According to GQ Magazine, in an article about former Secretary of Defense Donald Rumsfeld, September 10, 2003 was the first morning the daily briefing memo prepared entitled Worldwide Intelligence Update, a report only given to select members of the Pentagon and the president, contained a cover page that included a biblical verse. The report was often hand delivered to former President Bush by the former Secretary of Defense.

The article states some members of the Pentagon questioned the appropriateness of scripture being included in the documents, as became the custom but, it was said Joint Chief of Staff Richard Myers, Mr. Rumsfeld and the commander in chief ".... appreciated the cover pages" .
