VIC LIVINGSTON'S PRAYER FOR THE 'DO-ERS'
A virulent form of "domestic terrorism" is destroying the rule of law in America.
Victims of so-called organized "gang stalking" or "community stalking" charge that the rule of law has broken down nationwide at the hands of state-supported vigilantes -- operating under the cover of citizen "volunteer" programs and various "service" corps.
Organized groups of private citizens, funded by elements of government at multiple levels, are the backbone of an "extra legal" control mechanism that its victims say is denying citizens their constitutional right of due process under the law. Victims of this extra-legal network maintain that these vigilantes are functioning outside the legal system as judge, jury and executioner -- meting out various forms of harassment and abuse. Victims call it "domestic terrorism" and they allege that their human rights are being violated.
Those who have been targeted by these groups say this vigilante militia is patrolling the streets, stalking and harassing, inflicting physical harm upon people who have been targeted by this extra-legal control mechanism. Some victims have moved to other cities and towns to escape the persecution -- but they say the vigilantism recurs in their new locale.
"It appears to be a nationwide network that attracts right-wing extremists as well as law and order types and people connected to public safety such as firefighters, police auxiliaries, retired police and military officers, and even their family members," says one victim, who says he has been "gang-stalked" for several years. "I doubt it could exist without some people in positions of power looking the other way."
Even some regular, uniformed police are reported to have been intimidated by this network of extra-legal control, using volunteer citizens as the "street muscle."
Victims say that in addition to being physically harassed, their property is being vandalized; their privacy is being invaded; their mail is intercepted, financial accounts and billing statements altered, family finances decimated; and their physical well-being has been compromised using hi-tech instruments such as "directed energy weapons" that emit silent bursts of radiation -- lasers, microwaves, x-rays, even sonic frequencies -- that can disable, main, induce illness or even kill.
"This is torture that's happening right here, in American cities and towns," says one alleged victim. "But it's like pre- World War II Germany; people refuse to believe that such abuses could happen in a civilized society. But it is happening. And I'm convinced that local and federal authorities not only have knowledge of this extra-legal targeting, but are providing funding and direction.
"I know the FBI knows about it, because I've been down there several times over the past two years to report it." He says he knows of no formal investigation, despite his offers to cooperate.
"I'm not saying they know of the worst abuses, such as using microwaves on targeted persons to degrade their health and make it impossible for them to earn a living. But they must know that these citizen patrols are doing a lot more than just cruising around the neighborhood. "
Citizens who have reported abuses say their complaints are typically ignored -- or that authorities insinuate that their claims are figments of their imagination, or are a manifestation of a mental illness such as paranoia.
"That appears to be part of the M-O," says one victim. "You haven't done anything wrong, so they can't charge you with a crime. So they attempt to make it look like you're crazy. That's how they marginalize people who don't fit in with their world view."
This victim believes the vigilante network is a convenient way for those in power to dispense with persons they simply don't like, or whose political or social views do not hew to what they regard as the established order.
Victims also believe that a network of government programs and agencies works in tandem with the extra-legal vigilante system to destroy their financial security. They allege that the crisis in the mortgage and credit markets may have been worsened by these programs, which they say are sapping the financial well-being of individuals and families without benefit of the right of due process.
