A virulent form of government-enabled domestic terrorism is destroying the lives of citizens across America.
Victims of so-called organized "gang stalking" or "community stalking" charge that the rule of law has broken down nationwide at the hands of state-supported vigilantes -- operating under the cover of citizen community policing and neighborhood watch corps and business-related anti-terrorism programs, supplemented by municipal workers and members of private and fraternal organizations.
A nationwide network comprised of these citizen groups, funded and apparently overseen by elements of government at multiple levels, is the mechanism of extrajudicial targeting and punishment that victims say is dispensing officially tolerated "vigilante justice" -- a bypass of the judicial system and the rule of law.
Many web sites in the U.S., Canada and other industrialized nations chronicle this horror. But victims say the tentacles of this domestic terrorism extend well beyond the so-called "street muscle" comprised of gang-stalking local vigilantes and self-styled soldiers of fortune.
Victims of this extrajudicial punishment network -- what some have termed "the torture matrix" -- maintain that its operatives are acting as judge, jury and executioner for what amounts to an evil shadow government. So-called "targeted individuals" -- and by extension, entire families -- are subject to physical assault and psychological and physical harassment that victims say amounts to officially-sanctioned domestic torture. Some victims have moved to other cities and towns seeking a safe harbor -- but they say the persecution recurs in their new locale.
"It appears to be a nationwide network that attracts extremists as well as law-and-order types and people connected to public safety such as firefighters, utility workers, police auxiliaries, retired police and military officers, and even their family members, including children and teenagers," says one victim, who says he has been "gang stalked" for several years. "I doubt it could exist without some people in positions of power looking the other way."
Even some regular, uniformed police are reported to have been intimidated by this network of extrajudicial punishment -- described benignly by its defenders as a social "control" mechanism.
Victims say that they are physically harassed and relentlessly stalked, whether they travel on foot or in vehicles. GPS devices are secreted in their cars or cell phones. When a "target" enters a designated "node" area -- whether near or far -- the local vigilantes in that area receive a signal on their GPS or cellphone devices, often accompanied by a read-out of commands from the "team leader," specifying what kind of sadistic psychological terror and harassment to dish out.
The stalkers then "swarm the target," whose GPS beacon shows up on their GPS device screens in a distinct pattern that stalkers call "the crown of evil" -- since they have been indoctrinated to believe that their prey are "terrorists" or criminals or social deviates who have committed terrible acts.
The stalkers typically ride the target's bumper, drive recklessly or intrusively, causing near-accidents. On foot, the stalkers approach their targets in public places such as stores or libraries. They come ever closer, invading the target's personal space. The intent: psychological intimidation, an attempt to provoke or fabricate a contrived confrontation -- so-called "street theater" -- that later can be used as "evidence" that the target is "mentally unstable."
Stalkers also surreptitiously enter their targets' homes and vandalize property, from autos parked in garages to appliances, furnaces, plumbing systems, even personal items of clothing. The intruders play sadistic psychological mind games on their targets, such as rearranging or hiding their possessions -- what the gang stalkers call "gaslighting," after the classic Ingrid Bergman film in which an evil husband uses trickery and deception in an attempt to convince his wife that she is going crazy. (Like many gang stalking victims, she figures it out in the end.)
Targets of the "torture matrix" find their privacy is constantly invaded by way of pervasive surveillance of all electronic communications, which often are tampered with or altered in transit. Both video and audio "bugs" are planted in targets' supposedly private residences.
Information gleaned from surveillance, such as details of private conversations, is funneled to the street stalkers -- who then repeat these "directed" comments within earshot of the target -- a form of psychological harassment intended to provoke anxiety and fear.
The sophistication of the surveillance leads victims to conclude that gang stalking is the local component of an expansive covert executive program of social control, physical harassment and torture overseen by federal military, security, intelligence and revenue agencies outside of the purview of Congress or the courts.
A host of government programs sold to Congress as "tools" with which to fight terrorism and drug trafficking are employed to destroy the financial well-being of targeted persons and their families. Victims report their mail is intercepted and financial accounts and billing statements are fabricated and altered. In effect, targets and their families are covertly segregated into a parallel system of transaction processing established with the apparent cooperation of private companies. Victims view this gradual expropriation of their personal wealth and the destruction of their ability to support themselves and their families as "social genocide."
"This financial exploitation and manipulation of our accounts and records fits the dictionary definition of fascism -- authoritarian bureaucrats working secretly with the private sector to neutralize and destroy people they regard as undesirable, or as 'dissidents' who may stand in their way," says one victim, a journalist who says his career, finances and physical health have been decimated.
Targets of this extrajudicial punishment network and their families also come under relentless physical assault, according to victim accounts, by way of hi-tech equipment such as "directed energy weapons" (D.E.W.) which emit silent bursts of radiation -- microwaves, x-rays, sonic frequencies, and scalar electromagnetic waves that produce variable amounts of precision-targeted energy when "triangulated" on a target.
The attacks are delivered via terrestrial and satellite electromagnetic energy, using "phased array" antenna systems installed on cell towers -- an offensive weapon system hiding in plain sight in neighborhoods and along highways nationwide.

