30 member Joint Parliamentary CommitteeWAQF Board Intezamia headed by Rajya Sabha Deputy Chairman K. Rahman on it’s maiden visit to Mussoorie met the members of the community,WAQF board  committees from Uttarakhand at a hotel in Barlowganj   to discuss the problems faced by the Wakf board regarding their properties in the state. The Head of JPC on WAQF Board K.Rahman said that most of the work has been done in other states and the new states of Jharkhand, Chatisgarh, and Uttarakhand were left out from the survey and investigation for which they are here.

The committee also listened patiently to the woes of local Muslim members in regards to the encroachment and illegal possession in Mussoorie on WAQF properties.Nafees Ahmed Qureshi Senior BJP Leader from Mussoorie presented a memorandum said that the WAKF property in Mussoorie was being sold in merely Rs 350/- at Butcher Khana.He also alleged that the previous committee of WAQF Board No.22 and 29 which was constituted on 30.03.2005 and 1.02.2007 have sold the Musafir Khana too after taking huge bribe.. He Requested the JPC that this property and should be taken back by the Board and reinstated into a Musafir Khana again.Arshad Ali another senior Muslim social worker also said that that the properties of WAQF Board in Mussoorie are under dilapidated condition due o the less revenue  generated at present which should be seriously undertaken by the board. He also said that the encroachment and illegal possession from Anda Khet and the land designated for Islamia Inter College should be evacuated soon so the poor Muslim children can get modern and cheap education.Javed Khan senior Congress leader in Mussoorie also displayed his displeasure at the working of the WAQF Board in Uttarakhand.He also said the property of Union bank  was property of WAQF and is held presently by Union Bank of India.

K.Rahman head of the JPC assured the members that the committee will be reporting s the finding to the parliament and soon concrete action will be initiated. He also said that committee will also survey the property under encroachment and illegal possession and will direct the state administration to work in evacuating those properties judiciously. He also said that the JPC has also recommended that the Local Wakf Should be given more powers to act in support of the WAQF properties. He also said that the records of the properties under WAQF Board are not available in the state and are being recalled from Uttar Pradesh. He also cited that corruption was also the main reason for such condition WAQF Properties in the country.

Later in a separate meeting with the state administration consisting of Chief Secretary Indu Kumar Pande, Secretary Manisha Panwar, DGP Subash Joshi and other officials was held at the same venue in which the members of the committee said that the government needs to take serious steps to retrieve the property of Wakf Board on priority basis. K.Rahman also expressed his displeasure at the failure of the State Government to reconstitute the State WAQF Board and directed the Chief Secretary Indu Kumar Pande to reconstitute the board at the earliest. It pointed out that the inability of the Government to reconstitute the board which was the principal functionary as far as protection of wakf properties was concerned amounted to violation of the WAQF Act, 1995.According to Rahman Khan, the committee also found that large amount of WAQF properties in the State were under illegal occupation or encroachments worth several thousand crores of rupees. He also asked the chief secretary to set up a task force with revenue, wakf and police officials to look into illegal occupation of WAQF lands. The JPC also inspected the WAQF property at Anda Khet and Landour Bazaar Union Bank which was under encroachment and directed DM Dehradun to initiate action immediately. The head of the committee K.Rahman reiterated the resolve the problems regarding WAQF board and properties so that the needy and poor could be benefited from it keeping in tune with the spirit of the Act and the Muslim sentiments of the state.

Bribes and corruption seems to be the main problem and frustration. Will this EAQF Board address those problems and fix them or be more of the same in the end?
