is being "delivered via terrestrial- or satellite-based telecom systems -- that's where you can fairly say we are into the realm of speculation.

The evidence, however, is convincing that directed energy weapons of various types and form factors are being used to torture and to degrade the lives of unjustly targeted Americans -- a "slow-kill" genocide-politicide.

The evidence also is convincing that a massive, well-funded cover-up attempt is underway -- and that you are part of it.

The evidence, however, is convincing that directed energy weapons of various types and form factors are being used to torture and to degrade the lives of unjustly targeted Americans -- a "slow-kill" genocide-politicide.

"various types and form factors"? Where did we get there from the factually verifiable "the DOJ has announced they have produced two hand held(man portable, not held within a hand) prototypes"? (specifically and solely the ADS derived 95ghz technology)

Where do we get from a "pain ray" that a prison guard will carry a backpack to power and hold like a rifle, yet only has a range of 3 yards- to satellites hundreds or even thousands of miles in the sky?

It's as if Vic strolls up with a little red wagon in tow, and points at it and claims "I could win the Indy 500 with this. It rolls, and its tires are rubber:"

Where is this convincing evidence- because you want it to be, it is? Are you this dense?

0
batvette

I think we need to discipline the analysis of the effects of any purported weapon by remembering the microwave energy does not care nor distinguish between what tissue has nerve endings or not, when it is absorbed by the tissue and dissipates into heat. The main variables are the density of tissue (be it bone or flesh) and moisture content, and of course the frequency of the device. (size of wavelenghth inversely proportional to frequency, you know that but others should take note)

It should be said that generating radio frequency energy including within the bandwidth known as microwaves is hardly a new thing or hard to do- we had crude radar in WW2, the Soviets experimented with using RF as a weapon on our embassy workers in Moscow in the '60's. However these were all at lower frequencies which do not have the tight wavelength which allow the energy to focus on the moisture contained in the outer layers of skin, and produce an immediate and temporarily debilitating sensation of pain. These frequencies are in the millimeter wave bandwidth and until recently couldn't be artificially generated at all. In the 90's the perfection of the gyrotron (as opposed to the magnetron or klystron which generate microwaves) allowed generation of millimeter waves or terahertz radiation, the gyrotron at that time would cost $250,000 and was three feet long. In contrast you could have bought a hand held radar gun then for $1000, now $150, that operated at around 2 ghz.

The ADS as is deployable by the Army for crowd control, let us remember, is 9 tons and mounts on a hummer. It requires a cryogenic cooling system, for its very high power systems which give it a 500 meter range and width of effects can be a dozen yards wide or more. The limiting factors when you speak of advancements to smaller versions are always going to revolve around how much power you can generate and fit in the desired form factor. The only depictions that exist of smaller versions that I've seen is an appx 8 foot tall unit that might weigh around 3-400 lbs, the DOE has orders for a few of them to deploy at nuclear plants soon, range should be 50 yards or so. Smallest that has been acknowledged is the so called "hand held" which vic misinterprets to be "miniaturized" and goes off on tears about being followed in a vehicle and shot at a hundred yards away by a guy holding a camera.

The military readily exchanges specified terms with weapons in procurement and "hand held" is what an anti-personnel weapon is going to be designated as in the "man portable" catagory. This simply means one man can bring it into battle, even if the logistical reality is that man's entire pack and load carrying ability is consumed carrying that weapon and a platoon would have to have two guys with one each of these and ten more guys to help carry their food, water, power supplies, sleeping bags, communications, etc.

"the DOJ has announced the production of two hand held prototypes" does not confirm a swarm of alphabet soup agency spooks with pocket sized ray guns that were trying to zap Vic at a political fund raiser from 100 yards away on a balcony. Right before he was to shake Hilary Clinton's icy cold claws.

The images I saw were an ungainly apparatus resembling those giant super soakers with two or more reservoirs-it's like 3 feet long, weighs 30-50 lbs, with the backpack the guy had to carry with it which probably contained either a battery power supply or the gyrotron itself. If the picture was larger we could determine that by seeing if the umbilical between looked like a power wire or RF waveguide. And most importantly, the announced range of this unit which was intended for prison riot control, a man portable application for corrections officers- was just 3 yards.