The "ray gun" of science fiction is now a reality of stealth warfare, and has been insidiously deployed as a means of government-imposed enslavement of civilian populations.
The government describes such weaponry as "non-lethal." In fact, experts familiar with radiation weaponry say these devices can be used to torture, inflict bodily harm, induce illness, fatigue, weakness, excruciating pain and injury -- or to kill.

"This is torture that's happening right here, in American cities and towns," says an alleged victim. "But it's like pre- World War II Germany; people refuse to believe that such abuses could happen in a civilized society. But it is happening. And I'm convinced that some local and federal authorities not only have knowledge of this extra-legal targeting, but are providing funding and direction.
"I know the FBI knows about it, because I've been down there several times over the past two years to report it." He says he knows of no formal investigation, despite his offers to cooperate.
"I'm not saying they know of the worst abuses, such as using microwaves on targeted persons to degrade their health and make it impossible for them to earn a living. But they must know that these citizen patrols are doing a lot more than just cruising around the neighborhood."
Citizens who have reported abuses say their complaints are typically ignored -- or that authorities insinuate their claims are figments of their imagination, or are a manifestation of a mental illness such as paranoia.
"That appears to be part of the M-O," says one victim. "You haven't done anything wrong, so they can't charge you with a crime. So they attempt to make it look like you're crazy. That's how they marginalize people who don't fit in with their world view." The victim says it's possible that local law enforcement has been "co-opted" by a variation of "the big lie."
"Higher-ups come in and say, 'We've identified this person as a threat.' What are they going to do? They're going to go with the program, especially since a lot of their funding comes from outside the community."
This victim believes the vigilante network is a convenient way for those in power to dispense with persons or groups of people they simply don't like or regard as undesirables, or whose political or social views do not hew to what they consider the established order.
Victims allege that the crisis in the mortgage and credit markets may have been worsened by these "programs of personal destruction," which they say are sapping the financial well-being of individuals and families without benefit of the right of due process. Making available "easy credit" is a primary tool that puts targets and their families on the road to financial ruin, victims maintain.
Some wonder whether these extrajudicial programs didn't help spawn financial crises in the first place. "We haven't had these kind of widespread financial woes for generations," a gang-stalking victim said. "You have to wonder if these programs weren't a blueprint for an ideologically-motivated purge."
Officials at agencies looking into mortgage and credit market problems may have had long-standing knowledge of these programs, according to victims, who are calling on Congress to investigate.
"The issue of state-supported vigilantism and extrajudicial control and punishment represents an assault on our judicial system that makes Watergate look like the third-rate burglary that it started out to be," says one victim. "Since government agencies appear to be involved in funding these programs, it's up to Congress to investigate, to use its powers of oversight to ensure that democracy and the rule of law prevails, not the law of the jungle."
The network of programs and policies that are circumventing the judicial system, violating constitutional rights and meting out vigilante justice might collectively be termed the mechanics of personal destruction -- a blueprint for political and social dominance crafted by those who would use the institutions of government as a tool of ideologically-driven social engineering.
This powerful apparatus appears to exist under the radar of most elected members of Congress and officers of the judicial system. They refuse to consider that these programs, over time, have adopted the of methodologies the East German Stasi, the KKK of the old South, and the Gestapo of the Nazi Third Reich -- and that the "targets" include innocent American citizens tagged by someone in a position of power as a "troublemaker," perhaps a whistle-blower, a political "dissident" or falsely slandered as a "social deviate."
Victims say the rise of this "American Gestapo" represents the victory of neo-fascism over democracy -- achieved under the guise of "national security" and "keeping America safe." They say that in the face of mounting evidence of widespread abuses, even those who identify themselves as liberals and progressives often naively insist that "it can't happen here."
Victims charge that extrajudicial targeting and punishment is destroying our democracy. They maintain that untold thousands, if not millions, of individuals and families are being irreparably harmed by this "social genocide." Some call it a "silent holocaust" due to its clandestine nature and the use of silent, invisible radiation weapons technology to achieve its horrific goals.

