Government Agencies Support Domestic Torture and Gang-Stalking, Says 'Targeted' U.S. Journalist

You don't sound like you are familiar with the latest generation of "Directed Energy Weapons" which are now widely deployed among the military, law enforcement and even among civilian agencies. This weaponry emits invisible, silent and potentially lethal radiation of various types, depending on the model. Before you engage in the name-calling that is typical of disinformation disseminators, I suggest that you read the article at the second link at the top of this article, re: Directed Energy Weapons. D.E.W. is quite real, and in wide use. Google "Directed Energy Weapon" and read all about it.

When I tried to access the site above, I got a message saying, "Great success.  Apache is working on your cPanel® and WHM™ server..."I did not hook up my computer to a server -- but I am well aware that my computing has been hijacked by remote computing software and when I boot up I get a message about "network server initiation."  So I believe all of my telecommunications are being surveilled, and, in fact, diverted and sometimes altered by the insertion of so-called "spoofed" pages.  Often when I hit the return key, I get a message in the taskbar that data is being sent to "miisolutions.net" which I learned is a "mirror site" located in Ashburn, VA., in the D.C. suburbs.

There is no justification nor probable cause for this surveillance, interference and tampering.  The fact that it is happening is a reflection of the state of our nation today.  There is an attempt to prevent me from communicating.  I cannot reply on email because I know all my emails are not getting to intended recipients and I receive very few email.  It appears I am being censored.  I would like to fight this with the help of ACLU, but I can't effectively communicate with them.  It's a Catch-22. 

The only way I can reliably communicate is by posting to public boards, which I can monitor.  Even then, I have seen my posts mysteriously disappear. Anyone out there having similar experiences is encouraged to check in here.  These persistent communications problems are preventing me from pursuing my career.  This is a form of social genocide.  It there is anyone other there who can help, please post here with contact info.  As mentioned, I cannot rely on email.

My email and other communications have been altered in transit.  This has required constant vigilance on my part to assure that the words attributed here to me are mine.

If you are enduring the harassment and physical abuse of a gang-stalking victim, you should understand this.  And a true victim who has read my articles would know that what I've written is sincere and not the work of a "two-bit snitch," whatever that is.  Your angry syntax doesn't exactly convey sincerity but it does speak to me.

I have learned that persons who have tried to post here have been unable to do so, or their posts do not appear on these pages.  So the possibility that someone altered the original post cannot be dismissed.  The goal of the disinformation agent is to cast doubt on the credibility of those who dare to inform the public about what's happening in our nation today.  Since my communications are under the absolute control of "Big Brother," I must conclude that almost anything that gets through to me via telecommunications is something that these censors want me to see.  And, of course, I don't know how much I am NOT seeing due to this pervasive, unconstitutional and at times sadistic censorship and tampering with my telecommunications.

But since you asked, when you say that EVERY doorman, etc. is an informant, people tend to write off such absolutist statements.

But the more you think about it, it's plausible that if these programs target "dissidents" (anyone who opposes the prevailing dogma), doormen would be valuable lieutenants to get inside info (and maybe, literally, "get inside") to spy on and harass the targets.

The charge is this: there's a ruthless and cruel American Gestapo that uses civilians as street muscle, it's networked, has government funding and powerful official ties, uses silent and dangerous radiation weaponry to weaken its"targets," and encompasses virtually every community in America.  My personal experience and reporting convince me this is true.  If you carefully read what's here, including the comments section, readers will be able to discern how this works (for example, the comment post about RISSnet reveals how information (and rumors and slanders) about those who are targeted are "shared" -- a possible explanation of why moving to another town doesn't end the harassment and domestic terrorism. It's also a revelation to learn that this system includes foreign nations.  This police state apparatus transcends even national boundaries, and the implications are profound.

Again I ask my media colleagues and liberal/progressives, especially the Democratic leadership:  Why are you so NAIVE?  Wake up before they target YOU, too. In fact, maybe they already have.

But this is America, and I was among those who wished to believe these conditions could not prevail in the land of the free and the home of the brave.  Unfortunatley, I was misinformed.  Problem is, the skepticism is so engrained that unqualified statements like "all doormen" are involved make it easy for deniers and knowing apologists to invoke the "tin foil hat" line.  I've had it used on me within these posts, so don't feel insulted if I bring up this stereotypical slur...

The record for the highest helicopter flight is 40,820 feet set by Jean Boulet in 1972 in a Lama. Flying is not hovering.

It is intended to be used for rescue missions on Everest. I can ask many questions of your "absolutist" assertions.

I have found throughout my "quest", as you say, that the "doers" are "transparent"(credit scrivener).

If you are real, and that I doubt, you should stay with only that which cannot be disproved.

To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Space Preservation Act of 2001′.

SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.

Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.’.

SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.

The President shall–

(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and

(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.

SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.

The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.

SEC. 5. REPORT.

The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on–

(1) the implementation of the permanent ban on space-based weapons required by section 3; and

(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.

SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.

Nothing in this Act may be construed as prohibiting the use of funds for–

(1) space exploration;

(2) space research and development;

(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or

(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.

SEC. 7. DEFINITIONS.

In this Act:

(1) The term `space’ means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.

(2)(A) The terms `weapon’ and `weapons system’ mean a device capable of any of the following:

(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by–

(I) firing one or more projectiles to collide with that object;

(II) detonating one or more explosive devices in close proximity to that object;

(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or

(IV) any other unacknowledged or as yet undeveloped means.

(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)–

(I) through the use of any of the means described in clause (i) or subparagraph (B);

(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or

(III) by expelling chemical or biological agents in the vicinity of a person.

(B) Such terms include exotic weapons systems such as–

(i) electronic, psychotronic, or information weapons;

(ii) chemtrails;

(iii) high altitude ultra low frequency weapons systems;

(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;

(v) laser weapons systems;

(vi) strategic, theater, tactical, or extraterrestrial weapons; and

(vii) chemical, biological, environmental, climate, or tectonic weapons.

(C) The term `exotic weapons systems’ includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.

I am leaving you a note here because my email is being intercepted and most of what I send out does not get a response.   Please take the time to read all of the stories I have posted relating to extrajudicial targeting, communtiy/gang stalking, etc. , and please do a Google search on me (I am NOT the Victor Livingston who is a Hollywood film director.  He is not a journalist. I'm a long-time print and TV journalist/producer.)

I am literally being subject to both physical harm and social genocide.  My home has been invaded, my health degraded, property vandalized, I've been slandered in my residential and professional communities, and my finances have been sabotaged.  This is a national vigilante network and I believe it is coordinated by agencies of government on multiple levels.  This network has even infiltrated the health care system.  It is pervasive, using anti-terrorism as a cover for ideologically-driven social engineering.  I believe aggressive journalists have been subject to extensive profiling and, in certain cases, career subversion.  I was quite well-known and successful and these programs of personal destruction have decimated my career and damaged my health.  Directed energy weapons are now widely deployed and are being used against civilians as a means of both control and slow torture.  My story about this subject quotes a recent FBI report on the potential lethality of this silent, invisible weaponry.

I visited the Philadelphia office of the FBI multiple times to formally request a civil rights investigation.  My requests have gone unmet.  The last time I visited the FBI,  my civil rights were violated on the premises. I was told to leave and to never return and then I was subject to humiliating treatment.  First, they asked if I minded if they took my picture.  I said, go ahead, I used to be on TV.  They took my picture -- and then had me escorted from the building by an armed guard for no justifiable reason.  That might be a place to start. 

I have endured this persecution for five years.  For the first three and a half years, I was physically unable to take remedial actions due to almost constant DEW assault in my own home, as well as what I believe has been poisoning of foodstuffs, which has led to adverse and persistent adverse health effects.  I appealed to county law enforcement officials; some of the most overt stalking, such as vehicles tailgating me and nearly causing accidents, subsided -- but the stalking persists, even when I travel out of the area, across state lines. This treatment could not occur without law enforcement knowingly condoning it.  My home continues to be entered and property vandalized (even clothing).  This is terrorism, and I believe it's being officially countenanced. The modus operandi is for these forces to discredit and marginalize victims by labeling them as mentally unbalanced and delusional.  This is the typical response of totalitarian regimes when faced with those who would deign to "dissent."

I've also found that agents have posed as persons seeking to "help" me.  If you attempt to contact me, it's likely that an agent will pose as you and that I may never be able to confirm whether it's you or yet another unconstitutional assault on my civil rights.

After you have read my work and the comments section (many of them from tormentors, I believe), please post here with a suggested course of action.  You can try to email me (address is on my "channel" page) but my email is subject to interception and even content tampering and alteration. I need an advocate willing to take on this cause on behalf of the untold thousands of Americans who are being subject to this persecution.  Perhaps a class action would provide sufficient financial incentive for you to take on this urgent cause.

They have destroyed my career and I will not go down without a fight against this creeping fascism.  I have been hoping that "good people on the inside" will come to my aid, but it hasn't happened... although I do think the instances of food poisoning and extremely debilitating DEW attack subsided after my first two visits to the FBI.  I'm not convinced the FBI has a handle on this, because I believe other secretive and powerful agencies, including military and security/intelligence, are involved in a covert and insidious campaign of social engineering (see http://monarchnewphoenix.blogspot.com, "How to Destroy an Activist.")  The FBI may turn out to be the "good guys" here, or so I hope.
