Indonesia blamed for Timor violence
The youngest province in Indonesia, which, finally declare it's independence as a nation.
Indonesia's government and armed forces bear "institutional responsibility" for the wave of deadly violence that swept East Timor during the territory's vote on independence in 1999, a joint commission has found.
The report, by the joint Indonesian-East Timorese Commission of Truth and Friendship (CTF), is due to be officially released on Tuesday, but Al Jazeera has obtained a leaked copy of the document.
Up to 1,500 people were killed and 300,000 forced to flee their homes during the 1999 violence in what was then Indonesia-ruled East Timor.
Govt 'to accept' joint report on East Timor
Indonesia said Sunday it will accept the final report by a truth commission which has concluded the government, military and police were responsible for gross human rights violations in East Timor in 1999.
The report by the Indonesia-Timor Leste joint Commission for Truth and Friendship (CTF) declared that "gross rights violations in the form of crimes against humanity, such as murder, rape, torture, illegal detention and forced deportation against civilian populations did occur" in Indonesia's former province.
The commission will formally submit the report to President Susilo Bambang Yudhoyono and Timor Leste President Jose Ramos-Horta on Tuesday in Bali, Indonesian presidential spokesman Dino Patti Djalal said.
Foreign Ministry spokesman Teuku Faizasyah said both the presidents would officially receive the report at the Bali meeting.
"As part of a formal process, the final results of the CTF report will be accepted by both governments on Tuesday," Faizasyah said.
Dino added that the Indonesian government would study the report's recommendations before following up on them.
The acceptance would mean the first-ever state recognition of gross human rights violations by the Indonesian government during East Timor's independence vote.
Indonesia acknowledges East Timor abuses
Indonesia's president is acknowledging that his country carried out gross human rights abuses during East Timor's 1999 break for independence.
But he has stopped short of offering a full apology on Tuesday for murders, torture and other crimes.
