CALGARY -- Immigration Minister Jason Kenney wants to see more of an effort made to integrate immigrants into Canadian society. He repeated earlier comments that immigrants seeking to become Canadians should be able to communicate in French or English. He said they shouldn't be granted citizenship unless they have proper language skills.

In Florida there is a large population of Cubans that only speak spanish and they have all been granted citizenship, so the argument would be that they should not have been granted their citizenship even though they have integrated and live well in the US?

Most likely a move to piss off Castro, word will spread into Cuba amongst the populace creating dissent among the masses against Castro.  Castro denies to the masses that people who escape Cuba for america do so because they are criminals. Propaganda surely.
