GOV'T 'FUSION CENTER' SPYING: Pretext to Harass and Censor?

As readers of NowPublic.com may know, I am a journalist whose telecommunications have been sabotaged for five years — from hijacked passwords and the hijacking of control over my computer connection, to malicious tampering with content and outright censorship of my political speech and my ability to browse and post to certain web sites.
I have memorialized many of these affronts in a running contemporaneous journal posted to the "free speech" section of this blog (thank you, ACLU).

But it takes more than a recitation of alleged abuses to correct these blatant infringements of basic constitutional rights — not just the first amendment right of free speech, but freedom from unreasonable search and seizure of my internet connection, and freedom from the government’s use of telecommunications as a tool of psychological harassment, control, prior restraint and outright censorship.
I m encouraging the ACLU to file a class-action suit against government warrantless surveillance on these grounds. I ask that all NowPublic readers join in this effort.
This is not a matter of the government’s declared right to perform surveillance on American citizens if it does not actually disclose the collected information (a dubious claim, for sure).
This case involves the use of telecommunications as an instrument to control telecommunications, and to harass citizens whose political speech does not meet with the approval of fusion center totalitarians.
I have reason to believe the DHS fusion center in Newtown, PA, near my home, is responsible for these egregious violations of my rights -- and that state and local officials also may be complicit.
These infringements have materially affected my ability to pursue my journalism career, and also have resulted in other related damages stemming from the blatant interference with my ability to use the internet — and even to compose on my personal computer.
My telephone and internet communications remain subject to such interference, even interception. Important email typically does not draw a response.
ACLU, please consider these alternate grounds for a class-action suit that would restore the constitutional rights of all users of telecommunications — and result in a recovery of damages suffered at the hands of totalitarians in government at all levels — federal, state and local.
That is the only way these abuses can be stopped — through legal action that results in official accountability and punitive sanctions.

A sad commentary on this essay:
I just finished writing a post for The Washington Post's The Fix political blog. Once again, my political opinion was prevented from being posted. I received a full-screen message that the post was "being held for the blog owner." As I have written before, here, and on The Washington Post's web site, Wa-Po does not "hold" political posts unless foul language is detected by its software. That was not the case here.
I have made The Washington Post aware of what appears to be blatant censorship on the part of government "fusion center" operatives. I am posting the apparently censored comments here -- and I will continue my efforts to restore free speech in America, and the freedom from unreasonable search and seizure of telecommunications by neo-fascists in our government:

Less than three months into the job, Barack Obama seems to be self-inhibited when it comes to fulfilling his campaign promise of hope and change.
That could be smart politics; Obama had to first co-opt and disarm a bureaucratic cabal that still threatens to subvert his presidency.
But now that this new President has demonstrated his ability to earn the confidence of key elements of government -- notably, the rank and file of the military -- it's time for the Obama administration to demonstrate commitment to principle.
The Justice Department's continuation of Bush doctrine on state secrets and now, an enhanced version of sovereign immunity, has left the progressive left feeling betrayed and, perhaps, somewhat deceived.
Obama telegraphed this body blow to his base during the campaign, when he flip-flopped on the issues of FISA/warrantless wiretapping, telecom immunity and handgun control. Such vacillations may have mollified extreme elements in the intelligence and military communities; Obama's early capitulations may prove to have been a brilliant stroke if it is later revealed that strategic retreat defused an incipient silent coup.
But now it's time for Obama to reassert his belief in hope and change. A good first start would be for his Justice Department to quickly dismantle the so-called "extrajudicial punishment network" that was created or expanded during the Bush-Cheney years...
...a network of programs and policies that have targeted many innocent Americans under the pretext of fighting the "war on terror." These "targeted individuals" have seen their livelihoods and finances decimated by secret programs sold to Congress as "tools" to fight terrorists.
And these "targets", who may number in the millions, also have been victimized by government-funded and trained "community gang stalkers" who hide behind federally-funded volunteer programs as they stalk, vandalize, and terrorize their neighbors.
Citizen vigilantes, whose methods and tactics mirror those of the German Nazis and the Stasi, are said by victims to be equipped with silent, classified microwave radiation weaponry -- so-called "directed energy weapons" -- that can be used to cause pain and injury, and over time, a "slow-kill" death.
Victims rightly call this a silent American holocaust, a quiet genocide, that appears to have been enabled by federal programs and the cooperation of local law enforcement nationwide.
The Bush Justice Department "torture memos" are believed to have been used as legal justification for what victims call domestic terrorism -- and they say this persecution has continued to this day under the Obama administration.
This, victims say, is an evil that the Obama administration no longer can ignore.
Attorney General Eric Holder has been made aware of these allegations. Now it is time for him to act.