We can always assume the military and government has toys far more advanced than they admit. When it gets to the point where they are funding contracts for vendors to build them and they are announcing they will be in the hands of local jurisdictions, the fantasies, the rumours, the "they could be experimenting with" charades become no longer applicable because so many municipalities all have budgets and the taxpayers will demand to know where that money goes.

As for getting resource assistance and the like, your point has validity from one perspective that is becoming increasingly diminished in import when we consider these "buck rogers ray guns" are only going to continue to be relegated into such SF fantasy by the truly ignorant. Police depts in major cities could have operational units in a year from now if desired, though public policy hurdles will delay any of that. The public is quick to criticise these weapons as possible weapons of abuse and misuse. That's what's going on with us, this could bring it into view quite easily. The problem with the GPS aspect is several fold.

Number one is you are going to be appealing to people's sensibilities- their compassion- about an injustice centering around being followed around and intimidated by being stared at. Street theatre, the rare being run off the road in your car, maybe just being followed around. I'm not making light of it and I know each of our cases vary in the intensity of each tactic- however it all amounts to little bodily harm.

Second, everyone and his dog has a cell phone and/or GPS unit- you would essentially imply criminal intent by mere ownership, or misuse that most people can't identify with or imagine.

Thirdly I would surmise it would be a cold day in hell before you ever get your hands on the logs or records of this system's activities- court orders or not.

Sure it's a concrete issue, but it's one that is benign for its commonality and documenting misuse will be next to impossible, if not outright.

In contrast, I offer the disclaimer to my points that none of us can produce a "ray gun", imagined, acknowledged, believed, unofficial, makeshift, or otherwise.

However we also have no proof the government, whose weapons we would allege are being deployed far ahead of their admissions, has anything to do with stalking on an official basis- not by funding, policy order, or command structure.

And none of us has a piece of equipment capable of documenting exposure to millimeter wave RF radiation, we do all realize this, right? As good as impossible to get one too.

We simply have assumptions.

We. Just. Don't Know.   Somebody, grab your first perp and throw him in the trunk of your car and drive around on real bumpy roads until he gives you a name and an address. When you get there, throw him in the trunk and do the same, and again until you get to the top.

It's as good as any other idea..... sigh....

Rereading the previous post, I realized that it might be a little obtuse.  Let me clarify, by saying that the term "exit path" refers to the observance that the effects on the skin occur mainly on the opposite side of the body from the perceived incoming path of the unknown energy.

This seems to indicate traversal though the body, and in an analogy made perhaps to certain types of bullets, the entry effect is small, but the exit effect is large.

Make more sense?  This observance is in contradiction to any statement about a 1/64 inch penetration, I believe.

Vic,

Sorry, I have to disagree with you and 'Dick Tracy'. The U.S government is far too inept to successfully coordinate a psychological intelligence operation of that magnitude against it's citizens. And, they could never keep it secret.

That's why it's being exposed now.

I do agree:  If a multi-agency coordinated action program is going to do what amounts to a nationwide "slow" genocide/politicide, it better be quietly efficient and so far under the radar as to defy detection.

Instead, it has equipped and put on the streets hundreds of thousands of goons, automatons, extremist cretins and fanatics and deluded public safety and utility workers as its nationwide vigilante Gestapo brownshirt army.  And some of them are blabbermouths.

The "program" incapacitated me for four years; but once I was rescued from total incapacitation by some good people on the inside, it took me less than a year to figure it out.  And I'm not the only one, not be a long shot.  This was an easy one for "Dick Tracy."

As long as there are good people on the inside, these genocidal, ideologically-driven programs ultimately will fail.

The question is:  How many U.S. citizens have been destroyed -- physically, psychologically, financially -- by this "program"?  How many are dead and gone?

They destroyed my career, my earnings capacity, much of my physical well-being, and, I believe,  my family members have suffered physically and psychologically as well.  And this evil program's purposeful campaign of lies and slander has even damaged family relationships.  And I know I'm only one of many, many victims.  And it's still going on -- to this very minute.

Neo-fascist monsters have pulled off this multi-agency program for at least eight years, and personally, I believe the roots of this social genocide extend back for decades.

Li'l Abner, either you are extremely naive, or are part of this torture matrix yourself.

