Homeland Security to establish FEMA detention centers on bases.

National Emergency Centers Act or HR 645 is currently being pushed in congress that authorizes the Department of Homeland Security to set up a network of FEMA camp facilities to be used to house U.S. citizens in the event of a national emergency.
Currently have at least 6 centers around the US operational for this purpose - one is near the mexican border is currently being used for illegal immigrants.
Martial law anyone? - hope you've been a good citizen.

The bill also appears to expand the president's emergency power, much as the executive order signed by President Bush on May 9, 2008, that, as WND reported, gave the president the authority to declare an emergency and take over the direction of all federal, state, local, territorial and tribal governments without even consulting Congress.
As WND also reported, DHS has awarded a $385 million contract to Houston-based KBR, Halliburton's former engineering and construction subsidiary, to build temporary detention centers on an "as-needed" basis in national emergency situations. From World Net Daily.
According to the text of the proposed bill, the purpose of the National Emergency Centers is "to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster.
Last June President Bush signed a dual Presidential directive. It was issued with the designation of NSPD-51, as a National Security Presidential Directive, and HSPD-20, as a Homeland Security Presidential Directive.Three additional purposes are specified in the text of the proposed legislation:
To provide centralized locations for the purposes of training and ensuring the coordination of federal, state and local first responders;
To provide centralized locations to improve the coordination of preparedness, response and recovery efforts of government, private, not-for-profit entities and faith-based organizations;
To meet other appropriate needs, as defined by the secretary of homeland security.
The broad specifications of the bill's language, however, contribute to concern that the "national emergency" purpose could be utilized by the secretary of homeland security to include any kind of situation the government wants to contain or otherwise control.
The directive establishes under the office of the president a new national continuity coordinator whose job is to make plans for "National Essential Functions" of all federal, state, local, territorial and tribal governments, as well as private sector organizations to continue functioning under the president's directives in the event of a national emergency.
"Catastrophic emergency" is loosely defined as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions."

This of course is a world wide problem governments unfortunately are not working on behalf of the people but themselves and the elite that pull the strings. let a government get to much power and they will always attempt to stop any activism against their political party and aims.
But of course the war on terror now gives an opening to broaden the list of terror organizations even though and organization is not a terrorist one.
But are we really seeing whats being presented in the right light well the proof will always be in the pudding and as yet the pudding has not been cooked. Hopefully the ingredient is more palatable than you expect or simply is not placed on the menu.
However at this point its good that the idea is open to public and media view. Its early days let see what brews

What I found quite troubling was the recent military excercises by the U.S. Army's 160th SOAR Aviation "Nightstalkers" out of Ft. Campbell, Kentucky in Burton, Michigan during the second week of May, 2009. They had some streets blocked off with concertina wire and were using the "little bird" helicopters. The Flint Journal stated that it was an excercise to assist in the development of our military and urban combat overseas. What do you think? Especially with Flints and Detroits Metro areas collapse of the auto industry.

car1edb, thank you for this story! I think it is important to note the referenced regions. For example, Region I serves the New England States, Region II serves New Jersey, New York, Puerto Rico, and the US Virgin Islands, and so on. There are X (10) Regions total.

I have work along side FEMA for the last 4 years and I can say without a doubt, that FEMA could never pull off a concentration type camp. They cannot even come up with solutions to the parking delimas at their own facilities.

Now I agree that a contractor could pull it off, but no way with FEMA they have too many department heads that spend most their time fighting amongst each other.

I have been following the threads on this for some time. Coverage for this is a poison pill and frankly the educated public has no idea of what is going on. I had to force feed the University of Texas Political Science Department at Arlington and all were uninformed. This is either ignored or worse forced from public credibility and being place on the famous looney bin catagory.

This is a KBR construction program with Halliburtion oversite. This is also connected to a regiment of US Army personel being trained in domestic control. A unconstitutional act. The guns must always point out not in. Unconfirmed 3rd Army.

Sounds like the civilian national security force training... I heard they were training the home guard, boy scouts, etc for such roles. Bet it acts like a show of force in those severely downturned places too.