A litany of similar occurrences has led me to posit the following theory: that regional "fusion centers" run by the Department of Homeland Security appear to be using surveillance of the telecommunications of so-called "targets" (many falsely tagged as "dissidents" or "undesirables") to harass and censor, not "just" spy.

I promised myself I wouldn't answer your inane, insulting and increasinglymenacing posts, but just in case someone isn't familiar with your persistent disinfo, let me say this:
Washington Post does not have someone siting around 24/7 to decide, in a matter of seconds, if a post is "on topic." I have notified Washington Post of the apparent "spoofing" of its pages -- the insertion of the "held by blog owner message" by apparent censors.
Someday soon, Washington Post or another mainstream media outlet is going to do the story on media censorship apparently emanating from government-administered fusion centers. When they do so, they will be following my lead.
You are either clueless or are part of the "program."
You do serve as a convenient straw man set-up guy for me, so maybe I shouldn't discourage you.

The instances of censorship that Vic describes are not exceptions. They are the rule.
How is it that the "mainstream" press continues to ignore the plight of possibly millions of targeted individuals, while the alternatives to the "mainstream" press seem to provide only caricature level presentations whose single purpose seems to be to make us all look like one of:
The answer is clear and simple in the eyes of this author. Not only has the press itself been censored (either voluntarily or not), but the entire infrastructure has been equipped to censor on behalf of the authoritarians.
Targeted individuals, including dissidents and others who choose not to hold the authoritarian tenants so close to their hearts, have all been vanquished into a communications black hole, in a nearly automated way. Businesses whose owners do not accept the totalitarian way, are similarly vanquished into a communications black hole.
My personal business has been victimized in this way, and I am certain that the same fate awaits all other businesses whose owners do not tow the line.
The trick is as devious as it is simple. ISP operators are controlled in a manner analogous to the way the "mainstream press" is controlled. These "internet service providers" are instructed to institute a firewall around any web site or other internet presence for which the authoritarians have deemed such a measure to be necessary. The firewall does not trap all traffic, as that would bring an angry response for which they could not supply a logical answer. Instead, the firewall is taylored to give the person or business that is targeted the impression that all is fine.
The firewall is taylored to allow spam and search engine traffic to pass. Thus, the business owner, dissident, or other targeted individual sees the search engine listings and believes that all is well. Unfortunately, all is not well as most of the direct-to-site traffic (including most potential customer traffic) is filtered by the firewall.
It amounts to fraud, and it allows the businesses whose owners have sold their souls to play this deceitful game the ability to survive, and even prosper, all the while causing all other entities (those outside of the dominion of the authoritarians) to wither and die.
For the aforementioned reason, there are very few or no "TI oriented" internet presences that are not controlled honey-pots for the authoritarians, or caricature generators.
That may be the case here as well.

I'm not going to say the government doesn't do a lot of ****ed up ****, filtering the internet is likely one of them. What's going on here ain't that. Spamming blogs with off topic rants and telling everyone who criticizes you you're a paid government agent out to get him, will get your posts flaggedand you'll be banned, simple as that.

