Influence & publicity concern for NYS OCFS Commissioner Carrion
Influence and publicity are apparently a major concern for New York State Office of Children and Family Service's (NYS OCFS) Commissioner Gladys Carrion who recently came under fire by the U.S. Department of Justice for its findings of abuse at four Upstate youth prisons.
According to The Post-Standard Editorial Board, even though the Justice Department will probably appoint a 'monitor' to track New York's progress in correcting serious problems in the state's juvenile prison system, one of three consultants who have been working with NYS OCFS could be tapped as the 'monitor', and Commissioner Carrion thinks NYS OCFS might have some influence on who becomes the 'monitor' to track New York's progress in correcting serious problems in the state's juvenile prison system. Commissioner Carrion also claims the publicity over the abuses as the reason the Justice Department is going to hold New York to a very high standard for change.
The U.S. Justice Department probably will appoint a monitor to track New York’s progress in correcting serious problems — including the use of excessive force against kids — in the state’s juvenile prison system.
But the head of the state Office of Children and Family Services, which runs the juvenile prisons, said one of three consultants who’ve been working with OCFS to come up with reforms could be tapped as the monitor.
“It might be a more friendly type of monitor,” said Gladys Carrion, OCFS commissioner, at a Sept. 30 meeting of an advisory panel on juvenile justice. She added: “It looks like we might have some influence on who becomes the monitor.”
Carrion, whose office also came under fire earlier this year by New York State lawmakers after the savage murder of Lockport Youth Counselor Renee Greco in a group home run by Wyndham Lawn Home for Children at the hands of two teens industry professionals described as "warehoused", also said the state will not rebut or challenge any of the Justice Department's findings.
Federal investigators found that guards at the facilities were quick to use a high degree of force against the young inmates that was grossly disproportionate to any infractions the kids had made. Anything from sneaking an extra cookie to starting a fight to refusing to stop laughing resulted in youngsters being forced to the floor face-down and restrained with handcuffs. This one-size-fits-all approach to control led to an alarming number of serious injuries to the kids, including concussions, broken teeth and spinal fractures.
The Justice Department said OCFS failed to properly investigate these and other abuses and failed to take disciplinary action against abusive guards. Young inmates, many of whom suffered from mental problems, also received substandard mental health care. As many as half the kids at some of the prisons have some kind of mental illness.
NYS OCFS is currently negotiating with the Department of Justice on how it plans to correct these problems, and a 'monitor' will 'likely' make sure the state complies with the settlement.

So who will that be? A “friendly” face, as Carrion suggested might be possible? Or someone with no interest in pleasing the system being monitored?
The Justice Department has, in the past, appointed monitors who had worked for the agency being investigated, but that has been rare. There isn’t a blanket prohibition of the practice.
Carrion said the Justice Department is going to hold New York to a very high standard for change because of all the publicity over the abuses.

Government Reauthorization and Citizen Empowerment Act ("Empowerment Act") to empower communities across the state with the ability to reorganize and consolidate local governments, appears absent from mainstream media on this matter. He is currently running for governor of New York State.

Interesting, I guess sometimes we have no idea what goes on in our detention facilities. I doubt that this is only a problem in NYS.

Neither this, nor any other discovery of interest will uncover anything which is new. What seems to be new is that many of our problems are coming to public attention and not buried in the 1/2 inch story in the middle of a newspaper. My take on the ever present situations is that many want to live the almost mythical American dream. Go to work, shut the door to the office and shuffle a few papers until lunch time and then return to the work place ask for a rundown from the favorite brown nose and write a couple of memo's. True concern and proper procedure is not breaking from the norm. Don't make waves, Don't fix what is broken or breaking. Brains storming and solutions are seldom required. It is the way it has worked for a long time. We are living difficult times now, our old ways of life are not the best way anymore. One of the few things that has changed for some years now is blame, although, not for the better. Yesterday's woes were passed on to today's workforce (the equivalent of 100 year old tenements) and real consequences imposed, on scapegoats. If we had an emergency that required mass hospitalization or additional firefighters on account of crisis and there were none available or they were maxed out, we, the innocent public would suffer the most. Because of all the cutbacks and because the only important issue is blowing up the middle east or the rest of the non allied world. That we have problems in youth prisons and many other areas and that someone points it out is great. Now hold your breath and count to ... There doesn't that feel better? On the other hand when we do finance a project, the purchase of some beneficial doo dah for that institution with govnmt money it mysteriously vanishes. That and all the nefarious etc etc's that goes with it. We want more laws, better services and protection. Where has the good will gone to, we don't only want laws that apply right here in our own country, we them to apply everywhere we go. Okay, so i strayed a little here, It is a good thing to rectify the wrong, but seriously where is the money coming from? Oh, i know let the warden be the monitor and pay him to get out of his office.

Ms. Carrion, ( fake-ass OCFS commissioner), has formally requested that family court judges (elected officals), reconsider state placement for youth in OCFS facilities, why, because it suits her intent to CLOSE even more facilities. My question is, who the HELL is Carrion (politically appionted) to tell an elected official, how to do his job! Don't you think that ALL the factors were already considered when making a determination, as to the "dangerousness" of the particular youth. ALL this excretement is dirty ass-kissing POLITICS. Money, class, priviledge! That's the name of the game. Brookwood Secure center, Columbia Co., NOW a cesspool, loaded with suckups, scared line staff (who are shielded by strong staff) and TOTALLY INCOMPETENT DEAL MAKING ADMINISTRATION! SOMEONE IS GOING TO GET KILLED BY ONE OF COMM. CARRION'S "HUG A THUGS." PLEASE CONTINUE THE "BUSINUSS AS USUAL, more staff will get tired of the non-support and backing, and will simply RESIGN! STOP THE MADNESS............