Say "hi" to "Boss Hogg" for me;  he's likely to be in on it, too.

That's why it's being exposed now.

Where, Vic? and by whom? What leads you to say this? It's being exposed where, by whom, and to whom?

Sorry for the torment, BTW.

Sorry?  You're a very effective "provocateur" for this "change agent."

Keep the hits comin'... you're helping me make my case every day.

ANSWER THE QUESTION ASKED OF YOU, MR. JOURNALIST.

The story over at Wired.com is perhaps the first piece we've seen yet which seeks to seriously deal with this- yet what immediately happens there is Vic shows up, and the Jackhole is in the house.

The headline is that the U.S. government has covertly weaponized the electromagnetic spectrum — and “delivery modes” may include terrestrial and satellite-based telecommunications systems

although I can tell you that secretive and powerful agencies are trying to keep a “full lid” on this.

This extrajudicial targeting and punishment network of vigilante community stalkers uses covertly implanted GPS tracking devices

If a “target” is not in a vehicle or carrying a cell phone, a stalker can “paint the target” with a specially-equipped laser-emitting cell phone, the evidence indicates.

This is where I ask, SHOW US THIS "EVIDENCE".

"Specially equipped laser emitting cell phones".

Produce the evidence. You're lying AGAIN and in the first piece of actual exposure, sabotaging the effort. Crawl back down your hole, nutboy.

Lying?  Would I also be lying if I said that a sadistic agent of this evil program could inflict silent eye pain or damage if he/she directed the laser beam from one of these specially-equipped phones (which I have seen more than once) into the eyes of a "target"?

Or how about a colorless, invisible laser disguised as a pen that could possibly inflict silent eye or skin damage while a "target" is meeting with an undercover agent who represents himself to be someone offering a professional service?  Would I be "lying" if I said that some of the agents working this evil program could possess such equipment?

That is my conclusion, that they could.  Or in your neo-fascist world, am I not entitled to reach such a personal conclusion, based on the best available evidence?  Will I be hearing from the "thought police"?  Or is that you?

Why don't you ask a real spook about this?  Or the curator of the Spy Museum? Or don't they consort with the alleged wordsmiths of the disinfo section?

Maybe if such devices were not so indiscriminately displayed and possibly used on innocent citizens,  your "community" could have kept such James Bond-like "tools" under wraps, for use only on REAL enemies and bad guys.

Yeah, and a Daisy one pump BB gun COULD put your eye out.

This was your statement:

If a “target” is not in a vehicle or carrying a cell phone, a stalker can “paint the target” with a specially-equipped laser-emitting cell phone, the evidence indicates.

Unless you can produce this EVIDENCE you speak of that part of the claim is an outright lie itself- let alone the existence of this laser equipped cell phone or that perps are "painting" targets for assault with DEW.

Vic you have no credibility at all with this kind of **** and you were laughed out of the forum of comments in the Wired piece before I got there. Whatever your angle with all this, it had better include being revealed as a complete moron who fabricates stupid claims, because that's what I'm going to do as my time allows. I've not even begun to actually pursue you to other sites as you claim I "cyberstalk" you which is bullshyte.

You took me for a ride for a few months last year the same as you've done to hundreds of others that came here, and I don't appreciate being duped especially when the issue is my life and the bad things that have been happening in it, and your circus is surely ruining what little hope we have for change one silly post at a time.

I don't know if you are stupid by intent or accident and don't really care-though your dishonest nature is obvious-  your stupidity is something that will become our legacy.

Unless I and others actively mitigate it.

Good day, sir.

"gyrotron "

Some time ago, (a few months, perhaps) I remember reading about the launch by NASA of something referred to as a gyrotron.  At the time, I couldn't appreciate the term or relate it to anything in my personal knowledge base.

Perhaps batvette has added the necessary update to the dictionary.

Curiously, I remember that mention was made of "extraordinarily massive, bulky" equipment.

Just a co-incidence, I'm sure.