Your post was a welcome breath of fresh air...
until the last line.
I believe the community gang stalker unit, in conjunction with government agents and their operatives dispatched to PECO Energy, was responsible for cutting off my power off early Friday, just after I posted this story.
The guy yanked off our meter and shut off our power, causing a huge "thud" as as our motorized appliances and furnace ground to a halt. He was not wearing a uniform, and his truck did not look like an official PECO truck (it had what looked like a magnetic PECO sign on the door). The guy was rude and sadistic when I asked him what the hell he was doing -- since we had received no notice and in fact had made a substantial payment on our utility account within 30 days (I believe state utility regulations mandate that no shut-offs can occur until a longer period has elapsed, and due notice is required).
I drove a half hour to center city Philadelphia to talk in person to the utility company. I was directed from the company's PR office, to a person who could barely quote me her exact title without stumbling. After she appeared to fumble for words, she said she was "director of customer financial operations," which, to this veteran reporter, sounds like a phony title.
I told her that state-mandated procedures were not followed, and demanded that my power be restored within a few hours, and not 72 hours, the time-frame that a supposed customer service rep quoted to my wife on the phone.
The "director of customer financial operations" disappeared and told me to wait in he lobby. After about fifteen minutes, she returned with some photocopies, her "proof" that all procedures were followed. She said power would not be restored until the balance was paid in full. As I recall, she said that no truck would be dispatched until the check cleared. She was hardly empathetic.
I told her once again that procedures were NOT followed, that we were NOT contacted, as the law requires, and that I was trying to save the company from possible legal liability as a result of what I considered its capitulation to a government "harassment protocol" (my words).
For a supposed "director of customer financial operations" (again, a title she could barely enunciate), her demeanor seemed to resemble that of an undercover agent, rather than a utility company executive interested in helping a family left (literally) powerless.
We spent the evening and overnight without power, despite a phone call from my wife's doctor to PECO (or to the undercover agent who intecepted the call) to confirm her asthma condition (which is relieved with the use of a vaporizer that requires electricity to operate).
The next morning, shortly before noon, the power suddenly came back on.
When I checked the meter, the official PECO anti-tampering "seal" was MISSING. Standard operating procedure requires all meters to be properly sealed, as a preventive measure against unauthorized manipulation.
I strongly believe that my trip to PECO headquarters was revealed by my tormentors via surveillance -- in all likelihood, GOVERNMENT surveillance -- and that an agent (perhaps more than one) was dispatched to "interdict" my visit.
If that is what happened -- and, despite the elaborate "kabuki theater," I believe that is exactly what happened -- that is evidence to me that we are living in a FASCIST POLICE STATE in which private companies are compelled to "front" for government oppressors.
I intend to file a complaint with the Pennsylvania Public Utility Commission; but, under the draconian provisions of the Patriot Act, there is nothing to prevent a similar occurrence -- another "interdiction," with witch-hunting federal agents again playing a role, this time, as PUC officials.
If I were a stool-pigeon, none of this would have happened -- and I wouldn't be writing this.
If anyone reading this knows Michael Wood, a top media affairs official at PECO Energy, would you please direct him to these pages? My emails never seem to get through for such purposes. Anyone reading this who wants to help fight these rogue operations, this would be one way to assist.
My wife and I were TERRORIZED and mistreated, -- and this is the second time in the past year that our power was cut off in this fashion. PECO's apparent cooperation with what I believe are government tyrants has once again violated our legal rights. I do not intend to let the matter rest. Someone has to take a stand against this kind of fascist police state action.
Is "BoundAndGagged" convinced now? Probably not, because it's possible the intent of the above post, even though it largely confirms what's going on, is to cast aspersions on my credibility.
Destroying my credibility -- or eliminating me entirely -- is all they've got left -- because their unconstitutional and inhumane "programs" have been exposed.

In all that fantastically concocted story, you neglected to simply explain:
Were you in fact in arrears of any significance to PECO? A substantial payment within 30 days ago is not enough to keep the dogs at bay, in fact if you're way behind and make a fat payment I have found what happens is like vultures they smell you found money to pay that and will quickly lean on you in a few weeks for the balance believing you have more where that came from.
You're spinning this into something it's probably not and thus leaving a big comical hole for someone to shoot your story down with. It's not factual. Why go there, when there is a reasonable explanation for it all?
Finally....