the GPS-enabled, networked gang-stalking apparatus works so well
again, we've no evidence an "apparatus" exists other than seeing perps who utilize cell phones and have GPS navigation on their dashboards.
As well the concept of them being mindless autonomatrons whose actions are merely being one of dozens of red blips on a screen they follow computerized commands of is not only sheer speculation, it's giving vehicle perps benefit of doubt the looks on their faces tell me they don't deserve. I think I myself had recently stated "they don't see their actions as wrong and by nature are not criminal by themselves", (I believe it was at Wired.com) however after thinking that through and looking at this with the "ends jusitifies the means" mindset or that their image of us is based upon a lie or embellishment, I think most do understand their assigned duties walk a line of legality and ethics that is very blurred. The more accurate picture is their handlers likely tell them that what they are doing is for a good cause, they won't get caught doing it, and if they did it would be impossible to prove in court.
More to the point, they've never walked around spilling the beans before, you've got nothing to threaten them with to make them do so, and anything they would offer in questioning would only be self incriminating- and certainly their handlers would have a standing order to not giver information to the authorities.
I'm kind of losing you here, what does anyone involved in these actions, no matter their position in the chain of command, have to gain in answering questions?
The node-carrier, believing he or she has done nothing wrong, has no reason to refuse to answer the questions! Lying would present a legal problem for them, but answering the questions (at least in their minds) presents no such legal problem.
Sure, they'll tell us everything..... because they like us! Not a chance- and I suppose we've all heard of "taking the fifth"...
As far as the local authorities refusing to help, we might conceivably be able to do the grunt work ourselves.

You make some good points. You are saying that it won't be easy, and you are correct about that. Initially, such an undertaking may net only a small quantity of actionable results, but we would consider small to be better than zero (what we have now). I won't live much more than another twenty years (less in a FEMA camp), so I'm thinking that we might want to get started.
Specifically, we would do nothing to threaten them. We would only be asking them to do the right thing, and their motivation would be to do the right thing.
For the vast majority of them, their self-incrimination would at most be applicable to a misdemeanor, and perhaps to nothing. We would be asking them to supply information to authorities about serious crimes committed by others, criminal acts about which they have knowledge. The serious nature of the crimes of the operators of the GPS-enabled networked stalking apparatus might need to be explained to them. That we could do.
Their handlers may indeed tell them to refuse to cooperate with the authorities. Given that the authorities are trying to enforce the law, what does that make the handlers? You realize that they have all been told that they are essentially working for the authorities? In the face of the lie of the handlers, and given that the operators of the GPS-enabled networked stalking apparatus are the ones committing the serious crimes, don't you think they may see the light?
All of this will eventually come to be seen in the light of day. The time that remains (under the party rock) for the perpetrators (the real perpetrators - the operations people) is limited. The opportunity to be seen, in the not too distant future, as having done the right thing (as apposed to protecting criminals) should be a strong motivation for people who are only tangentially involved.
Of course, my whole theory is based, optimistically, on the idea that we are dealing with a rogue operation. If the chain of command is corrupt all the way to the top, then you and I and Vic may not have even twenty years.
In all cases, we must respect the rights of the potential witnesses. Threatening them or harassing them is not to our advantage.

