Police in Cambridge, Massachusetts say that an unidentified man has been shot near the Kirkland House dormitory at Harvard University.

Police said the victim was taken to hospital after being shot around 5 pm. The area was cordoned off and Kirkland House administrators sent an e-mail to students informing them of the shooting.

A witness told The Harvard Crimson that the victim was bleeding, but conscious. He is now in stable condition. The paper also reported that two to three suspects were seen leaving the scene after the shooting.

The Cambridge City Manager is all powerful and chief law enforcement officer under the "plan E" form of government in Mass. His policy is to allow, contrary to law, campus police (special state police officers and sworn deputies sheriff "exclusive jurisdiction" (a legal term). That allows the University to selectively enforce laws. A 2005 Harvard Crimson article noted how open drugs are on campus.