Surely "exposed" must in your mind be all the fictionalized content like the above you've got littered all over the internet, because the rest of "mainstream media", you know, the people whose work you can actually find and read a career's worth, haven't touched it. ALERT: 'EMBEDDED MESSAGES' TO 'THE GOOD PEOPLE ON THE INSIDE' CONTAINED IN THE FOLLOWING POST. PLS. FWD:
The "vultures" being the organized community stalkers who, working in conjunction with government agents at various levels (maybe even inside utility companies), fabricate and inflate utility bills to slowly expropriate whatever financial resources we have?
Perhaps in part by way of temperature manipulation (the residential version of "the cold room" torture) achieved by the covert installation of ductless air conditioning on our walls when we had a major installation done five years ago? So that even when the temperature is moderate, it's sometimes freezing cold even when the heat is turned up?
The good people on the inside may need these "clues" because some of them may refuse to believe that other agencies and commands could be doing stuff like this in the American suburbs to innocent American families. Or am I just a special guinea pig for Dr. Strangeloves in our government's "security force"?
Just hypothesizing, of course. Of course. Of course.

It could be ductless AC, but I think sometimes it is also chemicals...I notice often times a distint odor associated with the cold. Also, there are 3 versions of the cold attack that I have noticed...
1. Cold from above: the cold seems to fall like a brick from above (I am in an apartment complex)...I can easily move my hand into and out of the cold zone, so it seems to have a definite and definable space of origin. I have much more info on this, but write me an email and we can take it offline.
2. Cold from below: the tactic I have experienced the most (except for at hotels). There is a chemical smell associates with this type of cold attack, and it permeates up from the carpet. The strange thing is that I have pulled back the carpet, and there is just a concrete slab,nothing more. But I have noticed that people walk into the adjacent apartment ( which is used by maintenance as a storage room) or outside to one of the sprinkler heads at times when the type of cold attack occurs. I may be wrong, but I think that maybe there is a system of plastic pipes or hoses that go under the concrete slab, but maybe you are right, maybe it is ductless AC which goes through the drywalls. Cold heavy air might be able to go under the edge of the carpet...but the reason I favor the other explanation is that there is at times a pinpoint accuracy to these types of attacks. It can actually follow you to specific spots, and the surrounding areas of the carpet will not be cold. But the chair that you are sitting in start to become hyper-cold, to the point where you HAVE to move because it is so painful...
3. Piercing-cold attacks. I have experienced this at hotels, and occasionally at my apartment. Once this happened at a hotel, a guy in army fatigues seemed to be directing this (I have his licence plate number still), while I was doing coursework while finishing up my Masters Degree. It has also happened at many other hotels / motels that I stayed at in the Dallas and north dallas suburbs (Plano, Richardson, etc), so it appears to be organized very well.. It has happened a few times at my apartment as well, and the timing seemed to be structured to interfere with exam schedules, etc. Of course, they could blame it on stress, but the reality is in fact very different. When it happend at the motels, as well as when it happened at the apartment, there was usually a truck with a generator of some sort in the back of the truck. They can either attack from the truck, or they can (and did) carry the generator into an adjacent room and attack from there. The pain is excruciating, unbelievalbe, and almost impossible to describe...it feels as though an ice-cold knife is penetrating your skin, your organs... and they like to target the feet, the genitals, the buttocks, the kidneys, the neck, and the eyes and head...

It could have been worse. Operatives could have tapped into your electricity (if you live in an apartment) and run up your electric bill hundreds of dollars, like they did to me. The electric company will only check the meter...whatever tampering with electrical wires that goes on beyond the meter (inside of the apartment complex) will not be checked. Of course, only the apartment staff and her maintenance crew would be responsible for that type of tampering, but it is almost impossible to prove.

Shut down the circuit breaker and unplug everything while shutting off your lights your electric meter should stop. Then turn on one breaker and plug in one thing or turn on one light at a time and then shut it off and move on to the next item. Watch the speed at which the dial moves for each appliance or light. You shought be able to determine aproximatly what is making the meter dial move quicker than other items.If there is a short causing a trickle drain of electricity, that would show up as well especially if something is turned off but is drawing current by making the meter dial turn when it shouldn't.