Some victims wonder whether these extra-legal programs didn't create those financial crises in the first place. "We haven't had these kind of widespread financial woes for sixty years," a gang-stalking victim said. "You have to wonder if these programs weren't a blueprint for an ideologically-motivated purge."
Some of the agencies looking into the mortgage and credit market problems may have had long-standing knowledge of these programs, according to victims, who are calling on Congress to investigate.
"The issue of state-supported vigilantism and extra-legal control represents an assault on our judicial system that makes Watergate look like the third-rate burglary that it started out to be," says one gang-stalking victim. "Since government agencies appear to be involved in funding these programs, it's up to Congress to investigate, to use its powers of oversight to ensure that democracy and the rule of law prevails -- and not the law of the jungle."
President Clinton often talked about "the politics of personal destruction." Hillary Clinton warned against the "vast right-wing conspiracy," a concern she reaffirmed, albeit in milder descriptive language, in her autobiography, "Living History."
The network of programs and policies that are allegedly circumventing the judicial system, violating constitutional rights and meting out vigilante justice, might collectively be termed the MECHANICS of personal destruction.
I wonder aloud whether Bill and Hillary Clinton weren't trying to warn the rest of us about an evil that even the power of the presidency could not keep in check.
The entire electoral process is being marginalized, relegated to little more than window dressing, as true power is stolen away by a neo-fascist element that has found a way to seize the reins of power and authority. It is analogous to what John Dean called "a cancer" -- not just on the presidency, but on the entire body politic.
Amazing as it sounds, this powerful apparatus appears to exist under the radar of most elected members of Congress. Those who should know, perhaps they believe such programs exist to target "terrorists," so-called enemies of the state. They naively refuse to believe that these programs, over time, appear to have morphed into a vast system of extra-legal vigilante control not unlike the East German Stasi, the KKK of the old South, the Gestapo of the Nazi Third Reich -- and that these programs effectively deny innocent American citizens their constitutional rights.
This appears to be nothing less than neo-fascism under the guise of "national security" and "keeping America safe." And liberals and progressives, who arguably are represented among the targets of these programs, naively insist that "it can't happen here." Only the Libertarians seem to perceive the threat.
Whoever is elected the next president will inherit these programs. That person, if he learns of such programs, is likely to be told of their necessity and propriety -- that such an extra-legal control mechanism, employing citizen vigilantes and extra-legal programs targeting financial resources, can co-exist with democracy.
In fact, this extra-legal control mechanism is destroying our democracy; much damage already has been done. Individuals and families are being slowly destroyed. Some call it a "silent holocaust" due to its clandestine nature and the use of silent, invisible "directed energy" technology.
Below are links to the articles I've written about this imminent danger to our constitutional democracy. I urge lawmakers and congressional committee staffers to do some research, and start asking some tough questions, starting with the Department of Homeland Security:
"Mr. Chertoff, are you aware that many Americans believe they have been the victims of so-called community or gang stalking, possibly perpetrated by persons equipped and trained by federally funded volunteer programs under your charge? Have you heard of such reports, and are you investigating to ensure that these programs and their resources are not being misused?"
That would be a good place to start. I believe it goes much broader and deeper; but the curative process must begin before more Americans are seriously damaged by this descent from the rule of law to the nihilist rule of the jungle.

