I disagree. That isn't magic, simply unabashed capitalism, coupled with a government unwilling, or unable, to keep track of what is going on.
Either the Bush or Obama administration failed the taxpayer, maybe both.

Capitalism is greatly diminished when the rules are bent to favor only the rich and powerful. In fact, Government's sole responsibility in a democracy is to level the playing field so the weak majority don't give up and attack the wealthy minority. When the majority fails to believe in the system, it gets ugly for everyone. Hopefully, the current administration will curtail this abuse and restore some faith in the system.
