Indian Army killed fellowmen , NHRC DG(I) to investigate
New Delhi: The National Human Rights Commission has directed it DG (Investigation) to inquiry the alleged killing of two army men by mistaken identity in Jammu and Kashmir. Two Army personnel were killed and another was injured as an Army team fired at another mistaking it to be militants in central Kashmir's Budgam district on 23 October. Troops of 53 Rashtriya Rifles had set up a vehicle check post at Chattergam chowk, 20 kms from Srinagar, in Chadoora area of Budgam following information about movement of militants through the area. A team of 35 Rashtriya Rifles men travelling in a civilian vehicle did not stop at the check point, giving rise to suspicion among the troops at the check post, who opened fire. Sepoy Ghulam Rasool Sheikh, Naik Setien Tao of 25 Rashtriya Rifles and Territorial Army driver Abdul Rauf were wounded and admitted to the 92 Base Hospital at Badamibagh Army headquarters where Sheikh and Rauf succumbed. Odisha based human rights activist and chief functionary of a rights organization ‘India Media Centre’, Mr Akhand filled a petition before NHRC alleging negligence on the part of 53 Rastriya Rifles higher official and a case of human rights violation. He prayed before commission to issue notice to Ministry of Defence to submit a factual and inquiry report and order for a additional compensation of Rs.5 lakh to the victim’s family besides regular compensation given by army. Taking it very serious NHRC order its investigation DG to ‘to collect facts and requisite reports within eight weeks’.