You posted the quote without qualification and after the fact did not offer an interpretation of your thoughts?

I hope the tormenters understand the gravity of the crimes they're committing. When a victim government-sanctioned torture dies, as some TIs already have, it is a capital crime for which all responsible from the lowest "just following orders" criminal--whether military, paramilitary, police officer, bureaucrat, or elected official--to the highest can be charged at any time for the rest of the criminal's life. The menial servants dishing out the abuse to TIs might think they're having fun playing spy games, but they don't get paid enough for the expensive lawyer they'll need one day. That is if they survive that long. It's more likely they'll find out the meaning of irony, for their employers are smarter and ruthless.

This program is across the board. When I talk about people's financial security being destroyed, I'm not just talking about spy agencies, CIA, DIA and Army weapons research and NSA, FBI and such... I'm talking about agencies that deal with personal finances along with all the others. This isn't just gang stalking: It is the "mechanics of personal destruction," accomplished via extra-legal targeting and extra-legal programs. I had a very successful career. Prior to hosting my own TV show on a major regional sports network for six years, I was the business reporter for the Fox TV affiliate in Philly, and I've worked and written for major newspapers and magazines. But since all this began 4-1/2 years ago, I've been shut out. Now, for most of that time, I was physically stultified due to DEW. Actually, I don't like that nomenclature, which sanitizes what it really is -- RADIATION energy weapons. "Directed" sounds so benign; it's part of that linguistic game-playing that these evil forces engage in. They are not just destroying people, their careers, and their families. No, that is not enough for these neo-fascists. They are engaged in TORTURE and it's even more than that: They are intervening in the administration of medical care, violating the Hippocratic oath of "First, Do No Harm."
They also are using the emergency rooms and medical departments at hospitals throughout the nation as a tool of extra-legal control. The hospitals probably do not know that their ranks have been infiltrated by nurses and orderlies who are working off another agenda. I know this is true based on what has happened to me.
I am getting emails (the few I am receiving) from people who want to "help" me, emails which are delivering veiled threats saying things such as, I don't believe in the death penalty, but don't worry, the street thugs who are gangstalking will be the first to be "bumped off" so they won't talk.
I'm not fazed by their veiled threats. The watchers are being watched. I have received certain signals that encourage me to continue to speak out and tell the truth about what is happening. Those who would harm me or my interests are being just as closely monitored as is the case with their "full lid" coverage of me. It's out now; they do themselves and their interests harm by making these threats, and they will make things worse for themselves if they commit further abuses of power.
Radiation weapons must be BANNED as inhumane for the purposes of law enforcement and even warfare, since there is no way that civilians won't come under their cruel fire (it has happened already, in Iraq, according to some accounts).
So Tolly, if you're not a disinformation troll (they have the ability to alter even legitimate posts to cast doubt on the sender's credibility), I understand completely. But I'm not going to let them defeat me or my spirit, which they nearly did for four long years. I have been "saved" with a little help from my friends in DC and yes, by the grace of God, who will judge all of us by the way we treat our fellow human beings.
NOW PLEASE GET WHOEVER IT IS IN LOWER MAKEFIELD, PA TO STOP USING D.E.W.
THIS ISN'T JUST TORTURE -- IT IS SLOW GENOCIDE AS REPREHENSIBLE AS ANY GENOCIDE ANYWHERE ON EARTH. JUST BECAUSE IT'S HIGH TECH AND SILENT DOESN'T MEAN IT'S NOT SLOW GENOCIDE. PEOPLE ARE BEING DESTROYED, PHYSICALLY, FINANCIALLY AND SOCIALLY. THAT IS GENOCIDE.

Now, of course, they will try to portray me as delusional. But it won't work; too many others know the truth, and it's already gone way up the chain of command -- something the neo-fascists at the ops level thought they could prevent from happening.
They were wrong. Justice does have some friends in high places. By this time, even Mr. Paulson may have been clued in. If not, the good people reading this will do so at the opening of the next business day.
The more they allow the torture and the extra-legal abuses to go on, the worse it will be for them.

DL: Thanks for doing the active links. When I try to do an html link, the "cut and paste" function whites out and I cannot do the operation, which is why most of the links within my stories do not work. I believe this is a product of purposeful interference. The only way I can get a link to work is by retyping the entire link. For some reason, the nowpublic.com links are very long.
I'm still waiting for the first media colleague to email me. I believe my emails are being intercepted. I'm not even getting the usual spam advertising. And as I have related, I was blocked at the desk when I tried to visit the ACLU national office at 125 Worth St., NYC. Does the ACLU know that people in need of assistance are being prevented from establishing contact? That is what has happened with me. If anyone reading this knows the ACLU people in NYC or Philly, please make them aware, and please send them these links. Thank you.

Vic, regarding links, you can shorten them up a lot by going to tinyurl.com. This website allows someone to turn a very long link into a much smaller and more manageable one.

One more point: I purposely have not joined the Yahoo! group or any other group discussion. Anyone who has read my "comments" section knows why. These sites are trolled by paid disinformation specialists. So there is no way to verify what is being said. Also, my site has been hacked repeatedly, and I have found words changed, phrases altered, etc. I am monitoring to ensure that the meaning of my work is intact, but it is a constant challenge.
I do believe that some of these "TI" sites are being dominated by people who do not have the best interests of the posters in mind; let's leave it at that. Being someone who is being unjustly targeted and persecuted, I know there is the temptation to communicate with others in a similar situation. Problem is, with all the disinformation, you may be wasting your time and hurting your cause. So I will continue to post only to my pages (I have alerted the Canadian ownership that their site is being hacked, and I believe they are monitoring as well).

