"I activated emergency procedures so the IMF can respond quickly... to be able to answer problems that may happen in some of the emerging countries," IMF Managing Director Dominique Strauss-Kahn told a conference in Washington.

DSK was born 1949, he spent part of his childhood in Morocco and Monaco. DSK  french socialist put into power at IMF by rightwing Sarkozy, just in time, just in case. Both feel more at home in NY than in France. The 2 are connected to create the ClubMed Union Mediterranean  with Lybia-Gaddafi and Israel as members.