AS POSTED TO HTTP://WASHINGTONPOST.COM/THEFIX

GOP GUBERNATORIAL CANDIDATE CHRIS CHRISTIE APPROVED WARRANTLESS CELLPHONE TRACKING OF NEW JERSEY CITIZENS: ACLU

As U.S. attorney, Chris Christie approved the covert tracking via cellphones of so-called "targeted" citizens" without first obtaining a court warrant, according to the New Jersey office of the American Civil Liberties Union.

http://www.aclu-nj.org/news/njsfederallawenforcementus.htm

Covert GPS tracking, using cellphones and covertly implanted GPS beacons secreted in or on the vehicles of so-called "targets," is the very backbone of the Bush-Cheney- spawned extrajudicial targeting and punishment "torture matrix."

Unjustly targeted persons charge that this police state apparatus is destroying lives and livelihoods in an unconstitutional campaign conducted by vigilante "community stalkers" -- many of whom are affiliated with federal volunteer organizations involved in community policing and "anti-terrorism" programs.

Victims also allege that the "harassment protocol" includes electromagnetic torture via classified microwave radiation "directed energy weapons" that have been proliferated to law enforcement under programs administered by various federal agencies, including the Department of Justice.

The mainstream media has yet to quiz the Obama administration on the subject of directed energy weapons.

Candidate Christie and the federal officials who have enabled the warrantless surveillance and tracking of American citizens should be held to account for a wholesale violation of constitutional rights.

For more on the unconstitutional police-state programs to which CIA Director Leon Panetta may have been referring:

To back up my claims about Vic's blatant journalistic dishonesty, I cite this claim in this very article:

The April 2008 edition of the FBI Law Enforcement Bulletin discusses the potential lethality of directed energy weapons and how such devices can be used to silently inflict serious injury or to induce harmful, potentially fatal, physiological effects:

Yet when you go to the link with this report, and read the whole thing, it is an article about lasers only, and has several articles including the danger to mainly pilots of law enforcement aircraft- the lasers it discusses that "can be used" are not considered "directed energy weapons" at all, the injuries to the eyes are real yet usually temporary, and certainly the only risk of fatality discussed is if the aircraft crashes. Another article discusses  the emerging threat of proposed weaponized lasers some decades into the future.

He portrayed his link as an official substantiation of his story when in fact it has nothing to do with it at all. I don't look at such misrepresentation as anything but stupidly dishonest and it is an insult that he thinks I the reader would fall for it. To think he has self assumed the role of speaking all over the internet for others on an issue which so affects my life and many others, is beyond unacceptable.

Maybe others aren't insulted. Who knows. However the one asset a journalist must possess that he can never get back once lost, is the trust of his readers or viewers, that they can be assured his portrayal of the news they cannot be there to witness firsthand, is reasonably accurate and truthful. I don't think his one had it to begin with.

LAME PSY OPS ALERT...

If my first-hand reporting is so lacking in credibility, as you claim, then why must you expend such effort and venom on a daily basis in your transparent, lame attempts to discredit my work and assassinate my character?

Makes me wonder if assassination in various permutations isn't the stock and trade of your ilk (along with lame psy ops, of course).

We DO still have the freedom to wonder, don't we?

0

LOL, the tired "lame psyops" line.

Everyone's a secret agent out to ruin Vic. Just like 3/4 of the commenters at Wired.com.

Love the further logic,"If I am such a bullshyter, why do you bother to repeatedly expose my bullshyte?"

So the unsuspecting don't miss it.

"Everyone's a secret agent out to ruin Vic ...   "

Isn't that the modis-operandi of gang stalking, in general?  At a point when nut-jobs-on-patrol has recruited so many participants, asininely eager to assume stasi look-alike roles in every neighborhood across America, why is that statement about Vic not a true statement?

In their roles of the personified leeches of misery, each and every wanna-be neighborhood pseudo-spook thinks he or she has been tasked with the duty to spread more of it.  Their own is not enough.

What the hell happened to this country?

Everywhere, the boneheads-on-watch are to be found climbing around in other people's attics, looking for God knows what and not finding it, while failing to understand that thier ultimate discovery will be only that they have put their countries proud legacies permanently into the past.

No respect, no civility.

In America, we have replaced those dated concepts with the ugly, overt, bruttish oppression of all those who still cling, desparately,  to the tennant that human purpose is not to be sacrificed to the machine.

The machine.

Paint it gold and call me Moses, because most certainly we are enslaved by it, subservient to it.  Many among us worship it.