You talk about the "disinformation artists". I would like to know who appointed these people as the official spokespeople for this very real right wing conspiracy comprising the "mechanics of personal destruction". Everywhere you look on the internet you see the very same information about DEW, gangstalking, and the like. It all seems to be coming from the same source.
The information from the "disinformation artists" consists primarily of endless psychobabble and harebrained, constantly changing, theories about the gangstalkers. They generally tell the targets to accept their fate, and usually tell them they must learn to live with the harassment for the rest of their lives. Well, that kind of positive thinking sure makes one feel good, doesn't it?
The DEW, or whatever it is, started in 1993 for me, because that's when I first started feeling ill from it. I'm feeling the effects again today, as I write this.
Like you, it seems that I can't find work anywhere in my field. I get very unusual treatment during job interviews, as if they are all in on the "hit". Being "shut out" is a dead-on description. This has been going on for seven years now for me. "Take a minimum wage job, so you don't have to be diagnosed as mentally ill" was one of the great tidbits I heard on a TI help group from one of these internet disinformation artists. Facist dictatorships have always tried to make their targets look crazy.
As Han sees it, the kingpins and cronies of the operation are people went over to the "dark side" long, long ago. They are people in positions of power, able to manipulate groups of people.

The fact that there are so many of these disinformers dedicating time victimizing you and so many others goes to show just how much our government wants to keep all this a big secret, like their extraordinary rendition program. This is more of the Kafaesque world they've created, as described in The Penal Colony, where people are tortured without even being told what their crime supposedly is. You absolutely shouldn't accept this as your fate. Vic is setting the right example. I know there are people working to expose and put an end to this. Unfortunately, there are a lot of victims who don't see the disinformation operatives and sadistic passersby for what they are, and as a result they're being terribly misled.

The methods and tactics being employed in this nationwide extra-legal control network involve sadistic psychological and physical harassment, not only of the "targets" but members of their extended families. Let me tell you a true story. A couple of weeks ago, I drove down to my old alma mater. I took the wrong road and ended up in Elkton, MD. A tan Suburban was pulled over on the side of the road as I passed. As I slowed to make a U-turn, the driver behind the wheel pulled down a silver sun reflector that had been hiding the view. He flashed his lights. Suddenly, another pickup veered off the road and pulled behind me (I was on the shoulder preparing to make the U-turn.) The driver of this second vehicle leaned out his window and shouted obscenities at me. The other vehicle that had been parked on the opposite side of the road pulled out and sped off. I then pulled out; I wanted to get his plate number, in case this situation escalated. The pickup made a sharp right turn just before the state line. Neither vehicle crossed into the adjacent state.
I relate this story because it illustrates that there appears to be a nationwide extremist network that is actively tracking targeted people. This is highly coordinated. As I've said before, I believe authorities are aware of these vigilante networks and that participants in this illegal activity are members of volunteer groups, some of which are government-funded. In the past couple of weeks since posting my articles, I have noticed a drop-off of stalking "traffic". But when I venture outside of my immediate neighborhood, the stalking continues.
I am recording license plate numbers of those who stalk me. But without some authority to "run the plate numbers", this activity goes unchallenged and unchecked. I've been nearly run down by stalkers; they have sabotaged my vehicle. We get airbag warning lights indicating airbags are turned off; the service guys at the dealership say there's no problem. I believe this vigilante network extends into local businesses and into certain car dealerships who are suppliers of vehicles to state-funded volunteer groups. If I go to the police with my concerns, they will undoubtedly say my concerns are unjustified, furthering the "paranoia" narrative that is used against targeted people.
Only the FBI can bring this "penal colony" to an end. When will local police realize their authority is being usurped by vigilante groups wo may be consider themselves above local law because their groups receive funding outside of the locality?
Where is Congress on this? I have tried to get through to my congressman, Partick Murphy, but I have gotten no response.
If other targets are reading this, we must find a way to take action, and not by being deceived by disinformation specialists posing as fellow victims. Perhaps we should plan a mass protest on the Washington Mall when Congress reconvenes in September... real people, in person. And we need some allies in Congress, contacted in person, and not by email that can be intercepted and/or altered. Any thoughts?

