Prominent Moslems and rights groups are opposing the Bill stating that Bill would victimize Victims all the more and shield perpetuators all the more. The Bill does not define ‘crime’ as applicable to communal violence and declares places that should be targeted by marauding mobs as disturbed which exposes the victims to police excess. Several Organizations have threatened nation vide stir against the impugned Bill.

A multi-cultural,multi-religious and multi-linguistic country,with varied and rich traditions and toddling democracy like India is more prone and susceptible to voilence,including state voilence.Communal voilence,especially against religious minorities and Dalits,in most cases aided and abbeted by state ,is rampant.
The bill,in its current forms,is opposed by religious groups and social activists because the bill won't curb voilence against targetted groups,on the other hand, vests power with most notorious,corrupt and brutal force-the Indian Police Force.