The machine.

Souless and ruthless, it despises those of us who have disengaged from it ... we are it's traitors and it's dissidents, as we stubbornly cling to belief in life as a wondrous gift, given to us to be cherished and appreciated.  We are not feed for  the machine.

I am not a lawyer, and the following information represents my opinion, and nothing else.  Do not, under any circumstances, use any of this opinion as legal advice.

Batvette carries along with him the strong opinion that we (as UTVs) have no recourse against GPS enabled networked gang stalking.

He is wrong (about our options for recourse).

When presented with plausible evidence of a crime, authorities are duty bound to investigate.  Our situation is such that we know that a crime has been committed, and additionally we know who knows that a crime has been committed.

The crime is "organized harassment" and stalking, as defined both in terms of the use of a telecommunications device (Federal) and without the use of a telecommunications device (State, local, federal).

Harassment is a crime, as is stalking.  Organized or not, it is illegal, whether or not the perpetrator conducts the harassment through intermediaries.  Harassment using a telecommunications device is also illegal, and it does not matter whether or not the perpetrator uses an intermediary or intermediaries to accomplish his purpose.  It is illegal in any case.

It (harassment) is a crime for the perpetrator, even in cases where it may not be a crime for the intermediaries!

An example case is where any particular single intermediary may have engaged in the specified activity only once (less than the threshold for harassment, but the real perpetrator has enlisted many hundreds of intermediaries (grossly in excess of and more than sufficient for both civil and criminal charges).

The solving of  these crimes, in each of our individual cases,  may require the canvassing of all those whose contacts with us indicate knowledge of the crime.  This is not a laborious process for the authorities. In cases where it has been indicated that monies are not available to support such a level of investigative effort, depending upon the legal particulars relevant in each of our individual localities, private persons may be hired to collect affidavits from each applicable party.  Such persons, acting as notaries, give weight to the signatures on affidavits, as well as incentive to avoid perjury, because the potential witnesses are told that the affidavits will be submitted to a judge.

If consultants are hired to conduct the canvassing operation, they  must be sure to adhere to all of the appropriate guidelines for questioning potential witnesses.  There are questions that may be asked, and questions that may not be asked of an American citizen who himself, has not been accused of a crime.

All questions must specifically address the suspected criminal investigation, and may not in any way harass or abridge the rights of the questioned.  Running afoul of the rights of the questioned parties has detoured some  canvas teams into serious legal troubles.  See:

White vs Lee -- 9'th circuit court, 9.27.2000  -- a case where the questions were insufficiently related to the criminal investigation and found to be personal in nature, and were subsequently determined to be an abridgment of the first Amendment rights of the potential witness.

Cutting to the chase:

The sum of the affidavits will point clearly to culpability on the part of the operator(s) of the gps-enabled networked stalking apparatus.

On balance, few persons will commit perjury (given the consequences) on those affidavits, and with any reasonable sample whatsoever, the evidence of crime will necessarily be taken as residing well withing the scope of what is "plausible".

It can be done Batvette, but it will require serious diligence, perseverance,  and a little funding.

You speak about the "authorities" as being duty bound to investigate illegal acts against us.  Where does one go when the "authorities" are complicit?  Will they be so eager to follow their duty when they have either actively stalked and harassed or possibly looked the other way when they witnessed unsavory individuals committing stalking acts?  I thought there would be a brotherhood of silence among participating civil entities.

So what you are suggesting is collect affidavits from people who had knowledge of the crime, but did not participate.  Having knowledge of a crime is not incriminating? Wouldn't that be aiding criminal behavior or at the least involve a conspiratory component, thus preventing people from admiting they had knowledge?  And if they do have knowledge, how can we encourage them to act, since up to now they have not been compelled to care?

The primary reason that the GPS-enabled, networked gang-stalking apparatus works so well is that it *almost* absolves each of the "node carriers" of wrong-doing by virtue of the fact that each of them delivers only one small cut of the hundreds or thousands that must be delivered in order to cause the victim to bleed out, so to speak.

Each delivers only a micro-gram of arsenic, but the victim still dies.

Without communications capabilities (especially the automated communications capabilities), their system would work inefficiently, and they couldn't deliver enough cuts.

