When asked what was most challenging about politics, Harold MacMillan, the then British prime minister, is reported to have replied, ‘Events, dear boys, events’. Same is true to Obama. Obama’s big vision seems to be trapped with events like the Wall Street financial crises, the BP Oil Spill, etc. How can Obama get time to develop strategies and implement his visions he had in mind about the world with these traps?
Peoples of the world well know Obama’s conceptual ability about the world, his view of the world that can liberate peoples of the world, his innocent vision of the better world for mankind, etc that are achievable and can be realized. But it is unfortunate that his big visions are trapped by unexpected events. Who is beside him to handle such events which can damage his name so that he can proceed with his big visions? I feel no one beside him. The whites are happy of any failure during his presidency. Can the republican, for example, assist him? I don’t think.
The good thing is that these small events which are making him busy are also assisting him to think even bigger visions which may be realized. For example, the BP oil spill is triggering him for a vision of using clean energy. I hope God will help him for achieving his big visions he promised during his presidential election and bring about a better world for mankind. It is a real fact that Obama has definitely the ability to change the world given positive thinkers to support him!

A CEO's capacity is expanded by ability to staff executives with ability to undertake delegated assignments. Barrack Obama is represents a brand of management. As a community organizer, he led the effort and employed many supporters to carryout work.
In government enterprise, the scope and scale is vastly increased. President Obama must multiply his personal capacity and that has been a problem. Often, people outside the mainstream have difficulty ramping up. The system isn't very cooperative either. There is a vetting process and a security process as well as a congressional approval process.
For President Obama, this has been long, and a continues to be exasperating.
In the event of the recent oil spill disaster, there are department heads of multiple agencies who could have and should have stepped up in coordinated unison to address the problem systematically. This did not happen.
They should not have waited for the commander in chief to bark commands. They should have executed their duties as a matter of prepared routine.
Therein lies the problem. The American government is short-sighted and reactive in contrast with being anticipatory, spontaneously responsive, and preemptive.
So, the President's capacity for big ideas is constrained by these circumstances as you observe.
