The USA should not be engaged on an initiative for which neither we nor Afghanistan have the capacity for success. The USA does not have the time or resources for success and Afghanistan isn’t ready and may never be ready. So, the right answer is to forget it; focus on ridding Pakistan of al Qaeda; make the Taliban pay a big price and get out of there.