It might even be possible, under those circumstances, for us to live reasonably normal lives.  There would still be problems, and static components of our lives would still be impacted (jobs, etc) but the total effect would be an order of magnitude lighter, and it would be  easier for us to get around some of the issues.

None of us can outrun an army of cell-phone carrying miscreants, supplied with up-to-the-second information about our locations, and goaded into swarming around us like a biblical plague wherever we go, slandering us at the top of their lungs.

In the RICO world, the accumulated criminal liability lies mostly with the money-bags who pay the hit men. (In our somewhat analogous case, it lies with those who run the GPS-enabled, networked stalking operation).  Each node carrier knows that his/her personal liability is limited, and in some cases (probably many) the node-carrier sees his or her liability as practically nil.  Otherwise, these people just wouldn't be likely to do the deed.

The node-carrier, believing he or she has done nothing wrong, has no reason to refuse to answer the questions!  Lying would present a legal problem for them, but answering the questions (at least in their minds) presents no such legal problem.

As far as the local authorities refusing to help, we might conceivably be able to do the grunt work ourselves.  Subsequently, we present affidavits at the first appropriate level of local government, and if that produces unsatisfactory results, we work our way up, rung by rung, until we do get satisfaction.

The secret is to associate legal force with the affidavits, as later presented to a judge or grand jury.  Notarized affidavits may be sufficient in some states, but the mileage may vary.  Like I said, I'm not a lawyer.

This is just my opinion.

Thank you anonymous. I just learned about gang stalking a week ago, so I hope I don't ask too many questions.   What you say sounds plausible.  Is it possible to find lawyers who will at least listen and take gang stalking seriously?  This is organized crime, and why no one seems to care that this is going on is amazing to me.  Is it possible they are afraid of reprisals or it's just not lucrative enough for them to pursue? If I were a rich person, I doubt this would be happening to me.  Nine years ago when everying seemed to falling apart, I asked a so-called friend what I should do.  She said, "what you need, you can't afford."  And those words have repeated in my mind ever since.  I did have quite a bit of money a few years ago, but I chose to use it to secure property.  I knew I would not have that kind of money again, so I still believe I made the right decision.

Everything comes down to economics.  I would like to know if anyone has been successful in proscuting anyone for either instigating gang stalking or participating in it.

Many, many people have been prosecuted, found guilty, and jailed for harassment and stalking crimes.

Thousands of them.

Gang stalking is stalking crime, the same as any other stalking crime.  The difference with this latest incarnation of it is that the perpetrators of this new variant feel that they have found the perfect shield in the liability-deflection and diffusion characteristics of the GPS-enabled, networked stalking infrastructure.  Additionally, the "gang" and "instant communications" aspects of gang stalking cause an amplification of damages suffered by the target.

The "shield" is a mirage, however, and it only delays the day of reckoning for the true perpetrators of these crimes - the people who run the networked stalking apparatus.

0
a211423

Wouldn't the people who are already connected to surveillance technology be the likely candidates for networking GPS infrastructure?  Any entity that relies on dispatcher apparatus can participate in the networking.  Police, fire, EMS, taxi, roadside services like tow companies, utility companies, and probably some I can't think of.

Without going too much into detail, I actually had a person come up to me at a meeting and in a sarcastic way say "we are all connected with dispatching and cell phone notification."  Of course, I had no idea at the time nine years ago that there was a systematic organization to the harassment, or that I was about to become their target.

I think that I'm over my daily quota for making comments  (this is someone else's forum), but I'll throw one more thought into the fray.

In answer to your question, I must say that "I don't know."  We should not accuse people against whom we have no proof, and in any case, such entities as you describe are the "dispatched", and not the  "dispatchers".

Again, we should not go about accusing people of crimes without some kind of substantive proof.  The whole problem with the FFCHS lawsuit is that they ask the signers to accuse (possibly falsely) individuals against whom they likely have little or no substantive proof.

For the success of the FFCHS lawsuit, it would be far better, in my opinion, to facilitate the positing of questions to people, who are potential witnesses, and without individual accusation or prejudice, about crimes possibly committed by those who control the apparatus.

It's the big fish that we want, and we don't have room in jail for ten percent of the population anyway.