Unfortunately, the strategy of the local enablers is to trump up charges of "stalking" against the victims of organized community stalking. I now face misdemeanor criminal charges of "stalking" (as outlined elsewhere in this comments section) as a result, I believe, of a deliberately crafted entrapment scheme engineered by organized stalkers working in conjunction with local police.
I also was assaulted, thrown down on the trunk of my car, falsely accused of "resisting arrest" when I was totally compliant (significantly, I was not charged with resisting arrest); not read any Miranda rights; painfully handcuffed behind my back, placed in a stress position and then thrown in a locked cell and denied the right to make a phone call ("You can make a phone call when you get to prison," said the station cop.)
My car also was confiscated and towed. Then I was fingerprinted, forced to sign three documents, mug-shot, and released a couple hours later, presented with absolutely no paperwork, not even a document showing my car was towed.
This is fascism. And now I must pay for legal representation or trust the public defender system to protect me from this egregious violation of my human and civil rights.
So when you talk about gathering evidence to present to the people who are supposed to enforce the law, I can only shake my head...
This nationwide gestapo program has CORRUPTED virtually EVERY police force and fire department and EMS squad in the United States. They ALL know what's going on, and they ALL enable the apparatus... misusing the judicial system to enforce a "Gulag" system that declares as mentally "unstable" individuals who are unjustly targeted by this Gestapo apparatus.
THIS IS THE "PROGRAM" CONGRESS MUST INVESTIGATE. It has destroyed democracy and has undermined the rule of law in every county in the U.S.
And now they're talking about a "CIA assassination ring"? That may be true, but the truth is much deeper, much broader, much more infectious.
So here we go: Authorities will construct another "boogy man," the Cheney "assassination ring." (Perhaps thats why word of the "ring" was purposely leaked to Seymour Hersh -- the cover story to shield the extrajudicial targeting "torture matrix"). There will be hearings. A few scapegoats will take the fall.
And "the program" will continue unabated and unbowed in EVERY COUNTY in the U.S.
Unless people wake up to the fact that we living in a police state, and take steps to dismantle this nationwide Gestapo.
And I am being CUT OFF from communicating. My phone calls are being not just surveilled, but intercepted, and often responded to by persons who appear to be undercover impostors. This is a witch hunt of the first order.
Will someone reading this please get me a high-profile attorney like Alan Dershowitz -- please?
High profile because in the past, I believe I have been entrapped and deceived by persons posing as attorneys (and as other "professionals" as well).

We have two approaches designed to achieve the same goal. You're working from the top down with most of your activity, while I pontificate about working from the bottom up.
Both approaches have problems. The pols on top typically don't become very motivated unless there is a political expediency of some kind. The folks on the bottom are often motivated by what they fear least.

Well, if I followed your advice, the overt censorship wouldn't have eased (somewhat) and I'd be totally incapacitated, because organizing "the little people" would have had no effect on those torturing me, whereas the severity of the physical attacks eased in the weeks and months after my several visits to the FBI. Why, precisely, I cannot say. But there did seem to be a cause-and-effect relationship.
So I'll leave the "community organizing" to others and I will continue to do what I do best -- and what appears to be working, thank you.

From what I have seen and experienced, this is simply *justice denied* as a matter of "National Security."
Due Process has been eliminated through executive orders and the Patriot Act.

Naturally, we must respect the constitutional rights of those we might like to ply with questions. We must not engage in any harassment activities ourselves, lest we be considered hypocrites.
After what we have been through, we understand all of that, don't we?
While they can simply refuse to answer questions, and slam the door shut in our faces, it might look a bit suspicious, like refusing to take a lie detector test.

I would NEVER engage in the kind of malicous acts that stalkers seem to believe they are entitled to participate in. I have never acused anyone in the nine years I have gone through this, and that includes friends who have set me up on numerous occassions for what I now know is called "street theater." Although some theater takes place in homes, it's basically the same methodology. Actually some took place at a theater! In some instances I knew it was going to happen, but for some reason the love I have for my friends superceded all else. Call me stupid because thats how I feel. I felt a loyalty to them, and I also felt that some day the truth would be known, and they would see I am not the evil demon that my attacker as tried to make me into.
I am glad you brought up lie detector. I have thought that this would be the easiest method to clear oneself of lies. Also, if one submits to a lie detector and the opposition refuses wouldn't this point to their guilt? I know this sounds simplistic, but the logic is sound.

And I see from the "recommend" clicks to the "turn the guns up" post that these guys are marking their trail. Keep up the fine work.
Some bastards really think they are above the law, and that the fellow sitting next to them in the fusion center or some other "cencom" couldn't be one of the "good people on the inside" because he snickers along with them at the lame psy ops.
Perhaps they should read the Constitution (and the definition of "felonious assault with the intent to do bodily harm") because some of their "partners" may actually believe in upholding their sworn oath (and saving their own asses in the process).
But readers, don't give that much thought because I'm just blowing smoke -- okay?