That's all you had to do to put that issue aside. So what happened between then and time your grip on reality got so tenuous the first explanation that pops into your mind for why you can't pay your utility bills and you're chilly is that people snuck in and secretly installed covert air conditioning in your house? Do you realize how nutty that sounds- and that it's natural for people to call you on it and not say "Let's go down to the courthouse with/for Vic and file a class action lawsuit against the government for the heinous crime of torturing people in their homes via ductless air conditioning!
Do you realize there is NO possible way they could hide, let alone run without detection, the condenser/compressor/evaporater/heat exchanger for such an apparatus, without a bumbling blind Mr Magoo type person finding it NOW? Ductless or split unit a/c does not mean it's something that can be hidden in your wall. Do you even know what they look like? Why didn't you find out before you made such a claim?
It means you have a unit that makes refrigerant cold and you put that outside. cold refrigerant is piped into a small fan sized unit you put on the wall inside. the outside unit is still fairly large and noisy and generates lots of heat. The benefit is all that heat and noise can be away from you and your cold room in the summer. NOT HIDING IN A WALL.
Now if you had a suit filed and you sat down in a courtroom and they got to that part, after the howls and laughter from the audience subsided (if ever) where does that leave you and your attorney with credibility for the rest of your claims?
Can you see I'm pressing this not out of dislike for you or interest for the gov't but because the rest of those claims are all of our lives?

The evidence indicates that my thermostats are not under my exclusive control, just as my computer is not under my exclusive control. We can debate as to how this is being achieved, but it DOES appear that this is being done. It's one reason why our heating bills are so sky high.
And as I have pointed out in another thread, it DOES appear that some entity has done a PURGE of my name and CV from the net. You are correct, that many more mentions should come up.
I've noted in this space that links to articles I posted at Politico.com were removed the day that I found I could no longer post comments to full articles at Politico.
If others have noticed the same phenomena, please report in, here.

While the story about OS vandalized air conditioning systems may seem a little off beat, I'm not prepared to write it off as immaterial to the ongoing historical record-building of our common plight and cause.
Vic has spent most of his adult life pushing pencils and/or typewriter or personal computer keys. He's a smart fellow, but he's never had the inclination to dig around inside of (or understand much about) HVAC units. He has successfully supported himself by being knowledgeable in other areas, and his lack of knowledge relative to HVAC systems is not a reason to discredit his story. When a "lay person" makes comment about a subject far foreign to him, a comical result is not uncommon.
Now, let us consider the possibilities. Let us say that some unknown person made a simple wiring modification within Vic's HVAC unit.
Let us say that this modification caused the heating and cooling systems to run at the same time, regardless of the control setting of the thermostat. The result might be uncomfortably cold room air temperatures, with an enormous amount of energy burned in the process, contributing to a utility bill that is higher than what he expected. His explanation is within the bounds of the thinking of a lay person, and is not an indictment of him as being crazy. As a "lay person", he took a few wild stabs at an explanation, and struck wide of the target.
The game being played against targeted individuals involves the marginalization of the target's finances, subsequently combined with little (financial) jabs to completely push them over the edge ... anyone who is ignorant of that fact isn't a targeted person.

Precisely. The fact that we have hot water radiated heat, and a separate forced air central A/C, makes the scenario you describe all the more plausible. I do know that the heating system often has a mind of its own, regardless of the setting, and I am convinced that the temperature inside my home is being controlled externally by "cold room" torturers who think they are protected by more traditional (and more ethical) law enforcement agencies.
There are too many good people in law enforcement for this to stand. The good people on the inside must act. Now.

Both heating and air conditioning units have their own circuit breakers. Go pull them. You are not a woman nor child, I do not accept that a grown man cannot comprehend the workings of HVAC equipment in his own home enough to know ON and OFF have switches.

Five years of constant radiation weapons torture is what kept me out of commission. Of course, you would have to be a REAL "targeted individual" to know that is true.
