After receiving a tip, the PSPCA has arrested 19 year old James Davis, of North Philadelphia, for wrapping the cute gray cat in duct tape and then abandoning her. He was arrested Saturday night at his parents home.
George Bengal, the nonprofit's director of law enforcement said Davis found the cat in the yard at his parents house, in the 2100 block of 22nd Street. He admits he impulsively wrapped the cat in duct tape, then left it in the yard. After a couple hours he went back and tossed the cat into his neighbors yard, because the little cat wouldn't stop screaming. It was at least 12 more hours before she was found and the authorities were called, she was then taken to the PSPCA.
Sticky, as she was nicknamed by her caregivers was treated for dehydration before being sedated so the tape could be cut off. According to spokeswoman Gail Luciani she had no other injuries and was purring before she was sedated.
Bengal said wrapping the cat in tape was a "random act" by someone with "a lot of issues going on." The news release from the SPCA states the courts can order a psychiatric evaluation as a part of sentencing. If convicted Davis faces up to 2 years in prison and at least a thousand dollar fine for mistreatment of an animal.
Despite rumors circulating, Davis did not turn himself in and the tipster is eligible for a reward of $2,000.00 if Davis is convicted.
About 100 people have called the SPCA offering to adopt Sticky and several people have claimed to be her owner. So far no one who has come forward has been able to provide proof of ownership and the SPCA is considering the offers to adopt in the order they came in.

I agree completely with Dr Phil on this one. Thank goodness there wasn't a loaded gun sitting around when he decided to to commit a "random act" or his parents may have woken up dead.
A 19 year old who has such little control over their impulses is frightening. This is why we don't leave 5 year olds home alone. At 19, if he is still having such issues "home" with mom and dad is probably not the safest place to be. It sounds as if he may need to be in a more controlled setting, where he is under observation 24/7 and never left alone.

Kudos LCM! Great Post! Such a scary story, hopefully this young man gets the help he needs before this progresses to something even more tragic.

Oh, the poor misguided nonhumanjerk. BULL - this guy needs a stint in the county jail to enlighten the idiot as to how human animals are treated. Pathetic.

Interesting story LCMom!
I think it would be a good idea if upon sentencing that the cat abuser does get a a psychiatric evaluation! Something is wrong with that 19 year old, and lord knows what acts he will commit in the future.
I wonder who gave the "tip" ? ["After receiving a tip,"] It had to have been someone who saw, was told, or knew that the 19 year old was capable of this.

I wonder why his parents, or any of the neighbors didn't hear the poor kitty?? The cat had been "screaming" for at least 13 or 14 hours!
What a shame the kitty had to go through that for that many hours.

I know poor thing if it was still the middle of summer she probably would have died from the heat.
she was ultimately found on another street from where Davis lived, she may have gone into hiding for awhile. But it was her screaming that ultimately saved her. The person who called the spca said they heard her cries.
I hope the person who called gets that reward. (as long as it wasn't someone he lives with, if it is his family and it is given to them I would hope they would donate it to the spca.
I kinda figured Davis bragged to someone, maybe someone who didn't find it so funny.