Thanks so much for the GPS story link, A-G. I don't know how I missed this one; it is of VITAL importance.
Now get me a civil rights attorney so I can sue local, county, state and federal authorities on these grounds! In fact, maybe I'll make it a CLASS ACTION. I am getting right on this -- although the rogue program operatives are INTERCEPTING my phone calls in an attempt to thwart me from obtaining counsel, I believe.
In particular, I received a phone call ostensibly from the secretary of a civil rights attorney in my county, telling me that the office "does not take these kind of cases." I believe the caller may have been an impostor agent -- a gross violation of my civil and due process rights.

Court Strikes Down GPS Tracking Without Warrant By Sewell Chan

Chief Judge Jonathan Lippman wrote the majority opinion for the State Court of Appeals.
In a 4-to-3 ruling, the New York State Court of Appeals ruled on Tuesday that the State Police violated a criminal suspect’s rights under the State Constitution when it placed a GPS tracking device inside the bumper of his van without obtaining a warrant.
The police had used the device to monitor the movements of the suspect, Scott C. Weaver, for more than two months. But the court ordered the evidence gathered from the device suppressed and ordered a new trial for Mr. Weaver.
In three written opinions, the judges on the court debated the constitutional issues raised by the growing use of global positioning system technology as a tool of surveillance. The case could set an important precedent for state and local police agencies.
In the early morning on Dec. 21, 2005, a State Police investigator crawled under Mr. Weaver’s van, parked on the street, and placed a GPS tracking device, known as a Q-ball, inside the bumper. It remained in place for 65 days, constantly monitoring the location of the van.
It was not clear why Mr. Weaver, of Watervliet, N.Y., was placed under electronic surveillance, but he was eventually tried for two burglaries: in July 2005 at the Latham Meat Market, and in December 2005 at a Kmart in the same hamlet in Albany County.
A jury convicted Mr. Weaver of two counts relating to the burglary of the Kmart but acquitted him of the counts pertaining to the meat market burglary. (GPS evidence had only showed that Mr. Weaver’s van crossed the parking lot of the Kmart hours before the burglary; he was never spotted behind the wheel, and was convicted in part on the testimony of a witness who said Mr. Weaver, now 41, had used the van to scout out the Kmart before going back to commit the crime later.)
Writing for the majority, Chief Judge Jonathan Lippman cited a 1983 United States Supreme Court case in which government agents had placed a beeper in a five-gallon drum of chloroform to track the container’s movements. The beeper was used to help the agents keep visual track of the vehicle carrying the container. In that case, the court found that the driver of the vehicle had no reasonable expectation of privacy since the van’s movements were visible for all to see. Judge Lippman distinguished the Knotts case from Mr. Weaver’s situation this way:
The judge also raised the specter of GPS being used to penetrate every part of a person’s private life:
The judge added the ruling had no bearing on federal cases, because the United States Supreme Court has not ruled upon whether the use of GPS by the state in criminal investigations constitutes a search under the Fourth Amendment, and most federal appellate courts have not addressed the issue.
“In light of the unsettled state of federal law on the issue, we premise our ruling on our State Constitution alone,” Judge Lippman wrote, citing similar decisions in Washington State and Oregon. He was joined by Judges Carmen Beauchamp Ciparick, Eugene F. Pigott Jr. and Theodore T. Jones.
In a dissenting opinion, Judge Robert S. Smith acknowledged the newness and greater efficiency of GPS devices but defended the legitimacy of the search. “The proposition that some devices are too modern and sophisticated to be used freely in police investigation is not a defensible rule of constitutional law,” he wrote.
Judge Smith wrote that while “I do not care for the idea of a police officer — or anyone else — sneaking under someone’s car in the middle of the night to attach a tracking device,” the State Police only violated Mr. Weaver’s property rights, not his right to privacy.
And in another dissenting opinion, Judge Susan P. Read argued that it should be up to the Legislature, not the courts, to restrict the use of GPS devices by law enforcement, and she argued that the use of GPS was not legally distinct from traditional physical surveillance.
Judge Read also concurred with Judge Smith’s dissenting opinion, and Judge Victoria A. Graffeo concurred with both dissenting opinions.

LOL, is that the same kind of "imposter" you got when you called your utility company to complain when they shut your power off? (the "imposter" did get his power turned back on.)
Check it out, ever heard of these payphone things? How about a pay as you go cell phone? You can furnish the name "john smith" and buy one for $10 and $20 for your first block of minutes, and if you think the fusion center is on on to you, get a new one tommorrow and another the day after.
Oh and here's some perspective on the GPS story- they can make its use illegal. So what? Gangstalking is illegal under USC title 18 section 241 & 243. They're still doing it.