Here's the deal/final analysis with the entire structure, of all OCFS juvenile detention facilities. first of all, no one has the "intestinal fortutide," to call these facilities what they in-fact are supposed to be called, youth correctional facilities! For if they were properly named youth correctional facilities, the standards and protocal, would parallel what actually transpires in a adult facility. If a youth assaults a "guard" or throws urine/feces, they would be appropriately charged with felony assault. This dosen't happen anywhere in ocfs, due to the insanity of the staff not HAVING PEACE OFFICER STATUS! Why, due to the fact that some of the staff hired, have felony/misdemeanor priors. Therefore, we as line staff are expected to maintain order in a backwards and chaotic jungle, and we are totally UNARMED, go figure. The inmate youth criminals are given the so-called "sanitary title" of RESIDENT, and have the right to not participate in class if they choose not to, be disruptive, disrespectful, and threatening, and even threaten the saftey and security of the facility, and then ask for a "timeout." When anyone from ocfs does come to facilities (BROOKWOOD IN PARTICULAR) none of the so-called brainiacts has the balls, to speak to the linestaff, the ones dealing with the behaviors and disrespect daily. The administration runs about like a bunch of scared rabbits, scared of losing their jobs, and SCARED OF THE YOUTH. The youth see this and know that they have all the CONTROL. When a restraint does occur, all the administrators run to the monitors and review all that happened prior to the restraint, during the restraint, and afterwards. This investigative inquiry is to nail the staff, for any inconsistency, and there are several butt-kissing up and comings, who are eagar to take down the career of a linestaff, in order to propel their own career. What I have managed to do is be indifferent, indifferent to Carrion, and all those who know what needs to transpire, and fail to totally revamp the skewed insanity we are working in. DRUGS are or were in our facility, and the youth took this to be a "cat and mouse affair" to continue to smoke marijauna, right under the noses of staff and administration, do you think dogs were brought in? Hell NO! Go figure that one. I wouldn't be surprised if a major disturbance occurs, our proceedures are elementary and flimsy at best! Commissioner Carrion, I thank you for turning state youth facilities, into a "baby sitting service," complete with pacifiers at the ready and timeout chairs, when the youth rant and rave. You should have some of these youth you claim are your kids, over to you and your immediate staff homes, if you think you can do better, than the staff drowning from your insanity. KEEP PAYING ME MY MONEY, IN REALITY, THAT'S ALL THIS IS REALLY ALL ABOUT, MONEY!!!!!!!!!!!!

RUBEN HUGHES I agree with you. This agency(formerly DFY) as gone down the drain. The inmates, beg your pardon, the residents have been given so much "priveleges" that we as line staff(YDA's) can't do much to use corrective methods put in place to correct there behavior. Another thing everyone always talk about residents getting hurt or abused, which i have rarely seen, but what I do see is Staff getting hurt and abused. From broken nose, punched in the face, broken ribs..the list goes on forever, but no one address these situations. YDA's have one of the highest Comp cases. Friends in NYSDOCS say they would never want to be a YDA. They cannot understand how we do our job. RH i agree with you whole heartedly, something as to be done, and me with my lowly education dont have the ans. Maybe those people in ALbany with there Higher level education can figure out something

I love how the officials point the finger at the facilities, where we failed these children is when they r released from facilities. Most of them go home to poverty drugs or no one. Carrion doesnt want to place these kids anymore but whats going to happen to them , in the case files so many of them have parents who do not want them home. U can only do so much to fix broken families. I am so sick of hearing excessive force, what about the YDA's that r good and really care, there r a lot more of them out there than anyone gives credit too. This whole thing is just discouraging workers from wanting to be a part of OCFS and I have watched alot of them leave the agency for good, we have so many new employees that do not have a clue as to what to do. Thank u Carrion for discouraging so many good men and women from doing a good job, and making the stress SO UNREASONABLE for these men and women that it affects their families that have stability.

I have been so heated thinking about this.....here our state paid to house these children and now our state (aka our tax dollars) are paying for the legal action against the Ocfs. CRAZY where does it end, keep handing out .....what about giving them jobs to earn their own money.

Gladys Carrion has been promising to close Tryon and other upstate facilities since her first day in this office. This has been her goal since day and looks like she might accomplish this before she loses her very highly paid position as OCFS Commissioner. She has done everything possible to sabotage her Juvenile Facilities and create the environment that is out of control and dangerous for residents and employees. She oversaw the progress of and directed the path of the Governor’s created Task Force and had OCFS deputy commissioner Joyce Burrell on the task force. All are sure she imitated the DOJ report and she told Judges not to send juveniles to her facilities. She manipulated the facility resident count by lowering the numbers then using the low bed count against the facility. Pretty sure she is a racist, she is constantly talking about residents of color but never says anything about white residents. Those who commit crimes get arrested, I don’t think the police are letting the white kids walk and only taking in the black ones. She picks the media that’s allowed to visit facilities and that she will interview with you don’t see her doing any interviews with local newspapers or news channels in upstate New York communities that her facilities are in. This way she can continue to control the propaganda that is being put out to the public. Someone should definitely run an YOU PAID FOR IT type story on the amount of money spent on Tryon Boys Limited Secure Facility in the last two year. I’m sure they would find it to be around 8 million dollars spent on this facility in materials and labor on contracted jobs. From major video camera system installed, complete new fire alarm system installed in every building, old stone walls removed and new siding put on, new communication radios and contractors working there right now finishing up complete new heating and cooling central air system being installed in school building at the same time this facility has been proposed by Gov. Paterson to be closed. The taxpayers should be aware of the amount of money spent at Tryon Boys that will just be wasted if this facility is closed and allowed to sit empty.
