Jill McGlone Has Been Identified as the Norfolk Community Services Board Employee Who Received Paychecks for 12 Years But Never Showed Up For Work

WAVY.com uncovered the identity of the woman who somehow managed to receive paychecks and raises from the taxpayer funded agency but never had to show up for work.

Ms. McGlone did cash the paychecks and spent the money, but it is a mystery how she started even receiving the paychecks in the first place. City Attorney Bernard Pishko told WAVY.com that when he asked the now former employee she "offered virtually no explanation for why or how she has been receiving and cashing paychecks for more than a decade without performing any work."

City officials estimate that Ms. McGlone was paid between $25,000 and $40,000 a year with full benefits, so she could have received between $300,000 and $480,000 over the last 12 years.

"It's a mystery to us," said Mayor Paul Fraim. "I'm horrified. We are all very distressed about this. How could something like this have gone on for so long? There needs to be some accountability. We need to get to the bottom of it."

At this time it is not known if anyone is going to be charged with a crime, but the case will be turned over to the Norfolk Police department and the Commonwealth's Attorney and they will decide how to proceed with the matter.

Ms. McGlone may have to pay back some or all of the money.

The Norfolk Community Services Board is set up to provide substance abuse and mental health aid to Norfolk residents who are considered low-income.

The investigation into this matter continues.