Good point regarding those groups. I had never joined any until recently, so I thought I would find out what they were about. I made some interesting observations and I have learned about some interesting sites, but your point is well taken. Thanks for the advice. And good for Canada, although they cooperate with NSA's surveillance programs.
I wonder if you've read more recent articles by Sharon Weinberger on radiation energy weapons at online "Wired." I thought the one in the "Washington Post" didn't address the problem well at all. Another one, "The Weird Russian Mind-Control Research Behind a DHS Contract" (http://www.wired.com/politics/security/news/2007/09/mind_reading) has some interesting information, but she continues to be self-conscious when discussing anything that has to do with the subtle workings of the brain and the technology exploits them. She's compelled to present it as weird science, and continues to think that whenever she has to say something like, "In the United States, talk of mind control typically evokes visions of tinfoil hats." Don't you think it's time educated people in the U.S. become acquainted with these psychotronic instruments that have long been weaponized? They were used by Soviet Russia against Afghans.
The instrumentation Weinberger discusses is an invention of Igor Smirnov. What she tell the reader is that at least one other psychotronic invention has already been developed and weaponized here in the United States. According to Marshall Thomas' research, Major Gen. Albert Stubblebine (Ret. US Army)--his commands included the Army's Electronic Research and Development Command (ERADCOM) and the US Army Intelligence and Security Command (INSCOM)--and his co-founder of PsyTech purchased a Smirnov patent years ago. Stubblebine's so-called "remote viewing" is actually weaponry. He and others been hiding behind the cover of being those wacky military guys into parapsychology, all the while developing these very tangible weapons, which they're now testing them out on the citizens?
I thought I had seen a more recent piece by Weinberger on psychotronic weaponry, but I can't find it now. Anyway, I wonder if you've read that one, and, if you have, what you think.

This is all true. Covert intelligence agents are using medical networks to oppress and punish their targets (so-called dissidents).
The intelligence agents enlist the aid of dentists, often in the name of patriotism and law enforcement. If a dentist can't be co-opted into cooperation, the denist's office is infiltrated by dental hygienists working for covert intelligence. There also exists some dental clinics which are wholly owned and operated by the neo-facist and intelligence communities.
The dentists implant miniature devices, given to them by the intelligence agents, during tooth fillings and extractions. The devices are at least 1/10th the size of a grain of rice. The implantable devices have multiple purposes: to cause discomfort, to cause tinnitus, to act as GPS tracking devices, and to act as listening devices. These devices are impossible to remove once implanted. The intelligence agents have other types of implantable devices as well.
The miniature devices now work via the cell phone networks, and each device has a unique cell phone number, so that the devices are individually tuned for each dissident.
Depending on the case, budget, and desired effect, the intelligence agents may simply order that the dentist inject the dissident with bio-warfare style micro-organisms in order to ruin the quality of life for the dissident. This is done quite often, judging from all the people on the internet complaining about all sorts of strange microbial related illnesses. These illnesses often cause the dissident to become disabled and unable to work, or make it very difficult for them to work. Some of these micro-organisms can cause profound psychological changes in the dissident, resulting in psychosis, neurosis, and personality changes.
Either way, it will take at least three or four days after the dental procedure before the dissident begins to notice the negative effects on their health and well being.
Certain drugs and chemicals are also injected into the dissident during the dental procedures which heighten feelings of paranoia for a period of several weeks. This is necessary because for a period of time following the procedure, street harassment protocols around the dissident are increased.
Sometimes the illness and effects from the devices, drugs, microbials, and chemicals are mistaken for D.E.W. attacks.
Dental office staff are instructed to enunciate certain trigger phrases to the patient/dissident before, during, and after the procedure. The dissident may pick up on these phrases immediately, or during the intensified street harassment in the following weeks.
One may have noticed people saying that if the earth is ever invaded by extraterrestrial life, it will be on the microbial level. This is only a cover for the what the neo-facists are really striving for on the microbial level, which is to affect the thinking processes of the masses via covert biological attacks.

This is the stuff of spy novels. Why would they bother, to quote a poster, when they've got D.E.W.?
But I have encountered medical assistants who made sadistic, inappropriate remarks when taking blood, and then a day or so later, I got violently ill. A connection? Who can prove it? Can't rule it out.
But you certainly seem to have extensive knowledge about this, or you are trying to scare people.
The only "dissident" act I have committed is voting Democrat a few times. Is that enough to qualify for this "white glove treatment"?
